New Bedford Man Sentenced for Unemployment Fraud Related to COVID-19 Pandemic – New Bedford Guide

A New Bedford man was sentenced today in federal court in Boston on federal wire fraud charges arising from claims for Pandemic Unemployment Assistance (PUA) funds.

Arthur Pacheco, 47, previously of New Bedford, Mass., was sentenced by U.S. District Court Judge Indira Talwani to one year in prison and three years of supervised release. On July 22, 2021, Pacheco pleaded guilty to two counts of wire fraud. He was indicted in January 2021 along with his wife, Tiffany Pacheco, who pleaded guilty on Aug. 30, 2021 and is scheduled to be sentenced on Jan. 12, 2022.

In April 2020, Tiffany Pacheco was hired by the Massachusetts Department of Unemployment Assistance (DUA) shortly after her release from federal prison following a conviction for aggravated identity theft. While employed by DUA, Tiffany Pacheco misused her position to submit fraudulent PUA claim information on behalf of herself and Arthur Pacheco, who was incarcerated in Texas until Sept. 4, 2020, and thus ineligible for PUA funds.

Specifically, in June 2020, PUA claims submitted for Tiffany Pacheco and her husband reflected 2019 income of $0 and no dependents. In July 2020, via her employment with DUA, Tiffany Pacheco obtained access to the PUA computer system, and later changed claim information for herself and Arthur Pacheco in order to increase the amount of PUA funds they would receive. For example, Tiffany Pacheco increased the amount of 2019 income for her and Arthur Pacheco to more than $240,000 and increased the number of their dependents to seven. Tiffany Pacheco further used her access to the PUA system to verify the increased 2019 income on both claims without the required income verification documents.

In November 2020, Arthur Pacheco called DUA and falsely denied that he had been incarcerated during the timeframe leading up to September 2020, and that he was only incarcerated for approximately one month. Tiffany Pacheco also spoke with DUA and misrepresented the period of time in which Arthur Pacheco had been incarcerated.

A search of the New Bedford apartment where Tiffany and Arthur Pacheco resided uncovered various tools of identity fraud, including an ID laminator, 100 blank ID cards, 68 hologram overlays, 150 card lamination sheets and 649 sheets of blank checks. Law enforcement also seized approximately $17,000 cash and a notebook that appeared to contain the personal identifying information of various individuals. In addition, a driver’s license recovered during the search matched the name of a victim Tiffany Pacheco used to submit another fraudulent PUA claim. On Sept. 23, 2020, DUA terminated Tiffany Pacheco’s employment.

The investigation was conducted by Homeland Security’s Investigation’s Document and Benefit Fraud Task Force (DBFTF), a specialized field investigative group comprised of personnel from various local, state, and federal agencies with expertise in detecting, deterring, and disrupting organizations and individuals involved in various types of document, identity, and benefit fraud schemes.

Acting United States Attorney Nathaniel R. Mendell; Matthew B. Millhollin, Special Agent in Charge of Homeland Security Investigations in Boston; and Jonathan Mellone, Special Agent in Charge of the U.S. Department of Labor, Office of Inspector General, Labor Racketeering and Fraud Investigation made the announcement. The New Bedford Police Department, Massachusetts Parole Board and Massachusetts Department of Unemployment Assistance, Program Integrity Unit provided valuable assistance with the investigation. Assistant U.S. Attorney William Abely, Chief of Mendell’s Criminal Division, and Assistant U.S. Attorney Dustin Chao, Chief of Mendell’s Public Corruption and Special Prosecutions Unit, prosecuted the case.

On May 17, 2021, the Attorney General established the COVID-19 Fraud Enforcement Task Force to marshal the resources of the Department of Justice in partnership with agencies across government to enhance efforts to combat and prevent pandemic-related fraud. The Task Force bolsters efforts to investigate and prosecute the most culpable domestic and international criminal actors and assists agencies tasked with administering relief programs to prevent fraud by, among other methods, augmenting and incorporating existing coordination mechanisms, identifying resources and techniques to uncover fraudulent actors and their schemes, and sharing and harnessing information and insights gained from prior enforcement efforts. Willpower Is the Key to Enhancing Learning and Memory – Neuroscience News

Active or voluntary learning is a major topic in education, psychology, and neuroscience. Over the years, numerous studies have shown that when learning occurs through voluntary action, there is a modulation of attention, motivation and cognitive control that makes the process much more effective. Consequently, memory is benefited. However, although the physiological processes underlying this reality had been identified in the brain of mice, their existence in our species had not been corroborated.

Now, an international group of researchers led by ICREA Research Professor Paul Verschure from the SPECS laboratory at the Institute for Bioengineering of Catalonia (IBEC) and Professor Nikolai Axmacher from the Department of Neuropsychology at Ruhr-Universität Bochum (Germany), in collaboration with Pompeu Fabra University and Dr. Rodrigo Rocamora from Hospital del Mar, have identified for the first time in humans, the mechanism responsible for this phenomenon.

The key lies in the oscillations of theta waves generated by the hippocampus of the human brain, when it is the brain that has control of the learning process.

Memory and individual freedom

The work – to be published in the prestigious scientific journal PNAS (Proceedings of the National Academy of Sciences of the United States of America) in the week starting 1 March 2021 – is based on an experiment carried out with epilepsy patients. In a virtual reality game, participants navigated a square track, and were asked to recall images of objects presented at different locations on the track.

Navigation could be active, whereby participants freely controlled their movements; or passive, if it was another subject who planned the route and, therefore, who decided the order of exposure to the images. In this second modality, therefore, the subjects did not exercise any control over how to memorize the dispersed objects in the virtual environment.

By studying the electrophysiological activity of the hippocampus and testing the recognition of the objects at the end of the experiment, the researchers were able to verify the importance of active learning in each of the participants.

“In the subjects who had had the possibility to carry out active navigation, an increase in theta oscillations was identified that made learning and subsequent memory more efficient. But, in addition, what happened was that there were two consecutive phenomena, separated by milliseconds. One of them corresponded to the encoding of the information; the other, to the retrieval of previously stored information: the reactivation of memory”, explains Dr. Daniel Pacheco, the first author of the study.

Indeed, the subjects who could freely navigate through the virtual environment promoted a theta phase code that favoured the fixation and retrieval of information, as was the case in previous studies carried out with rodents. These results therefore constitute a bridge between the experimental results in the animal model and the investigation of human memory.

The practical applications of this discovery are wide-ranging and profound. “Identifying these two different moments in theta oscillations could facilitate concrete interventions. For example, we could manipulate the oscillation to modify traumatic memories or enhance memories that are lost due to amnesia or neurodegenerative diseases”, continues Dr. Pacheco. In addition, it has great relevance in the educational field, since it empirically confirms that elements such as motivation, cognitive control and the ability to decide for oneself are key to effective learning.

“The significance of this discovery is enormous,” says Paul F. M. J. Verschure, ICREA Research Professor and SPECS Group Leader at IBEC, another of the study’s authors. “We have managed to get to this point after more than 20 years of research and the results obtained are clear. The fact that willpower is key to the integration of information in memory gives us arguments to say that, if we turn people into passive subjects, if they are coerced, their learning will be worse.”

54 Dead in Horror Crash of Truck Smuggling Migrants in Mexico – NBC Los Angeles

Rescue workers rushing to a highway accident found a horrific scene of death and injury after a freight truck jammed with as many as 200 migrants tipped over and crashed into the base of a steel pedestrian bridge in southern Mexico.

The migrants inside the cargo trailer were flipped, tossed and crushed into a pile that mingled the living and the dead.

By early Friday, the death toll stood at 54, according to the governor of the State of Chiapas, who also said 105 people were being treated for injuries. It was one of the worst single-day death tolls for migrants in Mexico since the 2010 massacre of 72 migrants by the Zetas drug cartel in the northern state of Tamaulipas.

Volunteer rescuers hauled bodies off the pile by their arms and legs, while some migrants scrambled and limped to extract themselves from the twisted steel sheets of the collapsed container.

The cargo truck was jammed with people who appeared to be Central American migrants when it rolled over and crash into a pedestrian bridge in southern Mexico, according to officials in Mexico’s Chiapas state.

One young man, pinned in a heap of unmoving bodies, wriggled to free the lower half of his frame from the weight of the dead piled atop him, his face wrenched into a grimace of life extracting itself from the clutches of death.

Nearby, a man blinked his eyes, unable to move as he lay on the shoulder of the road. Next to him was a fellow migrant, stouter and older, whose eyes no longer needed shading — they stared, startled and lifeless, unblinking, into the setting sun.

While the Mexican government is trying to appease the United States by stopping caravans of walking migrants and allowing the reinstatement of the “Remain in Mexico” policy, it hasn’t been able to stop the flood of migrants stuffed hundreds at a time into freight trucks operated by smugglers who charge thousands of dollars to take them to the U.S. border — trips that all too often lead them only to their deaths.

The most severely injured, many streaming blood, were carried by their arms and legs to plastic sheets set on the road. The walking wounded were led, stunned and uncomprehending, to the same sheets. Ambulances, cars and pickup trucks were dragooned into service, ferrying the injured to hospitals.

Later, the dead were laid in rows of white sheets, side by side, on the highway.

Rescue workers who first arrived said that even more migrants had been aboard the truck when it crashed and had fled for fear of being detained by immigration agents. One paramedic said some of those who hurried into surrounding neighborhoods were bloodied or bruised, but still limped away in their desperation to escape.

About 200 migrants may have been packed into the truck, said Guatemala’s top human rights official, Jordán Rodas. While shocking, that number is not unusual for migrant smuggling operations in Mexico, and the sheer weight of the load — combined with speed and a nearby curve — may have been enough to throw the truck off balance, authorities said.

Luis Manuel Moreno, head of the Chiapas state civil defense office, said about 21 of the injured had serious wounds and were taken to local hospitals. The federal Attorney General’s Office said three were critically injured in the crash on a highway leading from the Guatemalan border toward the Chiapas state capital.

Sitting on the pavement beside the overturned trailer, survivor Celso Pacheco of Guatemala said the truck felt like it was speeding and then seemed to lose control under the weight of the migrants inside.

Pacheco said there were migrants mostly from Guatemala and Honduras aboard and estimated there were eight to 10 young children. He said he was trying to reach the United States, but now expected to be deported to Guatemala.

Marco Antonio Sánchez, director of the Chiapas Firefighter Institute, said ambulances raced victims to three hospitals, carrying three to four injured each. When there weren’t enough ambulances they loaded them into pickup trucks, he said.

Guatemalan President Alejandro Giammattei wrote on Twitter: “I deeply regret the tragedy in Chiapas state, and I express my solidarity for the victims’ families, to whom we will offer all the necessary consular assistance, including repatriation.”

The truck had originally been a closed freight module of the kind used to transport perishable goods. The container was smashed open by the force of the impact. It was unclear if the driver survived.

Those who spoke to survivors said the migrants told of boarding the truck in Mexico, near the border with Guatemala, and of paying between $2,500 and $3,500 to be transported to Mexico’s central state of Puebla. Once there, they would presumably have contracted with another set of migrant smugglers to take them to the U.S. border.

In recent months, Mexican authorities have tried to block migrants from walking in large groups toward the U.S. border, but the clandestine and illicit flow of migrant smuggling has continued.

In October, in one of the largest busts in recent memory, authorities in the northern border state of Tamaulipas found 652 mainly Central American migrants jammed into a convoy of six cargo trucks heading toward the U.S. border.

Irineo Mujica, an activist who is leading a march of about 400 migrants who have been walking for almost 1 1/2 months across southern Mexico, blamed Thursday’s disaster on Mexico cracking down on migrant caravans.

Mujica and his group had almost reached the outskirts of Mexico City, after weeks of dealing with National Guard officers who tried to block the march. Mujica said the group would stop and offer prayers for the dead migrants.

“These policies that kill us, that murder us, is what leads to this type of tragedy,” Mujica said.

In fact, they are two very different groups. Caravans generally attract migrants who don’t have the thousands of dollars needed to pay migrant smugglers.

Migrants involved in serious accidents are often allowed to stay in Mexico at least temporarily because they are considered witnesses to and victims of a crime, and Mexico’s National Immigration Institute said it would offer humanitarian visas to the survivors.

The agency also said the Mexican government would help identify the dead and cover funeral costs or repatriation of their remains.

Mass deaths of migrants are something that President Andrés Manuel López Obrador has been desperate to avoid, even as his administration has accepted requests from the U.S. government to stem the flow of migrants moving north.

“It is very painful,” he wrote on his Twitter account about the crash.
