These 540 Doña Ana County businesses received CARES Act relief grants

LAS CRUCES – New Mexico Small Business CARES Relief grants were offered to businesses in the state in early December 2020 with $100 million available. But only 6,642 of the 14,125 applicants actually received a grant due to the large number of applications.

Many businesses throughout New Mexico have been hard hit during the COVID-19 pandemic. The state legislature allocated money from the Federal Coronavirus Aid, Relief and Economic Security Act funds to provide aid to businesses with fewer than 100 employees. The New Mexico Finance Authority received 1,158 applications from Doña Ana County businesses in the 11-day time period. Only 540 businesses received a grant.

The grant can be put toward regular business expenses as well as expenses accumulated due to the pandemic, including personal protective equipment and other safety precautions. 

Lynn Taulbee, communications and outreach manager for NMFA, explained that applications were verified to be complete and accurate before they were separated into industries. Hospitality and leisure businesses had a higher priority than others. The money was also separated into 60% for urban area businesses and 40% for rural area businesses.

According to the NMFA website, there were three rounds of applications considered based on when an application was submitted. This allowed for an even playing field in case someone took longer to apply. Businesses in each round were either new applicants or rollovers from the previous round.

Once businesses were separated into categories based on location, number of employees and industry, they were compared to other similar businesses. Profit and loss were considered and those with a greater need were allocated funds. Businesses were compared to each other in the same way each of the three rounds.

Grants were disbursed in varying amounts with a cap of $50,000.

But because there were so many applications, the NMFA ran out of CARES grant funding before all businesses could receive a grant.

Some got funding, others did not

Ace Perez, owner of Dick’s Cafe on South Valley Drive, said he applied on the first day the grant application opened, but did not receive any funding. Before the onset of the pandemic, Perez had three locations — one in Frenger Food Court on the New Mexico State University campus, one in Alamogordo and the main location in Las Cruces. Today, only the Las Cruces location remains open with business down about 50%.

“According to the amount of employees that I had I qualified for $30,000. And I got absolutely nothing,” Perez said. “It just hurts, really. I mean, it hurts to see these other businesses actually getting some money and moving ahead and I’m going to be that far behind.”

Perez said the grant money would have gone toward payroll and other expenses to maintain his Las Cruces location. He said he had to pull money out of his savings last month to cover payroll, which he said he has never had to do before.

However, businesses like The Bean Cafe and White’s Music Box did receive grant funds.

The Bean Cafe Owner Mickey Balderas received $10,000 for his business. He said a majority of the money will go toward covering payroll for his five employees for the next few months. Especially since minimum wage is increasing.

“I’m just going to save it for payroll just in case if we like slow down or anything, I still have those funds to be able to pay the employees. Or just in case, God forbid, that if we have another shutdown, I wouldn’t have to put anyone on furlough and I could still be able to continue to pay them, even if their hours are shortened,” Balderas said.

He added that his business is currently doing well and he plans to make some brand and menu changes in the future.

Mike White of White’s Music Box received a $15,000 grant and plans to put most of the money toward covering payroll for his nine employees and operating expenses. He said he has already installed Plexiglas screens at the counters and constantly buys cleaning supplies to disinfect the store.

“We’re primarily in the school music business and schools have been closed for almost 10 months,” White said, explaining how slow business has been. “$15,000 doesn’t go very far in a business. But every little bit of help helps and we’re grateful. We’re grateful for what we are getting in assistance.”

It is unclear at this point whether there will be another disbursement of federal COVID-19 relief funds. However, businesses can reach out to the New Mexico Economic Development Department for information on assistance at 505-827-0300 or on their website at gonm.biz/about-us/covid-19-response/. The NMFA will also notify those who applied for the small business grant about any forthcoming funding from the organization.
