Just after 9 p.m. on Saturday night, as house music bumped from two large stages and thousands of fans danced along, 200 drones levitated into the dark sky above the NOS Event Center in San Bernardino.

While the drones performed their own set at the first day of the inaugural Day Trip Festival, perhaps their biggest hit was a formation that read “We back, baby!!” in red lights, a literal sign that after more than a year of concerts and festivals being dark due to the coronavirus pandemic, it was time to dance again.

Here’s a look at what it was like to be at Insomniac’s first festival back since COVID-19 restrictions lifted in California:

The vibes

The only thing brighter than the sunshine at the first day of Day Trip was the fans’ joy, which was palpable even in the parking lot.

While you would see occasional people wearing masks, it was like traveling to a time before the pandemic. More fans wore glitter and fishnets than face coverings. Hand fans were used to keep cool during the triple-digit afternoon, but also as a musical accessory to keep time with the music.

Some carried in flags and totems, as simple as a sky flag featuring a heart, house and musical note emojis to an elaborate totem with LED lights illuminating a map of the galaxy.

There were men wearing Hawaiian shirts and women in revealing bikinis sipping on blue drinks out of Day Trip’s signature fishbowls, lounging on beach chairs under misters and disco balls in shade structures just soaking up the moment of normalcy.

Day Trip’s journey to San Bernardino wasn’t the smoothest, with two venue changes in the weeks before the show, but it’s a testament to Insomniac’s production that with the exception of the event no longer being on the waterfront, you wouldn’t have known that it wasn’t planned for NOS the whole time.

Justin Spagg, vice president of festival operations and experience for Insomniac, said the crew lost about a day’s worth of building time by the time the final move was announced Tuesday, but the bigger challenge was the heat.

Insomniac has used the venue for its massive shows for decades, and promoter’s production team of 15 management staff and 70 crewmembers used the landscape to their advantage. The lagoon near the entrance provided a perfect photo opportunity for fans to pose in front with a giant Day Trip Festival sign. The Deep End stage, which featured palm trees, foliage and the festival’s giraffe mascot in a pink VW bus, was in an area of the grounds with large trees and grass. Where the Deep End was more organic, the High Tide stage on the other side of the site was more high-tech, with more lights and bells and whistles.

But the highlight wasn’t on the ground. Insomniac is known for having fireworks displays at its festivals, but with it being the holiday weekend and the recent change of venue, Spagg knew getting a pyrotechnics show together in a few days wasn’t an option.

“What can I do?” he asked himself.

He was able to connect with a drone production company that had to scrap its plans for a show in Washington, D.C. and the Day Trip fans ended up with something more special.

The 10-minute-long drone show went into the sky as Claptone and Dombresky performed, displaying the festival’s name and its motto, “House music all day along,” as well as formations that included Day Trip’s mascot of a giraffe in a VW bus — complete with spinning wheels — and a pulsing stereo speaker.

With a lineup full of fan favorites in the house genre, the crowd flowed back and forth between the two stages to see artists such as Sidepiece (who dropped a little of The Who’s “Baba O’Riley” into his sunset set), a house set from Diplo and a live set from Chromeo.

But it appeared that French producer Tchami was the big draw of the night, closing down the High Tide stage with video production that made the stage look like a cathedral, attracting thousands of dancing worshipers, a fitting end for the joyous return of dance music in Southern California.

CARLSBAD — The Carlsbad City Council rejected an appeal this week from a North County woman requesting to lift a six-month ban from city-run community centers for her repeated “harassing and abusive” behavior directed toward city employees.

Mary Lucid, of Oceanside, had recently appealed her temporary ban from the Carlsbad Senior Center and Pine Avenue Community Center for several alleged incidents in violation of the city’s code of conduct and workplace discrimination policy.

The suspension was her fourth temporary ban in two years.

According to City Manager Scott Chadwick, Lucid also broke COVID-19 protocol for senior meal pick-up by attempting to hug staffers, objecting to a class and activities with near-zero attendance and repeatedly berating the staff.

Lucid also reportedly twice brought outside food to the centers in violation of health and safety regulations and followed and filmed the city’s Recreation Area Manager Margaret Hammer. The city had received numerous complaints from other seniors about Lucid disrupting group activities.

Lucid denied the accusations and questioned why Hammer would stockpile incidents about her conduct and staff decisions, claiming she was only expressing her protected free speech rights under the First Amendment.

“I never threatened her or moved from the table,” Lucid said of her interaction with Hammer. “She seems to be very nervous around me. I think the time involved is way, way out of line.”

Lucid submitted a letter to the city alleging the filming incident was a case of Hammer playing the victim instead of “displaying good judgment and laughing at the absurdity.” Lucid also said any rude or demeaning behavior toward Mike Pacheco, Hammer’s supervisor, is an exaggeration of facts and an attempt to cast her in a “bad light.”

But city staff disagreed with Lucid’s explanation.

“Dating back to 2016 staff has been on the receiving end of harassing and abusive behavior from this individual,” Chadwick said. “I have a legal obligation to ensure the workplace is free from such behavior.”

Chadwick sent Lucid her suspension letter last month, which noted that Lucid had previously been suspended three times, including a suspension from the public library in 2019. The letter states her suspension is effective as of Aug. 30.

“Universally, these complaints state that you are rude, hostile, and demeaning towards city employees,” Chadwick’s letter read.

Chadwick detailed a long list of interactions between staff and Lucid at the meeting. After a previous suspension, Chadwick said the city required Lucid to take anger management classes in order to return to the Senior Center.

City Attorney Celia Brewer said both the council and city have a legal responsibility to provide a harassment-free workplace for staff and the public. Brewer said a government may levy restrictions if an individual’s conduct is determined to violate city policies. The city had sent several letters requesting Lucid change her behavior toward city staff.

Brewer also sent a letter to Lucid on Sept. 25, 2018, regarding her behavior during a Carlsbad Chamber of Commerce event. The letter claimed Lucid made “taunting and derogatory” remarks toward a staffer, invaded the space, attempted to block an employee’s exit, told employees, “Good thing I don’t own a gun,” and “I don’t even own a gun,” and asked questions designed to embarrass or discredit employees.

Chadwick said another incident involved Lucid and former Community Development Director Debbie Fountain. Lucid reportedly compared Fountain to Adolf Hitler, remarking, “Good thing she doesn’t have an oven.”

During the meeting, Lucid also took aim at the staff’s decision to keep the Senior Center closed last year. But staff reported the city was only following state and county health orders. Lucid requested the city appoint an ombudsman as a liaison between seniors and Hammer and to create a panel of seniors to determine rules and enforcement.

While Lucid acknowledged there are “good” city employees, she also said there are ones with hidden agendas, claiming the Senior Center opened its doors to two unvaccinated 11-year-olds to “make money.” She further alleged some staffers constantly ignore seniors.

BRASILIA (Reuters) – Brazil’s government entered 2021 determined to slash last year’s record budget deficit, but a devastating second wave of COVID-19 and fragile economic growth are piling the political pressure on President Jair Bolsonaro to keep spending.

Lawmakers seeking to become the next leaders of both houses of Congress have told Reuters they understand the importance of restoring the public finances back to health, but are looking for ways to protect growth and Brazil’s poor from the pandemic.

Senator Rodrigo Pacheco, front-runner in the race to lead the upper house, said on Thursday he will discuss extending emergency cash transfers to millions of Brazilians with lawmakers and the Economy Ministry. He recognized it would be a challenge to do that, given a constitutional spending cap.

“The plan is to find a way to make the spending ceiling compatible with assistance for people hurt by the pandemic,” Pacheco said. “Right now, I do not have the formula to reconcile (extending) emergency aid and the spending cap.”

Investors balked at the prospect of more heavy spending after the government chalked up record deficits and debt last year, and pushed the real down 1% against the dollar on Thursday and another 1.8% in Friday trading.

Despite the market unease and stated intentions of Economy Minister Paulo Guedes, Bolsonaro may end up reviving in some way an emergency aid program for tens of millions of the country’s poorest people that ended on Dec. 31.

These stipends formed the lion’s share of a lavish fiscal support package last year that ensured Brazil’s economy did not shrink nearly as much as many feared at the onset of the pandemic.

END OF STIPENDS?

As the following chart from the International Monetary Fund shows, it was one of the most generous programs of any emerging economy. It also outstripped those in many developed economies, who are richer and can borrow far more easily and cheaply.

While it saved lives and limited the economic recession, it came at a financial cost. The government’s 2020 budget deficit was on course to hit a record 800 billion reais, or 11% of gross domestic product.

Guedes insists that the stipends will not be repeated this year, and that the country’s priority is a resumption of fiscal consolidation to get the deficit and public debt back down.

But withdrawing up to 8% of GDP worth of stimulus will be challenging for the economy, to put it mildly, and throw millions of families into extreme financial hardship just as the second wave of the virus breaks.

For Julia Braga, Associate Professor of Economics at the Fluminense Federal University in Rio de Janeiro, income assistance is critical to the survival of millions of people.

“Even with the economic rebound and growth of 3.0% to 3.5%, the economy will not be able to generate enough jobs for people who lost theirs or who left the labor force last year and are out of work,” Braga said.

The Economy Ministry declined to comment.

POLLING PRESSURE

Extending the emergency stipends for an extra three months last year boosted populist Bolsonaro’s approval ratings. The latest opinion polls may tempt him to do something similar soon.

An XP Investimentos/Ipespe poll this week showed that 40% of Brazilians think Bolsonaro is doing a terrible or bad job, up from 35% last month and his highest disapproval rating since June.

Some 50% of Brazilians think there should be some form of emergency aid program for the next few months, although only 27% think the government will provide one, the poll showed.

The government’s fear is a financial market backlash, which could see the currency fall back toward last year’s record low near 6.00 per dollar, with bond yields and spreads blowing out again.

The Treasury already has to roll 605 billion reais of debt in the first four months of this year, worth 14% of all its outstanding debt. According to Societe Generale, Brazil’s total sovereign debt maturing this year is worth 33% of GDP, the highest of any emerging economy.

These are the kind of numbers that keep Guedes, his team, and investors awake at night.

Alberto Ramos, head of Latin American research at Goldman Sachs, believes the government will bow to congressional pressure to revive the emergency stipends, and that the market could swallow a program worth up to 2% of GDP.

“With the second wave, the social need for more emergency support is there. You need to control the pandemic and make sure people can get out the other end healthy and not bankrupt,” Ramos said.

“But that is going to be expensive. There’s no easy fiscal path ahead. That’s the reality for Brazil,” he said.
