On Sunday, 24-year-old Weld County Sheriff’s Deputy Alexis Hein-Nutz was killed in a hit-and-run in Colorado. Born in Bismarck, North Dakota, Hein-Nutz’s lifelong dream was to serve her community and country as a peace officer. A 36-year-old illegal alien, Noberto Gonzales-Garcia, was arrested on Monday and charged with cutting that dream down.
Hein-Nutz was driving her motorcycle to work on September 18 when Garcia reportedly struck her with his Ford van and then fled on foot, leaving her body on the road.
Although Garcia initially evaded arrest by hiding in a nearby cornfield, investigators with the Colorado State Patrol, Weld County sheriff’s office, and Ft. Collins Police Services ultimately hunted him down.
The WCSO noted that the community, when prompted, provided officials with actionable tips, one of which “steered us to Fort Collins and resulted in Garcia-Gonzales’ arrest.”
When they made the arrest at 10:15 p.m. on Monday, officers used Hein-Nutz’s handcuffs to restrain her alleged killer.
Garcia has been charged with careless driving resulting in death and leaving the scene of an accident involving death. Joshua Lewis with the CSP indicated that there was sufficient evidence at the site of the crash to indicate Garcia was intoxicated at the time of the slaying.
The suspect had been in the country illegally. Officials recovered a falsified green card and a fake Social Security card from his vehicle and later confirmed that he had passed himself off using a different first name, Octavio.
He had previously been arrested by U.S. Border Patrol in 2007 but was permitted to voluntarily return to his home in Mexico. Garcia illegally entered the U.S. again and was convicted in January 2012 for driving under the influence. One year later, Garcia was convicted with another DUI, but this time also with a hit-and-run.
In May 2013, after two DUIs and a hit-and-run, an immigration judge granted Garcia a voluntary departure, which he ignored.
Colorado, where Garcia took illegal residence, is officially a so-called sanctuary state.
Democrat Gov. Jared Polis made this so by signing into law House Bill 1124. This law’s prime sponsors are Democrat state Reps. Adrienne Benavidez and Susan Lontine and state Sens. Mike Foote and Julie Gonzales.
Accordingly, state and local law enforcement are prevented from honoring immigration detainers or requests by Immigration and Customs Enforcement to hold illegal aliens already in custody for up to 48 hours.
Additionally, owing to the law passed by Colorado Democrats and signed by Polis, probation officers are prevented from sharing critical information with ICE about criminal noncitizens like Garcia.
According to the Weld County sheriff’s office, Hein-Nutz served as a detentions deputy and was one week away from celebrating her 25th birthday.

Upon graduating from jail academy, Alexis wrote on Facebook: “After many years of dreaming of being in law enforcement, I can finally say I am officially following my dreams. This is only the first stepping-stone to a brighter future. Here is to a better life and doing what I was meant to do.”
One of Hein-Nutz’s coworkers told KDVR, “She was a hard worker … very bright and outgoing.”
Even former prisoners extolled her abilities and virtues. “Spending 50 days in jail, I saw her probably five days out of the week,” said former Weld County jail inmate Ben Selvey. “You would think maybe a female officer might not get the respect a man does, but there wasn’t a single dude in that jail [who] wasn’t afraid of her.”

Sheriff Steve Reams noted on Facebook that the Weld County sheriff’s office is accepting donations to help assist the family through the office’s 501c3.
“The public can make a tax-deductible donation to the Weld County Sheriff’s Office Posse and note Deputy Alexis Hein-Nutz in the memo. Checks can be sent or dropped off at Weld County Sheriff’s Office Headquarters, 1950 O St., Greeley, CO 80631. Be sure to include your name, address and phone number to receive a tax letter.”
On September 9, 56-year-old illegal alien Maximino Delgado Lagunas was sentenced to 15 years to life for murdering a 6-year-old Orange County girl. Lagunas had run over Grace Aguilar, who had been playing on the sidewalk, after he had drunk enough to exceed the state’s legal blood-alcohol limit by three times. Lagunas was in the U.S. despite having previously been convicted of a DUI and having been twice deported.
Lagunas and Garcia are only two among a multitude of illegal aliens who have taken to American roads while intoxicated, endangering citizens’ lives.
So far this year, there have been 1,419 illegal aliens convicted for driving under the influence. Last year, there were 1,620 convictions. In 2020, under President Donald Trump, there were 364.
Among the millions of illegal aliens who have entered into the U.S. this year, and the tens of millions who have stolen across the border over the course of previous years, there are many who have marked such habits in blood.
A 72-year-old Florida man was left dead and three others injured earlier this year when Jose Virgilio Carcamo Elvir took to the wheel under the influence.
In January, Jarol Leiva-Navarro killed a 32-year-old American while reportedly driving drunk at 110 miles per hour.
In March of last year, a father of two, Cheston Edwards, was slain by Rolbin Pacheco.
A 5-year-old in Florida was killed in a hit-and-run last October by an intoxicated illegal alien who had been driving without his lights on.
In July 2020, three members of the Thin Blue Line motorcycle club were run down by a drunken DACA-protected illegal with a lengthy criminal record.
So far this year, 60 illegal aliens have been convicted of murders on American soil.

Low-cost Dominican airline Arajet is now offering direct flights between Santo Domingo and the Felipe Ángeles International Airport (AIFA) north of Mexico City.
The first flight from the Dominican Republic capital touched down at AIFA on Thursday. Arajet, the second international airline to use the new airport after Venezuela’s Conviasa, will fly three times weekly between Santo Domingo and AIFA, located about 50 kilometers north of central Mexico City in México state. One-way flights cost less than US $200.
Arajet will commence flights from Santo Domingo to two other Mexican cities – Cancún and Monterrey – next Friday. It will fly to Cancún three times per week and twice weekly to Monterrey.
Federal Tourism Minister Miguel Torruco and the Dominican Republic’s ambassador in Mexico, María Isabel Castillo Báez, were at AIFA on Thursday to welcome Arajet’s maiden flight to Mexico. Torruco said that the new flights between Mexico and the Dominican Republic will benefit the tourism sectors of both countries.
“Through connectivity we boost tourism activity by facilitating the movement of tourists,” he said.
For his part, Arajet CEO Victor Pacheco Mendez said there was “skepticism” about the decision to fly between Santo Domingo and AIFA. But “of the 18 routes Arajet has, [flights to] Felipe Ángeles are the bestseller,” he said.
The Dominican Republic is not currently a major source country for tourists, with just over 12,000 Dominicans flying into Mexico in the first seven months of 2022.
Two other airlines will soon start flying internationally to and from AIFA, which was built by the army and opened in March.
Panama’s Copa Airlines will start twice-weekly flights from Panama City on Monday, while Mexico’s VivaAerobús is slated to begin flights to Havana, Cuba, later this year. VivaAerobús, Volaris and Aeroméxico already offer domestic flights from AIFA to several destinations around the country, with each airline having recently added new routes.
AIFA general director Isidoro Pastor told a press conference Thursday that Mexican airlines are interested in commencing flights to the United States from the new airport, but are currently unable to do so because U.S. aviation authorities downgraded Mexico’s aviation safety rating to Category 2 last year.
The airport chief predicted that 1 million passengers will have used AIFA by the time it celebrates its first anniversary next March. Almost 300,000 people have boarded or disembarked flights at AIFA in the six months since it opened, and that figure is expected to double by the end of the year.
Pastor said the new airport is expected to become profitable in late 2023 or early 2024 as flight and passenger numbers continue to grow.

Gilroy native serves aboard USS Iwo Jima
A 2013 Christopher High School graduate and native of Gilroy is serving aboard USS Iwo Jima, a U.S. Navy Wasp-class amphibious assault ship.
Petty Officer 2nd Class Caleb Byrum, who joined the Navy five years ago, serves as a machinist’s mate responsible for being a fuel oil tester, lubricating oil tester, boiler water chemist for steam propulsion ships, a steam turbine generator operator and O2N2 Cryogenic Technician.
According to Navy officials, amphibious assault ships are designed to deliver U.S. Marines and their equipment where they are needed to support a variety of missions ranging from amphibious assaults to humanitarian relief efforts.
According to Byrum, the values required to succeed in the Navy are similar to those found in Gilroy.
“The thing that I learned from my hometown that helped me the most within the Navy is how to be a great leader and how to hold myself with pride and professionalism,” he said.
Byrum said he is most proud of completing O2N2 Cryogenic school and getting Oil King qualified.
“Serving on the Navy means a huge commitment, a lot of time invested away from family and friends into the nation’s mighty Naval force to not only maintain it but make it better and stronger,” he said.
McPhillips appointed as interim city clerk
The Gilroy City Council appointed LeeAnn McPhillips as interim city clerk on April 19.
Shawna Freels retired as city clerk on April 16, and Suzanne Guzzetta departed from the position of deputy city clerk on April 23.
McPhillips, who has worked for the City of Gilroy for nearly 22 years, is currently serving as the city’s Human Resources director.
She will fill the clerk position on an interim basis as the city conducts a search to permanently fill the position.
According to a city staff report, McPhillips will receive a five percent increase in her monthly salary during this time, bringing her total monthly pay to $18,039.
Film festival awards community
The Poppy Jasper International Film Festival awarded 10 local people awards during the final day of the festival’s 2021 event on April 20.
The Community Achievement Awards were presented to members in five of the festival’s hosting cities and towns (Morgan Hill, San Martin, Gilroy, Hollister and San Juan Bautista), honoring activity by individuals and groups that help make the event successful.

‘Power of Vulnerability’ on display at Gallery 1202
Gallery 1202 is presenting “The Power of Vulnerability,” curated by the Tessera Arts Collective.
This exhibition is a group show of California-based LGBTQ BIPOC artists. The show will take place at 7363 Monterey St. through June 4.
The opening reception will take place on May 1 from 6-8pm and the closing reception will be June 4 from 6-8pm. Masks and timed entry required.
The exhibit showcases the work of Jay Katelansky, Brannon Rockwell-Charland Cook, Calvin Coloma, Lee Oscar Gomez, T. Jay Santa Ana and Vanessa Wallace-Gonzales. Each artist, in their own styles and mediums, seeks to explore what it means to reject the myth of vulnerability as a weakness.

Gilroy crime case on national television show
A 2016 sex crime case involving a Gilroy teacher is the subject of a streaming television show.
“Web of Lies,” a streaming series on Discovery+, follows Douglas Le in a recent episode titled “The Enemy Within.”
Le, a San Jose man and former Gilroy chemistry and biotech teacher, had taught for nearly three years in Gilroy when San Jose Police arrested him in April 2016 and charged him with sex crimes involving minors.
In March 2017, Le was sentenced to time served, or 16 months of a possible 11-year prison term, for soliciting nude photos of young boys and other sex crimes.
Pacheco Reservoir project to receive EPA funding
The U.S. Environmental Protection Agency (EPA) announced that the Pacheco Reservoir Expansion Project is eligible to apply for Water Infrastructure Finance and Innovation Act (WIFIA) funding.
The Pacheco Reservoir Expansion Project for Valley Water will join 55 other projects selected nationwide, bringing the total FY 2020 invitation amount to nearly $7 billion to help finance more than $18 billion for water infrastructure projects.
“Providing access to safe drinking water is one of EPA’s highest priorities,” said EPA Pacific Southwest Regional Water Division Director Tomás Torres. “Through WIFIA, EPA is playing a key role in supporting the Pacheco Reservoir Expansion Project to ensure safe and reliable drinking water in Santa Clara Valley for generations to come.”
According to the EPA, Valley Water has met the WIFIA engineering and creditworthiness standards and is now being invited to apply for FY 2020 funding.
The project will receive a $693 million loan from WIFIA. It will expand the Pacheco Reservoir to 140,000 acre-feet of water from its current 5,500 acre-feet by constructing a new dam, pump station, conveyance facilities and related infrastructure.

The Hero: 9 to 5 Omnibus collects all three Hero: 9 to 5 graphic novels in a single volume, plus the rare Night On The Streets story, previously only available in colour in a London Super Comic Con exclusive preview of Hero: 9 to 5: Quietus.

Originally designed by Carlos Ezquerra when he created Judge Dredd, the Lawmaster is the fearsome motorbike the Judges use to patrol the crime-ridden streets and mega-ways of Mega-City One. The MK II Lawmaster, designed by artist Mick McMahon and also known as a ‘Quasar’ model or ‘Q-Bike’, was a specialised model based on the existing street version of the Lawmaster but which came with twin side-mounted bike cannons and onboard A.I.. Debuting in the legendary epic storyline ‘The Cursed Earth’ where its formidable firepower helped Judge Dredd travel across a thousand miles of hell on Earth, it then returned for ‘The Hotdog Run’, drawn by Ron Smith, where Judges Dredd and Giant returned to the Cursed Earth with a party of Justice Department cadets on their final training assessment. So impressive was this new design that, on Dredd’s recommendation, it became standard equipment for the city’s Judges.
The Judge Dredd & Lawmaster MK II Set is the next in the brand new range of fully poseable 1:18 figures announced in November 2021, drawing on more than four decades of ground-breaking comic books set in the world of the classic character created by John Wagner and Carlos Ezquerra in 1977.

In the Union Budget 2022 speech, Finance Minister Nirmala Sitharaman made a slew of forward-looking announcements for electric vehicles (EVs) — including battery swapping policy, creating special mobility zones, thematic funds for sunrise sectors, and government contribution for R&D in sunrise opportunities.
The government also expects an increase in the estimated expenditure for the Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) scheme to Rs 2,908.28 crore for FY22-23 as against Rs 800 crore estimated last year.
Sohinder Gill, Director General, Society of Manufacturers of Electric Vehicles (SMEV), said “Introducing battery swapping policy and recognising battery or energy-as-a-service will help develop EV infrastructure and increase the use of EVs in public transportation. It would motivate businesses engaged in delivery and car aggregation to incorporate EVs into their fleet.”
He added, “It will create new avenues for companies to venture into the business of battery swapping, and creating special clean zones will further accelerate the adoption of EVs and spread awareness among citizens.”
Saket Mehra, Partner and Auto Sector Leader at Grant Thornton Bharat, said, “The introduction of battery swapping policy towards energy transition and enabled charging infrastructure, opening R&D as a growth area for auto component manufacturers, and focus on public EV transport are major resolutions.”
Diego Graffi, Chairman and MD, Piaggio Vehicles India, said, “Larger battery swapping infrastructure will help enhance EV infrastructure and should propel the adoption of EVs.”
He added, “This encourages industry players to create sustainable and innovative business models for battery and energy-as-a-service, which will improve efficiency in the EV ecosystem and also generate employment opportunities as planned under the Make In India initiative.”
Chetan Maini, Chairman and Co-founder, Sun Mobility, said, “Battery swapping technology addresses key challenges around upfront cost, range anxiety, and long charging time, enabling faster adoption of EVs.”
“As the policy unfolds, it would be great to see the government addressing key points around how customers can access subsidies currently available for EVs, range per charge criteria as swap batteries, by definition, are smaller and with less range, and GST for swapping services in line with EVs,” he added.
Chetan said, “It’s encouraging to see steps being taken on interoperability standards. We are hopeful the process of innovation is not impacted while defining these new policies for the country, and look forward to working with the industry and the government to make this a reality.”
Amitabh Saran, Founder and CEO, Altigreen Propulsion Labs, an electric three-wheeler manufacturing startup, said, “There is a huge demand for last-mile delivery in the country, and the boost in ecommerce has fuelled the growth. The battery swapping policy portability will make vehicles more cost-effective, and the development of special mobility zones for EVs will add to and be the game-changers the sector needs.”
“These will provide a fillip to ecommerce delivery and three-wheelers, bound by time and space constraints. India has set a target of 30 percent EV sales penetration for private cars, 70 percent for commercial vehicles, 40 percent for buses, and 80 percent for two-wheelers and three-wheelers by 2030, and the Union Budget 2022 has definitely taken India a step ahead towards an electric future,” added Amitabh.
Shailesh Vickram Singh, Co-founder, Massive Mobility, an EV charging solutions startup, said, “The interoperability of batteries will bring down the costs and open new opportunities in the market such as technology to mind the battery swapping, and most importantly, it can bring about an improvement in the capacity utilisation in the system, making operations to run smoothly, help with customer relation, and have more capital in the market.”
Akshay Singhal, Founder and CEO, Log9 Materials, said, “The Budget addressed some of the pertinent concerns that had been slowing down the EV industry so far. Endorsing energy-as-a-service, the government has introduced a potent boost to the already ongoing pursuit for exhaustive charging infrastructure.”
“Likewise, financial decoupling of the battery from the vehicle has, in principle, lowered the liability on customers who are keen on adopting the EV technologies. This also enables financial institutions to decouple their approach and criteria towards financing batteries as compared to the vehicle,” he added.
Akash Gupta, Founder and CEO of Zypp Electric, a last-mile EV delivery startup, said, “Seamless and widespread charging infrastructure is the need of the hour to accelerate the EV revolution in the country. This will also help us achieve our vision of increasing our battery-swapping network from a few to over 5,000 across 100 cities in the next three years.”
“Meanwhile, the sector was expecting a more consistent GST slab with EV financing and incentives, which was a miss,” added Saket.
The industry expects a reduction in the GST, where EVs are taxed at 5 percent and batteries and charging or swapping infrastructure services at 18 percent.
“In addition, the duties should also be normalised between various components,” explained Shailesh.
“We were looking for an announcement to extend the FAME-II scheme beyond March 2024 to give the industry a long term policy view. There is also a need to support vehicle finance schemes for EVs,” added Amitabh.
According to Log9 founder, the government missed out on integrating EVs and batteries into the priority financing sector. “In the upcoming months, we would eagerly await the EV space to be considered as a part of the mainstream funding sectors as this would provide an additional boost toward meeting the 2030 goals,” he said.
Pedro Pacheco, Senior Director Analyst, Gartner, said, “The announcement, per se, does not say much concerning concrete actions. Other governments around the world have also announced commitments to developing EV charging infrastructure.”
“However, even with major public incentives, the growth of that infrastructure has been the Achilles Heel of electrification, given that there are many more dimensions besides the number of chargers such as location, technology, and the uptime,” he explained.
“The government’s announcement is encouraging and aims at addressing gaps in terms of EV charging, but we need to wait and see what will be the real impact on the ground and how this policy direction will translate into concrete actions,” he added.
