Mexican truckers block Santa Teresa – Albuquerque Journal

Northbound trucks coming from Mexico into the U.S. through the Santa Teresa Port of Entry were backed up as far as the eye could see on Tuesday after Mexican truckers extended a two-day trade blockade in Texas to New Mexico’s border crossing.

Mexican truckers began blocking northbound commercial traffic Monday at the Pharr-Reynosa International Bridge in Texas to protest Texas Gov. Greg Abbott’s order for that state’s Department of Public Safety to conduct extra inspections for vehicles coming from Mexico into Texas. Abbott gave the order in response to President Joe Biden’s decision to end pandemic-related restrictions at the border.

But the additional inspections angered Mexican truckers, because they come on top of federal vehicle examinations already done by U.S. Customs and Border Protection at all commercial crossing points, plus inspections conducted at Border Patrol checkpoints along Texas highways.

And with commercial traffic backing up in Texas, Customs and Border Protection began diverting trucks to neighboring ports of entry, including Santa Teresa in New Mexico, said Jerry Pacheco, executive director of the International Business Accelerator, which works to recruit trade-related companies to industrial parks that operate just north of the border.

The diversion significantly increased northbound commercial traffic through Santa Teresa over the weekend, providing an alternative entryway for trucks to cross just east of El Paso, Pacheco said.

But on Tuesday, Mexican truckers began blocking the northbound commercial crossing lane at Santa Teresa, effectively extending their protest blockade from Texas to New Mexico.

“Some of the protesting truckers probably don’t even realize Santa Teresa is in New Mexico, not Texas,” Pacheco told the Journal. “At a higher level, some protest organizers may want to pressure New Mexico to take a stand against Abbott. But that’s silly, because we don’t have anything to do with Texas state policies.”

It’s unclear if the protesters at Santa Teresa are being led by Mexican labor organizations or acting on their own.

“We don’t know if it’s a union, or possibly rogue truckers who are confused or misguided and they came here,” Pacheco said.

The Santa Teresa blockade could fizzle out quickly.

“Some local officials spoke with protesters on the Mexican side to tell them their frustration is misguided, being a New Mexico port of entry,” Pacheco said. “They were very receptive and said the protest would likely extend for just a few more hours.”

But in the meantime, the blockade is significantly disrupting trade and costing money for all businesses connected to border commerce. Assembly firm Foxconn, for example – which assembles about 70,000 Dell and HP computers and tablets per day in a sprawling facility on the Mexican side of the border in San Jerónimo – depends on “just-in-time” delivery to U.S. customers through the Santa Teresa crossing.

“All that has been interrupted,” Pacheco said. “Border delays affect everything coming in from Mexico. Every minute trade is delayed at the port is a minute of lost revenue all along the supply chain, and the truckers are hurting themselves, because if the their trucks aren’t rolling they’re losing money.”

The economic impact is rapidly mounting in Texas. The Pharr-Reynosa border crossing is one of the busiest trade ports on the U.S.-Mexico border, and is the largest land port for produce entering the U.S.

Judge Richard Cortez of Hidalgo County in Texas, which includes the international bridge in Pharr, called it a “crisis” that’s fundamentally disrupting normal business activity.

“You’re talking about billions of dollars,” Cortez told the AP. “When you stop that process, I mean, there are many, many, many people that are affected.”

Abbott says stepped-up inspections are needed to curb human trafficking and the flow of drugs. But critics question how the inspections are meeting that objective, while business owners and experts say the impact is already being felt and warned that U.S. grocery shoppers could notice shortages as soon as later this week.

Joe Arevalo, who owns the cold-storage border warehouse Keystone Cold, said Texas state troopers have always inspected some trucks crossing the border, but they’ve never held up a complete supply chain.

“We’re living through a nightmare, and we’re already suffering through a very delicate supply chain from the pandemic and to try to regrow business,” Arevalo told the AP.

Frustration is also spreading to members of Abbott’s own party. Texas Agriculture Commissioner Sid Miller, a Republican, called the inspections a “catastrophic policy” that is forcing some trucks to reroute hundreds of miles to Arizona.

TACOMA, Wash. – Austin Richardson (Dallas, Texas), who started the weekend outside of the Top 10 of the world standings, surged to the No. 6 spot after winning the PBR Wrangler Invitational, presented by Cooper Tires, in Tacoma. Meanwhile, red-hot Kaique Pacheco (Itatiba, Brazil) rode three more bulls and moved up to world No. 3.

As the 2022 Unleash The Beast (UTB) season moves toward a dramatic finish with just three events remaining in the regular season before the May 13 start of the PBR World Finals in Fort Worth, Texas, Richardson’s 3-for-4 showing could not have come at a better time.

Rounding out the Top 5 of Friday night’s Round 1, the 22-year-old then dominated the field on Saturday night to win Round 2.

As Sunday began and he sat atop the leaderboard, Richardson was paired with Bubba G (Dakota Rodeo/ Brian & Ashley Pintar/ Clay Struve/ Chad Berger) in Round 3 for a resounding 88.5 points.

 
Selecting Pookie Holler (Dakota Rodeo/ Brian & Ashley Pintar/ Clay Struve/ Chad Berger) as his opponent for the weekend’s championship round, Richardson was the final rider of the night, having already clinched the win before the chutes opened.

As the Tacoma Dome filled with cheers, Richardson blew out of the chutes and battled hard in what appeared to be a qualified ride but was immediately flagged for review. Judges determined that the ride fell just short at a devastating 7.99 seconds.

Despite the disappointment of no score in the championship round, Richardson still clinched the event win – his second of the 2022 UTB season – and set his sights on the world title race ahead.

“It’s just keeping a positive mindset and going at each bull as hard as I can,” Richardson said. “(This win is) a real confidence-booster heading toward World Finals, which is right around the corner. I’ll just try to keep it up and give it everything I’ve got.”

The Texas cowboy earned 160 world points and $44,290 over the three-day weekend in which the world’s top cowboys tallied 52 qualified rides.

With just over four weeks remaining until the PBR World Finals, world leader Joao Ricardo Vieira (Itatinga, Brazil) lost ground in Tacoma. After a rocky weekend, going 1-for-3 and not qualifying for the championship round, Vieira now sits a mere 48.34 points ahead of No. 2 Daylon Swearingen (Piffard, New York) in the world title race.

Swearingen, who also had an uneven go in Tacoma, went 2-for-4 and collected 62.5 world points but fell outside the Top 5 of the event, finishing sixth.

To the dismay of his home state crowd, Derek Kolbaba (Walla Walla, Washington) earned a second-place finish for the weekend, going 3-for-4 and earning 117 world points.

Matched with WSM’s Nasty Wishes (WSM Auctioneers/ Clay Struve/ Dakota Rodeo/Chad Berger), Kolbaba had the Washington crowd at full volume in Sunday’s opening round. Besting his bovine opponent for 88.75 points, he punched his ticket into the championship round.

 
While Kolbaba was hot on Richardson’s heels as the championship round rolled to a close, he cemented his runner-up position after bucking off of Safety Meeting (Hruby/ Kainz/ Clay Struve/ Dakota Rodeo/ Chad Berger) in 4.37 seconds.

Having begun the weekend in the No. 16 spot in the world standings, Kolbaba leaves Tacoma at No. 12, setting his sites on catapulting into the Top 10 before the season ends. The 25-year-old cowboy also earned $21,626.

Mason Taylor (Maypearl, Texas), carrying on the 3-for-4 streak, claimed third place.

Earlier in the day, Taylor was paired with X-Factor (Paradigm Bull Company) in Round 3, collecting an 84.25-point score and greenlighting his ticket into the championship round.

The 22-year-old then chose Ridin Solo (Cord McCoy/ Bill McCarty) for the final round but was dispatched quickly in a mere 1.45 seconds.

Taylor collected $9,000 and 73 world points, moving him from No. 15 in the world standings as the weekend began to No. 14 as Sunday rolled to an end.

Paired with Drago (Jeb Fredericks/Dakota Rodeo/ Chad Berger) in Round 3, Keyshawn Whitehorse (McCracken Springs, Utah) launched from the chutes but came down quickly, bested by the powerful bovine at 2.16 seconds.

Entering Sunday as one of nine riders who had covered both of their bulls thus far in the weekend, recording qualified rides in Friday’s Round 1 and Saturday’s Round 2, the 24-year-old Navajo rider selected I’m Busted (Ken Barnhart/ Clay Strive/ Dakota Rodeo/ Chad Berger) for the championship round knowing he needed to catapult himself up the leaderboard. I’m Busted produced a less-than-ideal out, and Whitehorse was only scored 80.25 points, the only qualified ride in the championship round.

He now holds the No. 20 spot in the world standings after starting the weekend at No. 27, collecting 71.5 world points and a check for $16,992 for his 3-for-4 weekend.

2018 PBR World Champion Kaique Pacheco (Itatiba, Brazil) rounded out the Top 5 of the weekend, also with a 3-for-4 performance. The surging Pacheco has now successfully made the 8 on 13 of his last 16 bulls.

The stoic Brazilian, who arrived in Tacoma in the No. 4 spot in the standings, capitalized on Vieira and Swearingen’s shortcomings to move up one spot in the world standings, now sitting 160.5 points from the world No. 1 position.

Pacheco was paired with Facetious (Paradigm Bull Company) in Round 3, recording 85.25 points.

In the championship round, his selection of Mezcal (Paradigm Bull Company) had the crowd cheering, but he came crashing down after 7.51 seconds.

Despite the short-round buckoff, the Brazilian former World Champion earned 43.5 world points.

Blue Duck (Cord McCoy/Grin/ Jacobson/ Davis Rodeo Ranch) earned the YETI “Built for The Wild” Bull of the Event title after his matchup with eight-time PBR World Finals qualifier Matt Triplett (Canton, South Dakota). The dynamic animal athlete was marked 45.5 points after launching Triplett to the dirt in 3.02 seconds.

Elsewhere in the PBR this weekend, the Pendleton Whisky Velocity Tour was in action in College Station, Texas, while PBR Australia’s season continued in Toowoomba, Queensland.

Veteran Colorado rider Elijah Mora (Wiggins, Colorado) reached a crucial career milestone at the Pendleton Whisky Velocity Tour’s Boot Barn Classic in Aggieland. Backed by two round-winning rides, Mora won his career-first expansion series event inside Reed Arena, catapulting him more than 20 positions in the world standings.

With just two regular-season events remaining before the 2022 PBR Pendleton Whisky Velocity Tour Finals in Corpus Christi, Texas, on May 6-7, Mora was quick to strike in Round 1, surging to the event lead when he covered Axel Surgeon (Halpain Bucking Bulls) for 87.5 points. Kleier first topped the field in Round 2 when he covered Mickey Mouse (Peter Wallace) for a commanding 86 points. In Round 3, the 24-year-old again led the draw, conquering Pirate Patch (Running Gold Bucking Bulls) for 83.5 points.

While Kleier could not cap his event with a qualified ride, bucked off by Bull of the Event Pretty Boy (Peter Wallace) in 3.14 seconds in the championship round, his back-to-back round-winning scores were enough to clinch the win at the PBR Toowoomba Invitational at Meatstock.

For his efforts, Kleier collected a crucial 100 national points. He is now ranked No. 5 in the national standings, 104.5 points behind the No. 1 position.

In 2022, Kleier is chasing history. Should he win his unprecedented fifth consecutive national title at season’s end, he would become the winningest bull rider in PBR Australia competition. In 2021, Kleier had tied David Kennedy (Kyogle, New South Wales) for most Australian national titles won by one rider in league history, each now with four.

Texas Ag Commissioner Sid Miller calls on Abbott to end ‘catastrophic’ border inspections

AUSTIN – Texas Agriculture Commissioner Sid Miller pressed the governor on Tuesday to end a new inspection policy that is snarling traffic at the border and “turning a crisis into a catastrophe.”

In a strongly worded statement, Miller warned Gov. Greg Abbott that commercial vehicles are being forced to wait up to 12 hours to enter Texas from Mexico because of the stepped up state inspections. As a result, Miller said, produce is rotting in idling trucks and ultimately, prices could spike for consumers.

“This is not solving the border problem, it is increasing the cost of food and adding to supply chain shortages,” said Miller, a two-term Republican who is up for reelection this year. “Such a misguided program is going to quickly lead to $2.00 lemons, $5.00 avocados and worse.”

Delays of up to three days have been reported at some international bridge crossings for commercial traffic after Abbott ordered increased safety inspections of cargo trucks in an effort to locate migrants and drugs being smuggled across the border.

The traffic snarls are being exacerbated by angry truck drivers who are protesting the long waits with blockades at some ports of entry, including at ports in neighboring New Mexico where some trucks headed to avoid the Texas mess.

Miller is the most prominent Republican to take Abbott to task over the additional vehicle inspections that began at the border last week. Business leaders have for days worried the hours-long traffic delays could hurt Texas consumers because Mexico is the state’s biggest trading partner.

Mexico’s foreign ministry and leading senators on Tuesday also criticized the additional inspections, saying they jeopardize cross border trade.

Abbott’s office did not immediately return a request for comment. The Republican governor unveiled the plan last Wednesday in response to the Biden administration’s decision to end the public-health order known as Title 42, which has been used to quickly expel migrants at the U.S.-Mexico border.

Abbott acknowledged at the time that the additional vehicle inspections would “dramatically slow” traffic from Mexico.

Miller called on Abbott to instead support lawsuits that are seeking to force President Joe Biden to continue the Title 42 policy, which was put in place by the Trump administration during the COVID-19 pandemic.

“If the Biden administration can’t be compelled to do their job to protect the border, then we need a federal judge to compel Biden to do what is right,” Miller said.

Abbott has pushed heavily for massive expenditures to beef up border security after saying the Biden administration has failed to do so. Under his policies, 10,000 members of the Texas National Guard and Texas Department of Public Safety officers have been sent to the border. Abbott has also promised to help build a border wall and ordered state officials to provide buses to carry migrants from the border to Washington, D.C.

In a lengthy statement released Tuesday outlining its extensive, longstanding border inspection processes, CBP said the slowdowns have brought as much as a 60 percent drop in commercial traffic.

“The longer than average wait times – and the subsequent supply chain disruptions – are unrelated to CBP screening activities and are due to additional and unnecessary inspections being conducted by the Texas Department of Public Safety at the order of the Governor of Texas,” the statement said.

The stepped up safety inspections are causing a ruckus that has begun to reverberate among the Republican governor’s most steadfast allies: Republican politicians and big business. Texas and Mexico share a 1,254-mile border connected by more than 27 international crossing points, many used for commercial trade.

In 2021, there was more than $661 billion in trade between the U.S. and Mexico, according to U.S. Census data. Federal Bureau of Transportation data indicates that 70% of the trucks with cargo that enter the U.S. do so through Texas.

Business leaders, trade experts and border politicians noted that federal officials already routinely inspect commercial vehicles as they cross the border and warned that additional inspections would cost time and money.

Each loaded truck that passes from Mexico to the U.S. already goes through four security filters in Texas: one by Customs and Border Protection; one by the Federal Motor Carrier Safety Administration and the Texas Department of Transportation; the one by the Texas Department of Public Safety; and one more about 30 miles past the border at checkpoints manned by the CBP and the Border Patrol.

In the Rio Grande Valley, the Pharr bridge remained closed to all commercial traffic on Tuesday as truckers continued to protest Abbott’s stepped up inspections with a full-on blockade. Their protest began after lines at the bridge began to stretch back for miles into Reynosa due to the increased safety inspections by Texas inspectors.

“Rebellion on the bridge,” screamed a headline in Spanish in the El Mañana newspaper. It noted that truckers had been delayed by up to three days as they tried to cross with their cargo.

The bridge between Pharr and Reynosa is the largest U.S. land port for produce. It was blocked by Pharr police vehicles and huge orange cones.

Big trucks containing diesel fuel were nearby, needed to refuel idling 18-wheelers that must keep their refrigeration running to keep their cargo cool.

Bonifacio Rodriguez sat in his big red rig waiting for his chance to dash south across the border — the protests are blocking his trip back after delivering a load of broccoli and mangoes.

“We are victims of politics,” the trucker said. “We are stuck.”

Dante Galeazzi, CEO and president of the Texas Independent Producers Association, said the snarled traffic means $30 million in fresh produce was stalled.

Taking several days off the shelf life of produce means a loss of profit for all those in the supply chain, Galeazzi said. “We are talking about significant decreases in value,” he said.

On Monday a CBP spokesman said truckers should prepare to take other bridges. But Ignacio Arceo, a beefy Mexican trucker, balked. New routes in violent northeastern Mexico would be more dangerous. “Better the devil you know,” Arceo said.

The border wait times in Texas are forcing some truckers to try their luck in New Mexico. Miriam Kotkowski, president of Tecma Transportation Services, which manages a fleet of 80 commercial vehicles that move goods between Mexican factories and U.S. stores and factories, began to reroute her trucks into Santa Teresa, which straddles the Texas border, on Friday.

The flow of commercial traffic at the Santa Teresa Port of Entry became so huge that the federal port of entry opened lanes Saturday in order to handle the number of trucks, which grew from about 600 to about 1,000 a day, said Jerry Pacheco, president of the Santa Teresa-based Border Industrial Association.

Kotkowski described the situation as “dire” and “unpredictable,” and possibly spelling out disaster for supply chains, including in the automotive industry, where maquiladora assembly plants depend on “just-in-time” scheduled delivery of auto parts to keep building cars.

“We’re rerouting because Santa Teresa is in New Mexico and so they don’t have this mandate that Gov. Abbott directed,” Kotkowski said. “We don’t know what proof Governor Abbott has” to suggest migrants are being smuggled inside trucks through ports of entry.

“Trade is good for the region. Trade is good for Texas and the nation. This is affecting the entire supply chain because we are not delivering products to consumers in the United States. Everything from auto parts, medical supplies, construction to even toys delivered, whether Dallas or New York City. I just don’t get it.’

But for some, the detour to New Mexico was a bust. Across the border from the Santa Teresa Port of Entry on Tuesday afternoon, truck drivers frustrated about the stepped up inspections blocked traffic in Mexico to protest the increased inspections.

New Mexico state authorities crossed the border to speak with the truckers, reminding them that they were not in Texas, said Pacheco.

“Our officials told them, ‘Look, New Mexico doesn’t have anything to do with Texas politics,” Pacheco said. “The protesters were very grateful because they said that they were the first state officials that had gotten down to talk to them from either side of the border.”
