BRASILIA (Reuters) – Brazil’s Congress on Monday chose lawmakers endorsed by President Jair Bolsonaro as speakers of its two chambers, giving the far-right leader a base among center-right politicians with whom he had once vowed never to ally.
Senator Rodrigo Pacheco won the two-year term to head the upper chamber by a vote of 57-21. Another new Bolsonaro ally, Arthur Lira of the right-wing Progressive Party, later won the speakership of the lower house by 302 votes against 145 for his nearest rival.
Bolsonaro’s support for Pacheco and Lira underscores his embrace of a fragmented bloc of lawmakers known more for their horse-trading prowess than ideological commitments, called the ‘Centrão,’ or ‘Big Center.’
The president ran in 2018 on a pledge to clean up the capital and end decades of pay-to-play politics that culminated in a record-breaking corruption scandal known as Car Wash.
Lira faces charges of taking bribes in the Car Wash and other probes, although the cases have not advanced in the courts and some have been dismissed. His lawyers have denied any wrongdoing by their client.
Lira promised to be independent of the government and push through emergency measures to assist Brazilians hit by the coronavirus pandemic. He called for a moment of silence for the dead in his victory speech.
Bolsonaro’s stronger standing in Congress should dispel for now the growing clamor for his impeachment from critics who have filed 60 requests to unseat him, mainly for his handling of the coronavirus pandemic that has killed some 224,000 Brazilians.
Pacheco, of the center-right Democrats party, has vowed to seek a compromise between fiscal restraints and assistance to socially vulnerable Brazilians hurt by the pandemic.
He has also said he would not make a priority of privatizing Eletrobras, Latin America’s largest utility and one of the government’s biggest potential asset sales as it works to cut the fiscal deficit.
Despite deep recession and the world’s second-deadliest COVID-19 outbreak, opinion polls show Bolsonaro retaining his core support of a third of the electorate, though his negatives rose in January as the second wave of the pandemic began to bite.
His popular support, along with a growing willingness to discuss traditional horse-trading in Congress, have helped him secure a political base of center-right lawmakers.
Opening the cash taps has also helped. Newspaper Estado de S. Paulo reported last week that Bolsonaro authorized 3 billion reais ($550 million) in pork barrel spending in the districts of 250 lawmakers and 35 senators.

NASA’s James Webb Space Telescope has to stay super cool to observe the cosmos. How does it beat the heat? Black paint.
As the agency explained in its new YouTube series “Elements of Webb,” the James Webb Space Telescope‘s radiator is painted black to absorb heat. Just like how black asphalt gets hot in the summertime, objects that are black are generally hotter as they absorb all wavelengths of light and convert it into heat. (Comparatively, white objects reflect light and do not absorb heat.)
Webb engineers use this principle to keep the telescope cool.

Webb essentially has two sides, a hot side and a cool side, which are separated by the spacecraft’s sunshield. The cool side is where its highly sensitive scientific instruments reside, and sunshield blocks any heat from the sun from reaching those instruments.
The cool side “even has a radiator to keep it extra cool,” NASA multimedia specialist Sophia Roberts said in the video. That radiator and everything except Webb’s bright gold mirrors are black on that side, she explained.
Now, this black paint is important not only because black objects absorb heat well, but also because they emit heat well, Roberts noted, adding that objects painted black are highly emissive (a measurement of how well something radiates heat).
To ensure that the black paint used on Webb did the best job possible at soaking up and radiating heat away from the telescope’s instruments, NASA used a special ultra-black paint made by Ball Aerospace called Ball Infrared Black (BIRB).
Webb’s cold side is about minus 388 degrees Fahrenheit (minus 233 degrees Celsius). So, why do Webb’s instruments need to be so cold?
Webb observes primarily infrared light, which we humans perceive as heat. If the telescope is too warm, that heat could interfere with observations. Since the scope’s instruments naturally create heat as they work, Roberts noted, Webb has to be proactive about cooling off.
This is why, in addition to shielding the instruments from solar rays with the sunshield, Webb also has a radiator — painted with BIRB — that helps to keep things as chilly as possible.
Webb arrived at its final home in space on Jan. 24 after a month of traveling nearly 1 million miles (1.5 million kilometers) through space. By observing in infrared from this distant vantage point, scientists hope that Webb will be able to peer back at some of the earliest moments in the universe’s history, detecting the heat from the earliest stars and galaxies to ever exist.

It could certainly make for entertaining viewing, but don’t expect Wyoming law enforcement to live stream any of its patrols. In the Cowboy State, it’s illegal.
Not so in Colorado where it’s more “anything goes” — in more ways than one.
One Adams County Sheriff has decided to live stream his patrol movements every Saturday night. He launched the program the beginning of the year and has provided live video coverage ever since.
“Jump in the back seat, grab your Pepsi, grab your popcorn, don’t make a mess and come see what we do from the front seat of the sheriff’s car,” Sheriff Rick Reigenborn told FOX 31 in Denver.
This past weekend was particularly interesting as the sheriff got involved in a high-speed chase and Facebook viewers — thousands of them — had front row seats.
Not only could viewers watch the chase but Reigenborn provided a play-by-play account as the chase developed.
“Buckle up and let’s go,” the sheriff said when joining the chase.
As the suspect drove into oncoming traffic, the sheriff calmly explained what the driver was doing.
“Unfortunately that’s one of their tactics, “ Reigenborn said. “They’ll drive on the wrong side of the road so we won’t pursue them.”
The tactic failed as Reigenborn not only boxed the other car in, but jumped out of his vehicle and tackled the suspect.
“I actually caught the guy,” he said. “It was fun. It was fun because I caught a guy younger than me.”
The sheriff said the live video promotes transparency.
Former Cheyenne Police Chief Brian Kozak disagreed.
Kozak helped develop legislation that would make live streaming of patrols illegal in Wyoming.
“I helped to create the state law that balanced citizen privacy rights with transparency,” Kozak said. “Police can only release video in a deadly use of force or complaint against service.”
Kozak’s concern is a live video show of police work would “Hollywood-ize” law enforcement — something with which he has experience.
“I worked in Mesa when COPs was on location,” he said of the long-running TV show. “I believe it causes officers to escalate (situations) to make TV more interesting.”
Rock Springs Police Chief Dwane Pacheco echoed Kozak’s thoughts.
“It somewhat feels like a publicity stunt,” Pacheco said. “It might make for some fun and yuk-yuk but our jobs are too serious for that, in my opinion.”
“Watching this video, if that vehicle theft suspect wraps that car around the pole and you find out that’s a 13-year-old that took grandma’s car, how’s that going to look, how’s that going to end? Not well. I’m not in favor of this.”
