Casper City Council pass on idea to convert streets to one-ways near St. Anthony’s School and the Backdoor Lounge

CASPER, Wyo. — The Casper City Council on Tuesday discussed a proposal to convert some streets to one-ways in the area off of CY Avenue near St. Anthony’s School and the new location for CY Discount Liquors & the Backdoor Lounge.

Council member Bruce Knell had initially brought the concept to the attention of the city council in December as a way to alleviate concerns from some parents of St. Anthony’s School students about the proximity of the bar and liquor store to the school.

City Engineer Alex Sveda told the council on Tuesday that staff had examined traffic counts and accident reports for West 20th Street, HY Avenue and South Boxelder Street where the idea to convert to one-way streets was being proposed.

Sveda said that the area has generally low traffic counts with an average of around 243 vehicles per day, or around 60 per hour, traveling on the streets in consideration. He added that traffic accidents reports show three accidents in the area over the past five years.

Sveda added that the conversion of two-ways to one-ways is generally a step that might be recommended if there are congestion, capacity or safety concerns in an area. Since such concerns are not reflected in the traffic data for the area, he said that staff is not recommending the conversion of the streets to one-ways.

Council member Steve Cathey asked whether the city received complaints about traffic flow from St. Anthony’s School when Safeway was located at the property in question. Sveda said he was not aware of any such complaints.

Mayor Ray Pacheco added that he worked at St. Anthony’s School when Safeway was there and that he didn’t hear any concerns expressed about traffic congestion.

Knell said he thought it was a good thing that the city researched the question of possibility converting to one-ways in order that concerned citizens would not feel ignored. He said the research conducted by city staff provides information that could be shown to concerned citizens as to why the conversion is not recommended.

The council did not indicate a desire to move forward with the conversion to one-ways after the conversation during Tuesday’s work session.

Ask a Scout: Why did the Tigers select Jackson Jobe over Marcelo Mayer?

The MLB Draft was a month ago. In examining the top-5, the Detroit Tigers selection of high school pitcher Jackson Jobe stands out as arguably the most surprising.

The Tigers, who have an obvious need for middle infielders in their farm system, opted against selecting shortstop Marcelo Mayer with the third-overall pick. Mayer was rumored to be going first to the Pittsburgh Pirates, but fell to fourth-overall to the Boston Red Sox and Chaim Bloom, who rushed to the podium to select the 18-year-old from California.

But to understand why the Tigers would pass on a talent like Mayer, perhaps it’s best to examine the player they took instead — Jackson Jobe from Heritage Hall School in Oklahoma City.

Jobe was the second pitcher selected on July 11, with only Vanderbilt’s Jack Leiter going ahead of him. He possesses three-plus MLB-caliber pitches as of now, with a fastball touching the upper-90’s and tremendous breaking stuff. Jobe rewrote the high school record books and is arguably one of the most polished high school pitching prospects in quite some time.

The Tigers also have an affinity for high school pitchers, going back as far as Rick Porcello and more recently with Matt Manning. Detroit believes in their pitcher development, and they have every right to feel that way given the major league success of Casey Mize and Tarik Skubal this year. Manning has also made some noise in MoTown this season.

Like any pitching prospect, Jobe has to develop his secondary pitches and fastball movement before he heads to the bigs. He has several years to do so, however, and a development staff devoted to his eventual success.

Mayer, meanwhile, has questions of his own. His position is in flux, as he needs to show more range at shortstop. His bat is solid, but until he performs in the minors will continue to be a query due to his size.

Detroit Tigers: What stood out about Jackson Jobe?

For a better idea of why the Tigers took Jackson Jobe, I spoke to Tim Grieve, who helped scout the Oklahoma high school product for Al Avila and Co.

1. Let’s start with the obvious — the Tigers were in prime position to select Marcelo Mayer, the top-rated shortstop in the class, but instead went with Jackson Jobe. Why Jobe, and not Mayer, in this case?

TG: “End of the day, with Jackson Jobe, it was as simple as he was the top guy on our board. And that’s not a slight on Marcelo Mayer…we loved Marcelo Mayer, he’s a great player. The room was pretty close to unanimous on that. Everyone agreed the stuff was unique…as for me, I can go back over the years…I don’t think I’ve ever had anyone in my area with the combination of the athleticism, the makeup and stuff across the board…you just don’t see that in high school pitchers ever.

2. A quick scouting report on Jobe shows plus pitches and an incredible spin rate at a very young age. While he still has plenty of time to develop, what are his strengths and weaknesses as a prospect?

TG: “The first time we saw Jackson was primarily as a shortstop. (Fellow scout Justin Henry) went to Ole Miss and sees this kid’s name and thinks ‘oh hey that’s Ole Miss’ new shortstop recruit’…then Jobe takes the mound and Justin turns to us and said ‘I think Ole Miss is going to need a new shortstop’…Once we got out of the showcase season…you start to see (increase velocity) of 96, 97 and he already has great breaking stuff. Getting to what he needs to work on…pure pitching experience since he doesn’t have some of the mound experience some of these other kids would. That very quickly becomes not even an issue at all. Everything’s pretty much in place right now.”

3. The Tigers can’t get enough of high school pitchers. While other teams may shy away due to injury risk and a lack of development, what makes the Tigers so comfortable in picking high school-level pitching talent time and time again, especially so high in the draft?

TG: “There is a comfort level and it comes from the top-down. Al (Avila) is the same guy who took Josh Beckett (out of high school). We all understand there’s risk involved no matter who you take. With Jackson we just felt this is a kid who’s took good to pass up…we’re very comfortable with our development staff, we’re ecstatic with (pitching coach) Chris Fetter and you think we can only imagine what they’re going to do with a kid like this.”

4. The success of Casey Mize and Tarik Skubal shows an organizational willingness to draft and develop young pitching. Does that confidence play into the decision to draft a guy like Jobe, who while talented still has plenty of room to grow?

TG: “Absolutely it does…You look at some of the transformations like a guy like Kyle Funkhouser has had and other guys thanks to their own hard work and some help from Chris Fetter and you think, ‘Well, okay, let’s take this guy,’ because we’ve got the process in place now that this kid is going to maximize his abilities…You have examples (in Mize, Skubal, Manning) to say, ‘Yeah, let’s keep doing this.’”

5. In an ideal world, what would the next steps look like for Jackson Jobe in a Tigers uniform. I read an article saying he’d like to be playing in games by perhaps this Fall, or at the very least some form of live BP. How does this typically work for draft prospects?

TG: “It tends to be different player to player…what we ran into this year was a big gap between when his last pitch was and when we drafted him. Often it’s more of a smooth transition where there’s not a lot of down time. With Jackson…we have to build it back up. (We have to take into account) how many innings he’s thrown, and decide if we want him to throw this summer. My understanding is to expect him to throw a little bit…how much it is I’m not real sure…I know for sure the plan is to have him throw some.”

6. Outside of Jackson Jobe, were there any other prospects the Tigers drafted we should keep an eye out for right away?

TG: “We were ecstatic with (32nd-overall pick) Ty Madden falling right into our lap. I don’t think there was anyone in that room who envisioned him being there. That was an absolute no-brainer. Isaac Pacheco (second-round pick) was another guy we targeted early on. We were very happy he fell to us…I know the reaction from the room on a lot of these guys was ‘wow’.  Obviously, we went pitching-heavy…we think we’ve got some guys (to be excited about).”

It’s far too early to judge the Detroit Tigers draft

By all accounts, Jobe seems like a tremendous talent. The Tigers have confidence in their player development, especially when it comes to starting pitching. But in the end, it’ll depend on Jobe alone whether what Grieve and the Tigers front office see in him becomes reality.

Possible Human Trafficking 16-Year-Old Victim Laid to Rest

Friends and family gathered to remember 16-year-old Tioni Theus. She loved golf, tennis, singing and dancing. The teen’s body was found along a freeway in Los Angeles, California, earlier this month. Top climate leaders will participate in Big Oil-sponsored “sustainability” conference

This is a special joint edition of HEATED and Popular Information, a daily political accountability newsletter by journalist Judd Legum. Popular Information is a must-read for anyone who cares about holding powerful people and entities accountable for misinformation.

Beginning Wednesday, the political news outlet The Hill is hosting a multi-day, virtual climate conference called “The Sustainability Imperative.” The Hill is promoting the conference as an event that will bring together “policy leaders and practitioners in the sustainability ecosystem” to discuss the “greening of energy sources” and “responsible environmental stewardship.”

That agenda has attracted high-profile figures in the climate movement. White House National Climate Advisor Gina McCarthy, Washington Gov. Jay Inslee, and NRDC Chief Science Advisor Kristi Pullen Fedinick are all included among the event’s listed speakers.

But joining these environmental leaders will also be representatives from the oil and tobacco industry, who are sponsoring and participating in the event. 

Specifically, the sponsor list includes the oil and gas industry’s largest trade group, the American Petroleum Institute (API). The API, according to multiple investigations, “was one of the first trade associations to orchestrate behind-the-scenes climate change denial campaigns.” In recent years, the lobbying group has been “fighting against…climate-friendly policies in at least 16 different states,” and running sophisticatedPR campaigns to paint the high-polluting industry as climate-friendly.  

The President and CEO of API, Mike Sommers, will provide the “Sponsor Perspective” for a series of events about “The Energy Equation.” Those sessions will look at “the energy industry’s sustainability goals.” It features speakers such as Connecticut Department of Energy Environmental Protection Commissioner Katie Dykes, Denver Mayor Michael Hancock, and Occidental CEO Vicki Hollub. Occidental Petroleum is a member of API.

Tobacco giant Philip Morris International is also a sponsor. In 2019, leaked corporate disclosure statements revealed that the cigarette giant had begun to outline how the climate crisis, specifically higher temperatures and heavier rains, could lead to higher profits. According to the documents, the company also noted that promoting its sustainability initiatives would enhance the company’s reputation. Philip Morris International’s Chief Sustainability Officer will offer the “sponsor perspective” for a panel on Impact Investing.

In response to questions about the nature of the event, The Hill said that the event’s sponsors were funding “an incredibly important, non-partisan and balanced discussion on sustainability, one of the key issues shaping our world.” The Hill said that API, Phillip Morris, and other sponsors would have “no editorial role in the program.” The Hill, however, acknowledged that oil and tobacco industry “sponsors have received a sponsor perspective segment within the program.” These segments, The Hill claimed, were “non-editorial” and would be “clearly labeled.”  

Regardless of how it is labeled, the oil and tobacco industry have purchased the ability to be included in the event programming and insert their messaging into the discussion. Climate experts and activists told HEATED and Popular Information they had serious concerns about the nature of the event and the participation of environmental leaders inside and outside of government.  

The greenwashing of two deadly industries 

HEATED and Popular Information spoke with a half dozen leading climate researchers and activists about The Hill’s oil and tobacco industry-sponsored climate event. Each criticized the sponsorships as deceitful greenwashing efforts intended to soften the image of two deadly industries.

“It seems to me that the most committed and powerful climate champions in government are being co-opted by the oil and gas industry in their latest public relations gambit, which is to misrepresent themselves as good-faith partners in decarbonization while they continue to develop and extract new fossil-fuel reserves and lobby relentlessly behind the scenes to block the passage of robust climate policy,” said Genevieve Guenther, the founder of End Climate Silence, which advocates for more media coverage of climate change. 

“I think it’s telling that Phillip Morris and API are sponsoring this event together,” said Duncan Meisel, the director of Fossil Free Media’s Clean Creatives campaign. “The communication strategies of fossil fuels and big tobacco are virtually identical: they are both pretending to change, while obstructing real solutions that would impact your business model.”

API and Phillip Morris are “two of the worst offenders” when it comes to downplaying the harms of their industry’s products, said Michael Mann, a prominent climate scientist and author of The New Climate War. In this case, Mann said the groups are using The Hill’s event to promote “solutions” that sound nice but ultimately do nothing to transition away from fossil fuels. 

“These are delay tactics intended to forestall meaningful action while the fossil fuel industry continues to make windfall profits,” Mann wrote in his book. “It is essential that we recognize and expose these efforts for what they are.”

John Cook, a research fellow with Monash University’s Climate Change Communication Research Hub, said viewers of the event should be “on high alert, keeping in mind the types of redirection strategies these groups have implemented in the past.”

Those strategies include greenwashing the industry’s climate commitments to seem bigger than they really are, and “arguments focused on blaming individuals, which distract from the systemic change that’s really needed.”

Featured panelists weigh in on corporate sponsors, one panelist drops out

Of the panelists contacted, one speaker, fashion designer Tracy Reese, shared that they will no longer be speaking in light of HEATED and Popular Information’s inquiry on the event’s sponsorships. Reese was slated to speak during a session titled “Leadership in Action.”

Most panelists, however, told HEATED and Popular Information that they were aware of the event’s sponsorship and view the event as an opportunity to share their perspectives with those who may disagree.

Massachusetts State Senator Marc Pacheco said that he welcomes the opportunity to speak. The State Senator, who is the founding chair of the Senate Committee on Global Warming and Climate Change and was aware of the sponsors, followed up with The Hill to ensure they had “the right guy.” The State Senator is speaking during a session that will feature a sponsor perspective from API, according to The Hill’s event page. State Senator Pacheco said that he was not aware of API’s speaking role. 

Other panelists shared Pacheco’s perspective. “We think it is important to talk to anyone, and especially those who might not agree with us already,” Morgan Folger, a director at Environment America, said. Folger is speaking during the “Leadership in Action” event.

A spokesperson for the Rockefeller Foundation said that the organization believed “we need to go beyond preaching to the choir and bring more people to the table to solve it.” Rockefeller Foundation CEO Dr. Rajiv J. Shah is speaking during the “Checking the Temperature of Planet Earth” session.

Not all speakers, however, knew who the sponsors were when they agreed to participate. A spokesperson from Washington Governor Jay Inslee’s office told HEATED and Popular Information that they “did not know who the sponsors were when the governor agreed to participate,” but that they were moving forward with the event as “a good opportunity for the governor to highlight the importance of clean energy.” The Hill said that all participants were informed of the sponsors at the time of their invitation.

Should Biden climate officials participate?

The Hill’s event provides two benefits to the fossil fuel industry, said Robert Brulle, an environmental sociologist at Drexel University. It gives them social reputation points “for demonstrating that they are an engaged actor,” and the ability to influence policy through speaking directly to “the elites that listen to these events.”

On the flip side, climate policy advocates like McCarthy and Inslee potentially benefit by getting the industry at least partially on their side. “If these interests are dead set against any proposed actions, it will make the likelihood of any action that much harder,” Brulle said. 

But activists like Maisel, Guenther and Mann reject the idea that there is any real benefit to playing nice with Big Oil or Big Tobacco. “No organization has done more to obstruct, delay, and water down climate action than the American Petroleum Institute,” Maisel said. “Their history of support for environmental racism and climate denial makes them inappropriate partners for any effort to build towards a solution to the climate crisis.”

“It is absolutely inappropriate for McCarthy to be there,” Guenther said. “The false credibility she would bestow on the organizers of the conference is invaluable to them.”

Mann agreed. “Climate advocates like Gina McCarthy and Jay Inslee should not be lending their imprimatur to this event given the bad faith actors who are sponsoring it,” he said. “It grants credibility to known bad actors.”

Kert Davies, director of the Climate Investigations Center, also said climate advocates were giving “instant cache” to API and Phillip Morris by participating in the event alongside them. “It’s as if the speakers like Gov. Inslee, Sen. Carper or Gina McCarthy have signaled that they have no problem hanging out with Big Oil and Big Tobacco,” he said. 

Ed Maibach, the director of George Mason University’s Center for Climate Change Communication, had a bit more faith. “Gina McCarthy is extremely savvy,” he said. “She surely knows exactly what she is getting into, and has her reasons for expecting that her views will hold sway.” 

For him, the more important question is why a leading news organization like The Hill would allow the oil and tobacco industries to buy this type of influence.

“Frankly, I think that shows poor judgement on their part,” he said.
