El alcalde de Logroño, Pablo Hermoso de Mendoza, y la concejala de Igualdad y Convivencia, Eva Tobías Olarte, han asistido esta mañana en el Parque de Bomberos a los actos de celebración del día de su patrón, San Juan de Dios, en un año en el que también se conmemora el 110 aniversario de la creación del Cuerpo de Bomberos del Ayuntamiento.

Durante el acto, en el que se ha celebrada una misa solemne, se ha descubierto una placa en recuerdo y agradecimiento al bombero Francisco Pacheco Llorente, fallecido recientemente; y se han entregado cuatro placas a bomberos y personal administrativo del Parque que se han jubilado en los últimos meses.

CEIS Rioja

La consejera de Salud, María Somalo, ha afirmado este martes que «el Gobierno de La Rioja va a lograr este año que casi el cien por cien de la plantilla que integran el CEIS Rioja esté estabilizada, cuando hace tan solo 6 años, prácticamente, la mitad se encontraba en condiciones de interinidad».

Somalo, quien ha asistido, en Nájera, a la conmemoración de san Juan de Dios, patrón de los bomberos, también ha entregado los diplomas a los ocho nuevos efectivos de bombero-conductor que se han incorporado al Consorcio de Extinción de Incendios, Salvamento y Protección Civil de La Rioja (CEIS) del Gobierno regional.

Esta incorporación, ha añadido en una nota, es el mejor ejemplo de que el Ejecutivo riojano mantiene su compromiso «firme» con la estabilización de empleo público como «elemento clave en su apuesta por mejorar la calidad de los servicios públicos».

Ese apuesta por la calidad es especial en los servicios públicos dedicados a «dar una atención adecuada a los ciudadanos que la requieren en circunstancias especialmente delicadas, como son las relacionadas con las competencias del Consorcio de Emergencias”, ha asegurado.

El plan anual de actuaciones para 2022 del CEIS-Rioja contempla la realización del concurso oposición correspondiente a la Oferta de Empleo Público 2020 del puesto de sargento de instrucción y coordinación para la estabilización y cobertura definitiva del mismo.

El director General de Emergencias y Protección Civil, Salvador Díez, ha añadido que el CEIS-Rioja, durante este año, seguirá adelante con el plan para la renovación de flota de vehículos y se prevén acometer obras menores de mantenimientos en los parques de Bomberos.

Se afrontarán las inversiones que sean precisas para la sustitución de los medios materiales empleados para el ejercicio de sus funciones operativas, ha dicho.

En cuanto a los indicadores del consorcio, el tiempo de respuesta se mantiene en menos 120 segundos, lo que supone que se encuentra en «parámetros óptimos».

Según las encuestas de valoración realizadas en 2021, la satisfacción de ciudadano a la hora de valorar el servicio se sitúa en la calificación de sobresaliente, con, al menos, 9 puntos sobre 10, según Díez.

“This is not necessarily a cause for celebration,” she said. “2020 was an abnormal year by any stretch of the imagination. But we did also see the numbers ticking down in 2019, and we do believe that the climate policies we’ve been implementing, the energy changes we’ve been making, are having a significant effect.”

Given the uncertainty around how much of the emissions reductions could be attributed to COVID-19, “we still don’t know exactly where the Commonwealth stands on its path to net-zero emissions,” said state Senator Cynthia Creem, who chaired the hearing. “What we know for certain is that meeting our 2030 emissions obligations will be a challenge.”

Indeed, while the International Energy Agency documented a steep emissions decline globally in 2020 as people flew and drove far less than usual, a March 2021 report noted that carbon dioxide emissions were rebounding strongly in early 2021. The report found that emissions in December 2021 were actually higher than those of December 2019, as major economies began to bounce back and economic activity drove energy demand higher.

The slow pace of emissions reporting has long troubled climate watchdogs, from advocates to legislators, because long-term goals mean little without a way to measure progress. That’s a problem that is expected to start improving starting this year, thanks to the new climate law’s requirement that the state report within 18 months whether an emissions limit has been met, according to Barrett.

The state’s ability to reach its 2020 emissions targets has not been a sure thing. In 2018 — the most recent year with complete data — the state actually saw an increase in emissions over the year before, according to data from the Massachusetts Department of Environmental Protection. That increase was caused by rising emissions from residential and commercial buildings, and from the natural gas distribution system, according to the data.

Much of Massachusetts’ progress toward slashing emissions in recent decades has been the result of switching buildings off of oil and propane, and onto natural gas. Now, more than half of Massachusetts households use natural gas, according to the federal Energy Information Association, far more that what’s consumed in New England as a whole, where 39.9 percent of households use natural gas.

While that may have helped lower emissions from their peak, advocates say that the state’s current reliance on natural gas may make it harder to achieve the biggest benchmarks in its required emissions cuts — a halving of emissions from 1990 levels by 2030, and reaching net-zero by 2050.

In order to get there, the state’s climate plan calls for one million homes to be converted to electricity for heat and 750,000 vehicles to switch to electric by the end of the decade — goals that the state is struggling to make progress on.

Caitlin Peale Sloan, vice president of the Conservation Law Foundation in Massachusetts, said her organization “is focused on following EEA’s planning for 2025, 2030, and beyond, which need to be carefully tailored to achieve our 2050 goals rather than just incremental goals like 2020.”

Similarly, state Senator Marc Pacheco said while he was cautiously optimistic about the estimates, there is a lot more work to be done. “Make no mistake — complying with our updated emission reduction laws going forward will require a more robust policy effort,” he said.

Mary Josephine
(Jo) Bobillot, loving wife, mother, grandmother, and great-grandmother, passed on to our lord on December 14, 2021.

Mary was born
February 13, 1935 in Pomona to Luella and Percy Blackwell. She
had six sisters and one brother. The family eventually moved to
Oregon City where Mary attended school. Mary met the love of her
life, Antone (Tony) Bobillot, while attending Oregon City High School
as a sophomore in 1951. Tony was a fun and exciting young man and
would cruise by her house on his motorcycle trying to get her
attention, which he did. They were married October 20, 1951.

Tony
was soon drafted into the Army and was sent to boot camp stationed at
Fort Ord. Mary and her mother moved to Fort Ord area to be with
Tony, where they stayed on until Tony was honorably discharged due to
a foot injury. Mary and Tony moved back to Oregon and started their
life together. One day Tony had a bad day when he wrecked his plane
and motorcycle on the same day.

Mary and Tony then decided to move
to Humboldt County. With a job lined up working in the timber
industry, they packed up a borrowed cattle truck with their
belongings and their baby girl, Antoinette. They lived in Arcata for
a short time then moved to Fieldbrook, where they lived for many
years. Mary had three additional children — Alan, David and Andy.

Mary
was a devoted homemaker making many friends in the little town. Mary
was very active in Fieldbrook Grange, community church and the PTA.
Mary took a job at Fieldbrook School working as a teacher’s aide
and eventually became the school secretary where she helped many
teachers and kids along the way. Mary kept the family home going and
the Bobillot’s house was always the meeting place for many kids and
friends over the years. There was always extra food around for
anyone who needed a meal.

In the early days of living in Fieldbrook,
Mary and Tony maintained the Volunteer Fire Department’s fire trucks
in their garage until a new Fire Department was built next to the
Fieldbrook store.

Mary and Tony always had a big garden and
beautiful flower beds. Gardening together was a great joy in their
life.

Mary’s love of her life, Tony, passed away in 1981. Mary
retired from Fieldbrook School after 30 years and moved to Arcata, where she lived until 2018. Mary became very active in her
community. Working with the county supervisors, she spearheaded the
successful PTA Campaign to rid the Manila area of abandoned vehicles
littering vacant lots, roadsides and riverbanks and also a tepee
burner from an abandoned mill. In total, Mary and her team removed
more than 350 car bodies. The site is now home to Manila Park.

Mary
continued her work with the community. She was the treasurer and
exhibit chairwoman for Friends of the Arcata Marsh. Mary loved
painting scenic views and birds at the marsh where you could find her
on sunny days. Some of her paintings have been featured in many art
galleries in the Humboldt area. Mary absolutely loved gardening.
People in the neighborhood would come by to see her garden and pick
up a potted plant. Mary loved the water and took up scuba diving
with her oldest son at the age of 52.

She also got involved with the
Kinetic Sculpture races. Her good friend, Hobart Brown, built the
Calistoga Kinetic Delivery Truck with which Mary and her team
completed the race in 1990.

Mary was a proud member of the Scottish
Heritage Association and loved attending their dinners and events.
Mary enjoyed dancing and having parties. Halloween was one of her
favorite holidays and she would always have a pre-party at her house
to kick of the evening events.

Mary moved from Arcata to live next
to her oldest son Alan and his wife Shawna in the summer of 2018.
She joined the Eureka Elks Emblem Club and was also a member of
Eastern Star at the Arcata Masonic Lodge. Mary often danced the
night away at the Eureka Elks Lodge with family and friends. Mary
kept up her love for gardening at her new home in Eureka, you could
find her in her garden every sunny day.

Mary loved her family and
would have dinner parties whenever she could. She loved having her
great grandchildren over to play and have fun. Mary lived a full and
happy life surrounded by many friends and her large family.

Mary
passed away of natural causes surrounded by her loving family on
December 14, 2021.

Mary is survived
by her children, Antoinette Pacheco of Willow Creek, Alan Bobillot
(Shawna) of Eureka, David Bobillot (Jodi) of Ogden, Utah, and Andy
Bobillot (Shannon) of Riddle, Oregon; her grandchildren, Jonelle
Caldwell, Nicki Wilson, David Bobillot, Nicole Pacheco, Brad Wilson,
Michael Bobillot, Natalie Pacheco, Stefon Mendez, Alex Bobillot, and
Daniel Bobillot, Nick Harless, Hillarie Beyer, Travis Harless and
great-grandchildren, Jenicee, Allyana, Jayden, Nettle, Malia,
Preston, Maiah, Willow, Braeden, Hudson, Willow, Acacia, Adam,
Talia, Marlowe and Cole as well as many, many other loving family
members and friends.

A celebration of
life will be held at the Eureka Elks Lodge on April 30, 2022 at
1 p.m.
