Price tag nearly doubles for huge new Bay Area dam to $2.5 billion

In a major and potentially fatal setback for plans to build the largest dam in the Bay Area in more than 20 years, the price tag to construct a new reservoir in southern Santa Clara County near Pacheco Pass has nearly doubled, from $1.3 billion to $2.5 billion.

The project, proposed by the Santa Clara Valley Water District, a government agency based in San Jose, calls for a 319-foot-high dam to be built along Pacheco Creek in the rural canyons just north of Highway 152 near Henry W. Coe State Park.  For the past three years, the district has considered the dam to be a key part of the future water plans for 2 million people in the South Bay.

But studies by a contractor earlier this year found the area has unstable rock. About 130 test borings found that crews would have to dig down at least 30 feet deeper to hit bedrock than previously thought. That will add three years to construction — from five to eight years — and add least $1 billion or more in additional costs, water district engineers estimate.

“You want to put your foundation on bedrock, solid granite,” said Chris Hakes, the water district’s deputy operating officer for dam safety and capital delivery. “There are historic slides in the area, loose material that is subject to movement. You don’t want to put your foundation on that obviously because if there is any sort of seismic event, or even heavy rains or mudslides, it could undermine the foundation.”

On Jan. 12, the district’s board is scheduled to consider alternatives to the project. Most of the costs would be funded by water rate increases.

The project, if it is ever built, would construct a reservoir that holds 140,000 acre feet of water — nearly as much as all 10 existing dams the water district currently operates. It would be the largest new reservoir built in the Bay Area since 1998 when the Contra Costa Water District built Los Vaqueros Reservoir in eastern Contra Costa County.

Members of the water district’s board know the high price tag could be fatal. They say they are trying to learn more about why the costs have soared.

“I would not vote for going ahead with the project until there is a deeper look at the cost,” said board member Gary Kremen, chairman of the district’s water storage committee. “It has to be done. We do need the emergency water supply. But I’m not sure it makes sense at $2.5 billion.”

Critics of the project, including several environmental groups, say the district should instead focus on other more realistic projects, like helping fund a project to raise the height of the dam at Los Vaqueros Reservoir, expanding the use of recycled water, and boosting conservation by paying more to residents to remove lawns and replace old, inefficient appliances like toilets, washing machines and dishwashers.

“The water district board should recognize that this is the death knell for that project,” said Jonas Minton, water program manager for the Planning and Conservation League, an environmental group based in Sacramento. “There are several much more cost-effective ways of increasing water reliability for their customers.”

Under the current plan, the water district would replace a small, existing dam and reservoir on the site and build the new Pacheco Dam about half a mile upstream.

The existing reservoir was built on the North Fork of Pacheco Creek in 1939. It holds only 5,500 acre-feet of water behind an aging 100-foot-high earthen dam, while the new reservoir would hold more than 23 times as much. The district hopes to take water it now stores in nearby the massive San Luis Reservoir and pipe it into the new Pacheco reservoir, filling it during wet years.

In addition to storing more water — something the district made a priority after the recent 2012-16 drought — district officials say that the project also would have environmental benefits. It would provide a more regular supply of water downstream for endangered steel head trout, they note.

The water district received a huge boost in 2018 when the administration of former Gov. Jerry Brown awarded it $485 million from Proposition 1, a $7.5 billion water bond passed by voters in 2014. But to get that money, it must complete draft environmental studies by Dec. 31 and show how it will pay for most of the rest of the costs.

Complicating those tasks, in February, AECOM, an engineering firm based in Los Angeles, drilled down to 340 feet on the site and found problems. The water district staff now is working on five alternatives, including building a smaller dam, or moving it upstream. That would likely would submerge some parts of Henry Coe State Park. Decades ago, the water district considered the same site, and withdrew plans after controversy over impacts to the state park.

Clinic reports patients forced to miss, leave dialysis treatments early due to Casper ASSIST schedule

CASPER, Wyo. — Two people who work at U.S. Renal Care’s location in Casper told the Casper City Council on Tuesday that the clinic is experiencing problems involving patients being forced to miss dialysis treatments or be taken off dialysis too early due to the city’s door-to-door transportation service schedule, known as “Casper ASSIST.”

U.S. Renal Care Administrator Linda Smith and Social Worker Cathy Cywinski asked the city council if anything can be done to help ensure dialysis patients are able to make it to the clinic and stay through the end of their treatments once there.

Cywinski told the city council that since May 2021, the clinic has been asked to take patients off of dialysis treatment early 18 times in order for those patients to be able to get a ride back from ASSIST. She said there were four times that ASSIST dropped patients off late, causing them to miss dialysis treatments, and five times that patients had been unable to make their appointment at all due to ASSIST being closed.

She said that ASSIST’s inability to go to Mills, to go to the west end of town, and to provide service on Saturdays has left patients struggling to find transportation.

Cywinski said that she and Smith have reached out to ASSIST to see if anything can be done, but have been told that the transportation service is forced to stick to the operating budget they have been given by the city.

Dialysis is a treatment people rely on when their kidneys are not functioning properly. The treatment removes waste products and excess fluid from the body. Cywinski said that the treatments typically last 3-4 hours and patients typically receive those three days per week.

“Missed treatment and shortened treatments, even by 15 minutes, are devastating to these patients,” she added. “They become weak and tired, have poor appetite, nausea, they can have the taste of ammonia in their mouth and have swelling of the heart. Even one missed treatment or one shortened treatment can cause the individual to wind up in the hospital or even die.”

Cywinski added that U.S. Renal Care tries to ensure that patients are finished with their treatments in time to get transportation service from ASSIST, but that there are times when it is not possible to finish treatments without delays, such as a patient who is having a difficult time stopping bleeding.

“Transportation should never be a reason that people are not getting their prescribed treatment,” Cywinski said, adding that if the problem is impacting the U.S. Renal Care clinic, it is probably impacting other places that provide services to people in the community.

Council member Kyle Gamroth asked whether the clinic has noticed a change in patients’ ability to get to appointments since the City of Casper took over operation of the transportation services from CATC in May 2021.

Smith and Cywinski said that they only joined U.S. Renal Care in early 2021 and did not have data prior to May 2021 regarding the number of patients missing appointments or being forced to leave early.

Gamroth asked whether they were aware of any reimbursement programs the city could participate in in order to help cover the cost of providing transportation to patients outside of the hours and areas the ASSIST service currently offers.

Cywinski said that she was not aware of such programs. She said that U.S. Renal Care had reached out to churches to help provide transportation. She said that churches have expressed a desire to help but that their ability is limited as they are providing care to people in other ways.

Council member Bruce Knell asked whether the clinic could reschedule patients who rely on ASSIST to ensure they can rely on the transportation service to get to their appointments and have those fully completed before needing a ride home.

Cywinski said that the clinic tries to schedule people as Knell suggested but that there is still the problem, which is sometimes unavoidable, of people getting off of dialysis treatment late and it being too late for the bus to take them home in time.

“I apologize if I come off without a heart here, because that is certainly not the case,” Knell said. “This is a taxpayer-funded, government-funded entity that only has so many dollars. … I know for a fact that our budget is stretched to the limit.”

Knell said that he “appreciates the plight,” but said he thinks the council’s ability to help address the problem may be limited due to budgetary constraints at the city level.

“At some point we may have to put some responsibility on the people that are getting the care themselves,” Knell said. “I’m sorry to have to say that, but it is literally the truth.”

Council member Jai-Ayla Southerland asked for clarification about what adjustments could help ensure patients can make it to appointments and stay until they are finished with dialysis treatments. She asked whether the request was to have ASSIST offer extended hours, service on Saturdays and expanded access to Mills and the west side of town.

Cywinski said that extended hours is part of the request, but that even the ability for ASSIST to wait 15 minutes at the end of the day could help. She added that the expansion of service area and offering service on Saturdays would also help.

Mayor Ray Pacheco said that he thinks the city council should discuss the matter further and see if there is something that can be done, adding that he doesn’t think the experience of U.S. Renal Care patients having trouble finding transportation is unique to that clinic.

“I would say come budget time, I think the city needs to figure this out,” Pacheco said.

Are low-paid jobs really a stepping stone to better pay? A new study suggests it’s not that simple – NZ Herald

A job – any job – is generally thought of as better than no job at all. Consequently, low-paid work is often considered a “stepping stone” to a higher-paid job. But how easily do low-paid workers climb up the pay scale, really?

Our new research suggests past studies may have considerably overstated the chances of moving from low to higher pay. This has significant implications for understanding labour market behaviour.

Given the NZ$3.3 billion increase in welfare payments announced in New Zealand’s recent budget – dubbed the “biggest lift in a generation” – and the ongoing focus on inequality and minimum wage rates, how we measure income mobility is increasingly important.

In particular, what are some of the characteristics of the low-paid workforce? How likely or unlikely is it that an individual can transition from low to higher pay?

Past research has described low-paid work as a stepping stone if there is a greater chance of moving to higher pay relative to someone who is unemployed.

Furthermore, the data has suggested relatively high likelihoods of making the transition from low to higher pay — estimates range from 47 per cent to nearly 90 per cent, based on studies from the UK, Australia and Germany.

However, this research has mostly had to rely on survey data based on individual responses to an annual set of questions. This means we can only observe a snapshot of any given labour market once a year.

When determining whether an individual is unemployed, low paid or higher paid, a lot of information between those annual surveys falls into the unknown.

What traditional research misses

Why does this matter? It helps to imagine three different individuals, with different labour market experiences, answering a survey about their employment status in October 2019 and again in October 2020:

One was low paid in the first survey and remained in low pay every month until the second survey.

The second oscillated between low and higher pay between surveys but happened to be in low pay at each survey point.

The third regularly moves between low pay and unemployment but is also in low pay at the time of each survey.

Because of the lack of information between survey time points, all three individuals will fall into the same category. In turn, this may influence estimates of movement out of low pay.

What more detail reveals

In New Zealand we have the advantage of the integrated data infrastructure (IDI), a large research database published by Stats NZ.

As well as being population-wide, this provides monthly administrative tax records that reveal labour market states at a much higher frequency.

Our research uses these detailed data to look at the male low-paid workforce aged between 21 and 60 in New Zealand. The results are illuminating.

First, we mimicked conventional earlier research by looking at the labour market from only one month each year. Through this lens, New Zealand looks similar to Australia, with the probability of moving from low pay to higher pay estimated to be 74 per cent.

When we use the detailed monthly income records, however, it is clear the picture is not as rosy. Most importantly, the likelihood of moving from low pay to higher pay is much lower than traditional methods suggest.

In fact, for those who have been in low-paid work for all of the prior 12 months, we found the likelihood of them moving into higher pay in the following month was only 28 per cent. Being continuously in low-paid work, it seems, means it isn’t easy to climb out.

A limited stepping stone

On the other hand, our research confirms the stepping-stone effect does exist in the New Zealand labour market: compared to being unemployed, you’re more likely to move into higher pay from being low paid.

Specifically, someone unemployed for the previous 12 months has only a 1 per cent probability of moving into higher pay in the next month. That compares to 28 per cent for those in low-paid employment for all of the previous 12 months.

Overall, our research highlights the value of detailed, high-frequency, integrated data in assessing the nuances in the labour market landscape.

On top of that, it illustrates the real difficulty in climbing the wage ladder for those in long-term low-paid work. This suggests policymakers should focus on pathways to wage growth, as well as on job creation itself.
