South Korea has quietly picked a side in the US-China rivalry

  • South Korea long maintained “strategic ambiguity” in its relations with China and with the US.
  • But that era is over, with the Moon Jae-in government quietly but surely siding with Washington.
  • But while it is siding with the US in most areas, it is not about to cut all ties with Beijing.

South Korea’s era of “strategic ambiguity” when it comes to taking sides in the great power rivalry between its historical ally and its rising neighbor is well and truly over.

The Moon Jae-in government has moved away from seeking a middle ground between the US and China. Quietly but surely, Seoul has decided to side with Washington in its competition with Beijing.

The signs of this shift are everywhere. Prominent examples include the joint statement signed by Moon and US President Joe Biden in May, which called out Beijing’s behavior in everything but name, and Seoul’s military build-up, which targets China as much as North Korea, particularly with the commissioning of an aircraft carrier to be deployed in international waters that include the South China Sea.

Further illustrations are Moon’s participation in Biden’s exclusive 12-leader plenary during the recent Summit for Democracy and the Global Supply Chain Resilience summit in October. The Moon government also enthusiastically took part in the G-7 summit in June, where it signed the Open Societies Statement that also implicitly targeted China.

And as if that weren’t enough evidence of a newfound willingness to quietly stand up to Beijing, South Korea also tested a submarine-launched ballistic missile while Chinese Foreign Minister Wang Yi was in Seoul for talks with the South Korean government in September.

Seoul is not yet willing to openly chastise Beijing in the same way that Washington or some of its other allies are doing. And there is no talk in South Korea about decoupling from China. After all, China is South Korea’s largest trading partner, its millennia-old neighbor and an important actor in dealing with North Korea.

But the shift toward quietly pushing back against Beijing alongside the US and other like-minded partners is clear. And it is here to stay regardless of who wins the 2022 presidential election in Seoul.

There are four main reasons behind this shift.

The first and most important is that Seoul itself feels threatened by China’s increasingly assertive behavior, of which it has first-hand and close-up experience. As a case in point, in 2016, South Korean firms were on the receiving end of Chinese economic coercion after the government agreed to the deployment of Washington’s THAAD anti-missile system.

Furthermore, hundreds of illegal Chinese fishing boats regularly enter South Korean territorial waters. And Chinese jets violate South Korea’s Air Defense Identification Zone on a regular basis. On top of that, poorly regulated Chinese factories and coal energy plants are a major cause of pollution in South Korea.

Simply put, South Korea has its own grievances against China. They may not make headlines beyond the Korean Peninsula. But they are a threat that Seoul contends with on a daily basis.

In addition, the coronavirus pandemic served as a wake-up call for Seoul about the threat posed by the Chinese government’s lack of transparency. At the outset of the pandemic, it was Taiwan, and not China, that shared information with South Korea about the coronavirus’ dangers.

Moreover, as a result of Beijing’s opacity and pressure, the South Korean government kept the country’s borders open with China until it was too late to stop the spread of the pandemic. China did not reciprocate, closing its borders with South Korea as soon as the pandemic had hit the latter, a move that went down poorly in Seoul.

Similarly to other advanced countries, preexisting negative views of China among South Koreans have become even worse as a result of the COVID-19 pandemic.

There is a longstanding debate regarding whether the views of the general public influence governments’ foreign policy decisions. At the very least, however, it would be difficult for a government in a democratic country to openly disregard these views. This is the case in South Korea, where the government simply can’t ignore the fact that almost 80% of the population has a negative view of China.

Furthermore, the Moon government has welcomed Biden’s approach toward China, particularly compared to that of his predecessor, Donald Trump, who Seoul considered to be unnecessarily confrontational. South Korea much prefers Biden’s strategy to build a coalition among like-minded partners to push back against Beijing’s unfair trade practices, military and economic coercion, and human rights abuses.

Moreover, the Biden administration’s focus on the procurement and delivery of semiconductors, vaccines and other high-tech products plays to South Korea’s strengths. Seoul also welcomes the message coming out Washington that it does not need its partners to “choose” between the US and China.

Finally, South Korea is becoming more confident. The Moon government is pursuing an autonomous foreign policy, and there is now a belief among many South Korean policymakers that their country should exercise its economic muscle and be less afraid of economic retaliation from China.

After all, Seoul is a world leader in semiconductors, electric batteries, 5G and 6G telecommunications infrastructure, and vaccine manufacturing, on which other countries depend for these products. But autonomy does not preclude cooperation with like-minded partners — above all the United States.

In other words, the old adage that South Korea is a “shrimp among whales” is outdated. The US and China, the two whales confronting each other, are not about to crush the shrimp that some think South Korea still is. As then-Foreign Minister Kang Kyung-wha put it in September 2020, “Korea is certainly in a geopolitical position that looks like we are caught in a crossfire. But I think you can turn that around and say it’s leverage.”

Critics have argued that South Korea should more openly criticize China and join every initiative to counter Beijing that the Biden administration puts forward. But this is disingenuous.

Australia and Japan, for instance, are simultaneously members of the Quadrilateral Security Dialogue, or Quad, with the US and India, and part of the Regional Comprehensive Economic Partnership, the largest trade deal in the world that will enter into force in January and which counts China — as well as South Korea — among its members.

Fellow Quad member India recently signed a joint foreign ministers’ statement with China and Russia pledging cooperation on a host of different issues. The European Union’s Indo-Pacific strategy, issued in September, calls for cooperation with China where possible, at least in theory.

Even the Biden administration signed a bilateral climate change cooperation agreement with Beijing only a few months ago.

Simply put, few countries see Sino-American competition as a binary choice. And no country has the power to openly confront China the way the US does. South Korea is no exception. It is siding with the Biden administration in most areas, yes. But it is not about to cut all ties with Beijing, which is unrealistic. To its credit, the Biden administration seems to understand this.

The key implications of South Korea’s quiet choice are twofold.

To begin with, Seoul will continue to strengthen its participation in and cooperation with Washington’s initiatives, including the Quad and the proposed Indo-Pacific Economic Framework.

At the same time, it will boost security ties with other partners such as Australia, Indonesia, Vietnam and, though without much fanfare, Japan, as well as the EU and NATO. Initiatives that bring benefits to third parties and cooperation with a broad set of partners, without openly targeting Beijing, suit Seoul.

The other implication is that the next South Korean president is very likely to continue to implement the same policy the Moon government has over the past two years, since the factors driving this policy shift are structural. A conservative president may be more vocal in criticizing China and may formally join the Quad if invited.

But the thrust of Seoul’s approach to Sino-American competition will not change no matter who is in power. This is welcome news for the Biden administration.

Ultimately, South Korea does not have the United States’ ability to confront Beijing overtly and explicitly. But when it comes to China, Seoul is much closer to Washington’s position than critics may care to acknowledge. And this is not due to pressure from the Biden administration. It is South Korea’s own choice.

Cats are Low-Maintenance

If cats have access to water, food, and a litter box, they can be left alone for a day or two. You can also free-feed them since they only eat until they are satisfied. According to CARA Welfare Philippines, an average cat sleeps between 12 and 14 hours a day, so they won’t even bother you leaving the house.

Having a cat also requires less responsibility since they don’t need to be walked multiple times a day, especially indoor cats. They don’t enjoy much walking, but they have more energy to play and run around the house whenever it’s playtime. Some indoor cats are also afraid of being brought outside since they have already gotten used to the environment at home. On the other hand, outdoor cats go out of the house and explore the outside world independently. They know how to entertain themselves by going to different places that they find interesting. Cats even know how to navigate their way back to your house (make sure you put a name tag or collar on your cat so that they won’t be taken in by other people who might misunderstand them as stray cats). Cats are Good for Your Health

According to the research by Qureshi et al. (2009), among people who own cats, there has been a decrease in the risk of death due to heart attacks and cardiovascular diseases. Moreover, it has also been observed that cat ownership can calm your nervous system and reduce stress and anxiety because having a cat and petting a cat triggers the release of endorphins into the brain, which makes both the owner and the cat happier. Thus, it has been proven that owning a cat as a pet can reduce the cardiovascular diseases risk among high-risk individuals. Lastly, cats purr can also decrease symptoms of difficulty in breathing in both cats and humans.

In addition, a study conducted by the National Institute of Health (2002) said that children under 1-year-old raised in a house with cats are less likely to develop all types of allergic diseases; a few are ragweed, grass, and dust mites than children who were raised without cats. This study was aided by the National Institute of Environmental Health Sciences (NIEHS) and the National Institute of Allergy and Infectious Diseases (NIAID).

Cats don’t eat meat as much as other pets do since they prefer fish, beef, or wet and dry cat food. Since the lifetime resources needed to feed and take care of a cat have a smaller carbon footprint and lower overall cost, it is better for the environment. Landslides kill at least 24 people as rains deluge Ecuador’s capital Quito – ABC News

The collapse of a rain-weakened hillside in Ecuador’s capital Quito has killed 24 people, according to official reports.

Key points:

Mud swept over homes and local sports fields on Monday injuring at least another 48 people and destroying at least eight houses.

The Quito Security Department also reported that 12 people were missing.

Neighbours joined rescue workers in hunting through the ruins for survivors of the disaster that hit following nearly 24 hours of rainfall.

The storm was pounding outside when Imelda Pacheco said she felt her house move as if an earthquake had struck.

Suddenly water and rocks began to pour in through doors and windows, she said.

“I barely had time to grab the hand of my four-year-old son and I ran to the stairs, to the terrace,” she said.

“Suddenly the walls in front and to the side disappeared.

“We shouted to the neighbours on the first floor, but the water carried away the mother and daughter.”

Equador landslide

She broke into tears standing before the ruins of her home.

“I thought I was going to die with my son. I hugged him strongly and we shook, I think from the cold and the fear … We barely survived,” she said.

Waves of mud about three metres high carried vehicles, motorcycles, rubbish bins and other debris amid heavy rain in the neighbourhoods of La Gasca and La Comuna below the slopes of the Ruco Pinchincha mountain.

As the rescue began, police called for silence so the cries of those trapped could be heard.

Quito Mayor Santiago Guarderas said the intense rains saturated the soil, setting off the landslide.

Smaller waves of muddy water continued pouring down the ravine Tuesday past weary neighbours trying to move stones, tree trunks and debris.

An overturned taxi and other vehicles were partly buried in mud on a sports field.

“I’ve lost everything. I don’t have anything. Everything is over,” said 65-year-old Laura Quiñónez, who stood beside an ambulance as her neighbours tried to recover appliances from their destroyed homes.

Brussels millennials hunt for coronavirus vaccines – POLITICO

The latest after-work conundrum for the young people of Brussels: go sip a beer at a newly reopened bar terrace, or queue up at a local vaccination center on the off-chance of getting an unused coronavirus jab.

On a damp Tuesday afternoon, about five dozen people stood in line at the Pacheco vaccination center in central Brussels, hoping to snag one of the leftover doses from the daily vaccination appointments currently open only to those aged 41 or over or those suffering from diseases. For most, it was a futile exercise as officials announced they had just a single leftover shot.

Others were luckier elsewhere. At the Forest center a week earlier, a software problem disrupted regular appointments, leaving officials to offer about 1,200 BioNTech/Pfizer jabs on a first-come-first-serve basis. As that news spread, around 100 young people queued for hours at the center on the following days, though only a handful managed to get a jab.

“We’re seeing a growing interest among young people to get vaccinated, which is generally a good thing,” said Inge Neven, Brussels’ vaccine policy spokesperson. However, she stressed that only in “very exceptional” cases were doses being given to people outside the priority groups. “We’re calling on people to still have a bit of patience. Soon everybody will get their turn,” she said.

But patience among some in their 20s and 30s is running thinner with the prospect of frictionless travel — no PCR tests or quarantining — for the fully vaccinated from June 21 under the EU’s digital green certificate.

By the time those age groups can expect to book a first vaccine appointment, probably in early or mid June, it would still be July or beyond before they get the two jabs that all bar the Johnson & Johnson vaccine require for effective protection. That might be too late for the summer plans of some, especially as concerts and other cultural events are considering allowing in only those with a vaccine passport or a pricey negative nose swab.

“I don’t know whether I will get my vaccine appointment soon,” said Benjamin, a 35-year-old consultant working in EU affairs and one of the unlucky hopefuls at the Pacheco center.

“I’m here because I would like to travel for my job,” he said. “So I’ll probably try again in the next few days. Two colleagues had luck in recent weeks and got a leftover dose. But word seems to have spread in town, there are many more people coming now.”

There have been similar scenes of young people trying to get vaccinated ahead of their age group in France and Germany, and authorities say it’s legal to take up doses left over at the end of the day and which might no longer be useable the following day.

Yet there are also reports from Germany about people lying about their age or falsely claiming they are taking care of an elderly person or pregnant woman to jump the vaccination queue.

Unused appointments

The EU aims to have 70 percent of its adult population vaccinated by the summer, and after a slow start the bloc’s 27 countries are now administering more daily doses per 100 people than the U.S. or the U.K.

Belgium, which not long ago was near the bottom of the EU’s vaccination rankings, is now in 6th position with about 32 percent of the population having received at least a first shot, just behind Germany’s 33 percent. Malta remains the frontrunner with 60 percent of the population having gotten at least a first vaccine dose.

However, the vaccine rollout in Brussels is not going entirely smoothly, and reports earlier this week that some vaccination centers still have thousands of free appointment slots have raised doubts about whether limiting jabs to certain priority groups still makes sense. Belgian data shows that the vaccination rate in Brussels is lagging at around 25 percent.

Reports about vaccine center staff handing out leftover doses to their friends have not helped the reputation of the system either.

Local authorities admit there is “a problem” with unused appointments, which they attribute mainly to the low popularity of the Oxford/AstraZeneca jab, which has suffered from reports about the risk of blood clots and a lower efficiency and resistance against virus mutations.

“People register for an appointment and when they see that they are supposed to get AstraZeneca, they cancel because they want BioNTech/Pfizer,” Neven said. However, offering the unused AstraZeneca doses to younger people is no quick fix as Belgian rules currently say it should only be administered to those aged 41 or older.

Matteo, 33, an Italian expat working for an international organization in Brussels, queued at several vaccination centers last week until he thought he had finally struck lucky: He was promised an appointment at the Anderlecht center, which had unused BioNTech/Pfizer doses.

“I went there with a friend, we were called inside and I was almost ready to pull up my sleeve to get the vaccine when the nurse looked at my ID card and said that I was too young to be vaccinated,” he said.

According to Neven, the Brussels region will soon open vaccination appointments to those aged 36 years and above, and then continue to trim the age limit in intervals of five years.

That probably won’t stop people from trying their luck in the queue: “It’s not so much about traveling without restrictions for me, but to feel less stressed,” said Sophia, a 22 year-old Dutch student of art sciences and archeology, who was waiting in line at the Pacheco center on Tuesday.

“I live with eight other people. I’m so stressed. I don’t want to get the coronavirus, or even have it without realizing it and put other people at risk,” she said. “Having the vaccine would just make me feel much more relaxed.”

MMA Pound-For-Pound Rankings: Charles Oliveira ascends, women’s ranks crown a new No. 1


Welcome to the latest update to the MMA Fighting pound-for-pound rankings, where every month our esteemed panel of experts sort through the noise to answer one question: Who are the best overall male and female mixed martial arts fighters in the world?

Since the introduction of these rankings last summer, there has not been a moment when the top spots on our men’s and women’s pound-for-pound lists were both undisputed.

Until now. The roller-coaster ride that was end to 2021 took care of that.

So ahead of the start to the 2022 calendar, let us look back at how a stunning month of December affected the global mixed martial arts landscape.

Don’t forget to check out the newest episode of the MMA Fighting Rankings Show, where our rankings panel rang in the new year by predicting the fighters who will either rise into the top 5 or plummet out of title contention by the end of 2022, debating the futures of some down-on-their luck veterans, and much more.

First, a refresher on some ground rules before we dive in.

  • Our eight-person voting panel consists of MMA Fighting staffers Shaun Al-Shatti, Alexander K. Lee, Guilherme Cruz, Mike Heck, E. Casey Leydon, Steven Marrocco, Damon Martin and Jed Meshew.
  • Fighters will be removed from the rankings if they do not compete within 18 months of their most recent bout.
  • Updates to the rankings will be completed at the start of every month.
  • Holding a promotion’s title does not guarantee that fighter will be viewed as the best in their promotion.
  • Regarding all the above rules, any possible exceptions will be discussed internally and noted in the article.

As a reminder, the notion of pound-for-pound supremacy is always going to inherently be subjective. When you’re debating whether someone like Stipe Miocic should be ranked below someone like Max Holloway, there is no true right answer. So while our MMA Fighting Global Rankings serve an actual functional purpose, the following pound-for-pound lists are just here for a good time. In other words: It’s not serious business, folks.

MEN’S POUND-FOR-POUND


Welcome to the top 4, Charles Oliveira!

Any lingering doubts about the reigning UFC lightweight champion were stricken away in December when “do Bronx” toppled the man many believed to be the best lightweight in the world with his third-round submission of Dustin Poirier. After an already lengthy line of statement wins, UFC 269 was the final push Oliveira needed to shake off any last remaining holdouts to his bandwagon and establish himself among the elite of the sport.

It’s not often the UFC champion heads into a title defense against a challenger who is ranked above him, and that certainly won’t happen again as long as Oliveira holds golds.

For his handiwork, Oliveira essentially traded places with Poirier on our pound-for-pound list, stealing Poirier’s No. 4 spot and dropping “The Diamond” down to Oliveira’s old position at No. 7. Only the UFC’s trio of African-born champions now sit ahead of “do Bronx.”

As for January, all eyes will be fixed solely on UFC 270 and the dual title fights atop the card, as No. 3 Francis Ngannou looks to reclaim sole ownership of the UFC heavyweight title in a long-awaited matchup against No. 19 Ciryl Gane, and No. 12 settles his trilogy against former UFC flyweight champion Deiveson Figueiredo.

WOMEN’S POUND-FOR-POUND


For the first time in the brief history of these rankings, there is a unanimous No. 1 atop the women’s list.

That’s right, Valentina Shevchenko is MMA’s new undisputed queen. After steadily gaining ground in our internal balloting on Amanda Nunes in recent months, Shevchenko finally overtook “The Lioness” with an assist from newly crowned UFC bantamweight champion Julianna Pena, whose titanic upset at UFC 269 flipped the sport on its head. Shevchenko is now the woman to beat on the pound-for-pound list, and she could hold onto that top spot for a long time to come at the rate she’s mowing down contenders at 125 pounds.

But could a run at two-division gold be in Shevchenko’s future?

To do so she may need to get past Pena once again, as “The Venezuelan Vixen” rocketed up to the No. 5 spot on the pound-for-pound list despite entering December unranked.

Pena’s upset is certainly a landscape changer at 135 pounds, though it wouldn’t be surprising if she is asked to replicate her improbable feat again in a rematch against Nunes next before the division can fully embrace its new UFC champion.

Looking ahead, January appears to be a slow month for these rankings, however there is one matchup to note: No. 13 Katlyn Chookagian defending her spot against one-time UFC title challenger Jennifer Maia in a meaningful matchup of flyweight contenders.
