QUINTERO, Chile, Jul 04 (IPS) – A health crisis that in 20 days left 500 children poisoned in the adjacent municipalities of Quintero and Puchuncaví triggered the decision to close the Ventanas Smelter, in a first concrete step towards putting an end to a so-called “sacrifice zone” in Chile.

The union reacted by calling a strike, which ended after two days, when the leaders agreed to discuss an organized closure of the smelter, which will take place within a maximum of five years. The smelting and refining facility will be replaced by another modern plant at a site yet to be determined.
The smelter is an outdated facility that has suffered repeated episodes of sulfur dioxide pollution, one of the chemicals causing the deteriorating health of the inhabitants of Quintero, a city of 26,000, and Puchuncaví, population 19,000.
In the last three years Codelco invested 152 million dollars to modernize the smelter but without success, admitted Codelco’s president, Máximo Pacheco.
Pacheco argued that the closure was due to “the climate of uncertainty that has existed for decades, which is very bad for the workers, their families and the community.”
Sara Larraín, executive director of the non-governmental organization Sustainable Chile, said the definitive closure of the plant does justice.
“It is the first step for Quintero and Puchuncaví to get out of the category of damage that is called a ‘sacrifice zone’ where for decades the emission standards have been exceeded,” she told IPS.
“Sacrifice zones” are areas that have suffered excessive environmental damage due to industrial pollution. Residents of poor communities in these areas bear a disproportionate burden of pollution, toxic waste and heavy industry.
The two adjacent municipalities, 156 kilometers west of Santiago, qualify as a sacrifice zone, as do Mejillones, Huasco and Tocopilla, in the north, and Coronel in southern Chile, because the right to live in a pollution-free environment is violated in these areas.
In Quintero and Puchuncaví the main source of sulfur dioxide is the Ventanas Smelter, responsible for 61.8 percent of emissions of this element, causing widespread health problems.
Fisherman-diver forced to move away returns to Quintero
Carlos Vega, a fishermen’s union leader in Quintero, is the third generation of divers in his family.
“My grandfather, a fisherman, taught me how to make fishing nets. He had a restaurant on the coast,” he told IPS, visibly moved, adding that his two brothers are also fishermen and divers, who catch shellfish among the rocks along the coast.
“Fishing was profitable here. We were doing well and making money,” he said.
He added that people are well-organized in the area. “At one time we were the largest producer” of seafood and fish for central Chile, “because we had management and harvesting areas. But they had to close because of the pollution,” he said, describing the poverty that befell the local fishers in the late 1980s.
Then the health authorities found copper, cadmium and arsenic in the local seafood and banned its harvest. As a result, the small fishermen’s bay where they keep their boats and sell part of their catch lost their customers.
The crisis forced him to move to the south where he worked for 15 years as a professional diver in a salmon company.
Today, back in Quintero, with two sons who are engineers and a daughter who is a teacher, he continues to dive, albeit sporadically. He participates along with 27 fishermen in the management area granted to the north of the sacrifice zone, where they extract shellfish quotas two or three times a year.
“The social fabric was broken down here, that is the hardest thing that has happened to us,” said Vega.
Codelco is not the only polluter
Codelco is the main exporter in Chile, a long narrow country of 19.1 million people sandwiched between the Pacific Ocean and the Andes Mountains where the big mines are located. In 2021 it produced 1.7 million tons of copper and its pre-tax income totaled nearly 7.4 billion dollars.
“Chile is the leading global copper producer and the world is going to become more electric every day,” said Pacheco. “And copper is the conductor par excellence, there is no substitute. We have to be ready for copper to be increasingly in demand in this energy transition.”
The president of Codelco emphasized that the wealth does not lie in exporting concentrate, which has 26 percent copper, but anodes with 99 percent purity, “and for that we need a smelter and a refinery.”
But the smelter, he explained, must be modern and not like Ventanas, which only captures 95 percent of the gases released. In the last three years, Codelco has lost 50 million dollars in the Ventanas smelter, which has a production scale of 420,000 tons. A modern Flash furnace produces 1.5 million tons and captures 99.8 percent of the gases.
The Ventanas Smelter employs 348 people and another 400 in associated companies. Half of them do not live in the area but in Viña del Mar, Villa Alemana or Quilpué, towns that are also in the region of Valparaíso, but are located far from the pollution.
The smelter is part of an industrial cluster that includes 16 companies.
After the latest health crisis, the authorities decreed contingency plans in plants and maritime terminals of six companies for emitting volatile organic compounds (VOCs) and applied an Atmospheric Prevention and Decontamination Plan.
Four coal-fired thermoelectric plants also pollute the area, one of which was definitively closed in December 2020 and another that was to be closed last May, although the measure was postponed.
According to environmentalist Larraín, when the smelter and the four thermoelectric plants are closed “better standards can be achieved, at least with respect to sulfur dioxide and heavy metals,” in Quintero and Puchuncaví.
Kata Alonso, spokeswoman for the Mujeres en Zona de Sacrificio en Resistencia (Women in Sacrifice Zone in Resistance) collective, told IPS that “the prevention plan is good so that people don’t continue to be poisoned, so that they can breathe better, and so that the companies that pollute can close their doors, instead of the schools.
“There are companies that were built before the environmental law was passed that have not taken health measures. So what we are asking is for each company to be evaluated, and those that do not comply with the regulations must leave,” she said.
The repeated crises occur despite the fact that Chile’s environmental standards are below those of the World Health Organization (WHO).

Larraín called for “government support for those who have been affected by irreversible diseases, asthma, lung cancer and others that have been proven to be caused by coal combustion and heavy metals.”
The Catholic University conducted a study using data on hospitalizations and mortality in Tocopilla, Mejillones, Huasco, Quintero and Puchuncaví.
“The rates for cardiovascular disease associated with industrial processes are clear. In some cases they are 900 percent higher. Calling them sacrifice zones is real, it refers to impacts that are occurring today,” said Larraín.
The environmentalist said it would be difficult to revive Quintero Bay “because it has a gigantic layer of coal at the bottom, dead phyto and zooplankton because water is used for cooling in industrial processes and is dumped back out with antialgaecides that kill marine life.”
She believes, however, that “over the years, the capacity for regeneration is possible, even in agriculture that has been lost due to sulfur dioxide emissions. There may also be a recovery in fishing and tourism.”
But Larraín demanded “a just transition that restores healthy levels and regenerates ecosystems so that local communities can sustain their economy in a healthy and ecologically balanced environment.”

Kaboompics has one of the most breathtaking free stock photos collection I’ve seen so far. It has a variety of pictures and I know I’ve mentioned them already, but I’ve noticed they have a great taste in food pictures that honestly, really make me hungry!
FoodShot is a free food stock photos collection provided by FoodScene – a platform that helps you to become a food critic and open a food column of your own. All of FoodShot stock photos are handpicked and curated from around the web purely from sites where photos are distributed for free use.
Bottom line: drinks, fruits and delicious food waiting for you there.
Picjumbo is a personal favorite of mine due to its impressively easy navigation and extremely high-resolution photos (with no required attribution). This site also happens to sport a great collection of food shots, so if you’re running a restaurant or nutrition-themed startup, it might be worth taking a browse.
Bottom line: has a variety of collections but food & drinks certainly stick out.

If you are looking for stock images related to travel and destinations, Travel Coffee Book is the perfect choice for you. Contains plenty of travel related high resolution stock photos and built with newsletter subscription form to get notified you whenever they have updated new stock images.

You can use the images however you want including web, presentations, brochures, templates, T-Shirts, posters, blog etc. If you are a professional or amateur photographer, you can contribute your images to free jpg along with all rights.
Bottom line: a mixture of backpacking and cultural photography.
Shutteroo founded by Australian web developer named Klaye Morrison, who’s working at the Melbourne based design agency. You are free to use all images anywhere you like such as personal and commercial projects, but you may not able to resell / redistribute them or claim the ownership of the images. Of course you can use them with your blog posts without any attribution.

Frantic Assembly takes Shakespeare’s muscular and beautiful text, combines its own bruising physicality, and presents an Othello firmly rooted in a volatile 21st century. This is a world of broken glass and broken promises, of poisonous manipulation and explosive violence. Othello’s passionate affair with Desdemona becomes the catalyst for jealousy, betrayal, revenge and the darkest intents.

Simply put . . . I married into it. Back in the day when I was dating, I had a dear friend tell me if I found someone who had a happy childhood, he’d be a good catch. I didn’t give it much thought at the time, but it may have been a premonition on her part. I hit the jackpot! It turns out the love of my life had a wonderful, happy childhood growing up on a farm in the country. Over the years I’ve listened to my husband and his cousin talk about their mischievous escapades. Thus, the main characters and their stories are loosely based on real life.

ACWA CONFERENCE: Voluntary Agreements Update
At a December 2018 meeting of the State Water Resources Control Board, the Board was considering one of the highest-profile, complex water management issues: the adoption of Phase One for the Lower San Joaquin River for the update to the Bay-Delta Water Quality Control Plan.
“The Board was presented the potential for something different,” said Chelsea Haines, ACWA’s Regulatory Relations Manager, who opened the panel discussion at the ACWA Spring Conference in May 2022. “I think that potential is the culmination of the ideas and opportunities that people on this stage today brought forward. The State Water Board moved forward with adopting unimpaired flows for the lower San Joaquin, but in doing so, created an interesting opportunity in their resolution for the idea of a voluntary agreement.”
In March of 2022, three and a half years later, the Newsom administration and the public water agencies involved in the negotiations announced a Memorandum of Understanding (MOU) on measures to provide additional water flows and new habitat to help improve conditions in the Delta watershed.
DR. JAY LUND: Smarter Gambling with Water – Review of Water Supply Reliability Estimation
At the June meeting of the Delta Stewardship Council, Dr. Jay Lund, the immediate past chair of the Delta Independent Science Board, gave a presentation on the DISB’s recently-completed Review of Water Supply Reliability Estimation Related to the Sacramento-San Joaquin Delta.
“The title of this presentation is ‘Smarter Gambling with Water,’ because much of what we’re doing with the Delta is inherently risky,” Dr. Lund said. “We don’t really know what the next year’s hydrology is going to be. We don’t know exactly what the next decade’s hydrology is going to be. We don’t know whether particular actions of any sort, be they ecosystem, restoration actions, or others, are going to behave exactly as we would hope or was as people have promised us even, because this Delta is a very complex place subject to a lot of variability.”

This year, squeezed extra tight by the prolonged drought conditions, both the state and federal water projects are expecting to deliver mere fractions of what cities and farms are asking for. … Everyone gets less water during a drought. Huge reservoir near Bay Area could be expanded to store more water
“Motorists zooming along Highway 152 through Pacheco Pass between Gilroy and Los Banos notice an unusual site amid the parched, oak-studded hills: A vast inland sea. The shimmering body of water, San Luis Reservoir, is 7 miles long and a key part of California’s modern water supply created when President John F. Kennedy pushed a dynamite plunger there in 1962 to kick off its construction. Today water from the massive lake irrigates farmland across the Central Valley and also provides drinking water for Silicon Valley, including San Jose. Last Friday, a major new construction project started at San Luis — a $1.1 billion plan by the federal government to strengthen the huge earthen dam and raise it 10 feet to reduce the risk of it collapsing in a major earthquake. California’s ‘broken’ water supply forecast to be audited
“There’ll be an audit of California’s water supply forecast after the state overestimated and prematurely released 700,000 acre-feet of water last year, officials announced Monday. A news release from Assemblymember Adam Gray (D-Merced) announced that Gray’s request for audit was approved. California well water bill survives Senate committee
“A bill which would change the way groundwater wells are approved in California took a step forward Wednesday as it survived a fight in a California state Senate committee. The legislation was introduced by Assemblymember Steve Bennett, Democrat from Ventura, and would change the way new and expanded water wells are approved in California; focusing on areas that are experiencing rapid decline in groundwater reserves. Another group of Kern County water districts forming their own groundwater agency in face of possible state action
“A group of water districts clustered on the western edge of Kern County that are currently members of the Kern Groundwater Authority (KGA) announced they will form their own groundwater sustainability agency. The Westside District Water Authority, made up of the Belridge Water Storage District and the Lost Hills and the Berrenda Mesa water districts, announced at the June 22 KGA meeting, it would form its own groundwater agency but remain a member of the larger authority, according to General Manager Mark Gilkey. He said the districts share a number of similarities apart from the larger Kern subbasin, including that they overlie an area with very little useable native groundwater, and should have formed their own GSA years ago. One new technology that DWR is implementing statewide is collecting airborne electromagnetic (AEM) data across California to better understand the groundwater aquifer structure and to support the state and local goal of sustainable groundwater management. The AEM method is an innovative helicopter-based technology that has been compared to taking an MRI of the subsurface, which helps DWR to better understand underground geology. “Today, state, federal, and local agencies gathered to celebrate the groundbreaking of the largest tidal habitat restoration project in California history. The Department of Water Resources (DWR) and Ecosystem Investment Partners (EIP) are teaming up on the Lookout Slough Tidal Habitat Restoration and Flood Improvement Project in Solano County. Sacramento County wants to float money into new bill to remove over 30 abandoned vessels
“A privately-owned and abandoned former military boat recently burned by a fire will remain in one of Sacramento County’s waterways along with more than 30 other discarded watercraft, creating health and safety hazards. It would cost the county an estimated $6 to $9 million to safely remove and dispose of these “abandoned and derelict commercial vessels,” and there currently is no California program with the funding, authority or expertise to do the job. Press release: Public records act requires water district to disclose identities of wasteful water users
“Multiple media outlets have submitted public records requests to LVMWD, requiring the District to make public the names of its customers throughout the service area who are not compliant with the current water use restrictions. LVMWD’s policy is to maintain the confidentiality of its customer records and not to share the information without consent of the customer. However, the California Public Records Act compels the District to release certain information for customers who use water in a manner that is inconsistent with applicable policies. As a result, the District must release certain information on customers who have routinely exceeded 150% of their water budgets or otherwise not complied with water use restrictions since LVMWD declared a local drought emergency on November 2, 2021. It is important to note that no information will be released for customers who have consistently complied with the District’s water use restrictions. … ”

“Unprecedented dryness across the western United States is meeting with increasingly warm temperatures to create climate conditions so extreme that the landscape of California could permanently and profoundly change, a growing number of scientists say. The Golden State’s great drying has already begun to reduce snowpack, worsen wildfires and dry out soils, and researchers say that trend will likely continue, along with the widespread loss of trees and other significant shifts. The Pacific Ocean near San Francisco has been the coldest it’s been in more than a decade. Here’s what that means
“The water along the Bay Area coast has been so cold lately that surfers have wished they had thicker wetsuits. Farther offshore, it’s been even colder. For example, a weather buoy at Bodega Bay recorded water temperatures as low as 47.8 degrees on June 21, the coldest it’s been that day for over a decade. That compares to a mean over the decade of around 51 degrees for June, typically the coolest month for that buoy, and other buoys in the area have shown similar trends. Newsom has a plan to keep the lights on in California — using fossil fuels

State lawmakers could vote as early as Wednesday night on the polarizing legislation, whose text was revealed late Sunday. Jerry Brown, Sites Project Authority Executive Director, writes, “In a year of unprecedented drought, a policy brief recently released by the independent Public Policy Institute of California (PPIC) affirmed the need to modernize our state’s aging water infrastructure and highlighted the opportunities to better manage our water supplies by capturing excess storm and flood outflow from the Sacramento River. Today there is no existing infrastructure in place to capture and store truly excess water flows from the Sacramento River when they happen for use in subsequent dry years. Even in dry California, there are times when flows in the Sacramento River are huge, presenting an unrealized opportunity to capture and store significant amounts of water generated by stormwater and flood flows. Ed Osann, Director of National Water Use Efficiency/Water Initiatives for the NRDC, writes, “This is a story within a story. The big picture is that California and much of the West is once again in extreme drought. From 2014 to 2017, California experienced its worst drought since statehood. Yet now, barely five years later, 97 percent of the state is experiencing severe drought again, and portions of Southern California that depend on the shriveled supplies of the State Water Project are under major curtailment orders. … The climate of the future has arrived. In the face of worsening drought, we’ve pointed out a wide set of measures that State and local governments, water utilities, and water customers can take to use drinking water more efficiently and better prepare for a warmer and drier future. The subject of my panel was one that’s been on many Californians’ minds lately: water. Notwithstanding the 2 inches of rain the North Bay got last weekend, we are still in a severe drought. A lack of water affects all of our lives here; California just ordered cities including San Francisco to stop pumping water from rivers and creeks. But it presents existential questions for California agriculture, including wine, as climate change intensifies our state’s drought cycle. Matthew Costa, a postdoctoral scholar at Scripps Institution of Oceanography at UC San Diego, and Melissa Ward, a research scientist at the University of Oxford and San Diego State University, write, “Climate change is causing heat waves, drought, fires, and other impacts across California. We must address these life-threatening issues by decreasing emissions and increasing removal of carbon dioxide from the atmosphere. While California can lead on technological solutions, we should also immediately adopt low-cost and environmentally beneficial nature-based solutions while other methods are brought on-line. Adapting how California manages its forests, grasslands and farmlands can increase carbon sequestration. Something I don’t remember — but that now seems inescapable — is plastic pollution, everywhere. The difference is not my imagination. Global plastic production has nearly tripled in my lifetime. Plastics have reached every corner of the planet, from deep ocean trenches to mountaintops and even our lungs and bloodstreams. Single-use plastics are especially pervasive. “Rising river levels? It’s been a surprising sight in recent days for people out along the American River. California is in year three of a severe drought and people are being asked to conserve, but water releases from Folsom Dam are being dramatically increased this week. Parts of the American River Parkway that had been dry ground just a few days ago are now covered with water, which is something surprising to many people along the shoreline. Following the California Coastal Commission’s (CCC) unanimous vote to deny permits for the Brookfield-Poseidon Desalination plant in Huntington Beach last month, the South Coast Water District (SCWD) is working to obtain all major permits for its own desalination plant near Doheny by the end of the year. The local water district is looking to produce up to five million gallons of potable drinking water a day by 2027 through its proposed Doheny Ocean Desalination project.
