At the Casper City Council pre-meeting on Tuesday, the council heard comments on what the police and fire departments in the city are doing to address mental health in the wake of the death of Lieutenant Danny Dundas.

From the police department, they talked about efforts they’re doing to let new hires know about the issues that they’ll face on the force, and to encourage them to reach out, either to the department or spouses, if they are experiencing issues.

Captain Richard Brown spoke to council about the kinds of things that officers deal with and which areas they are looking at to help officers avoid mental and physicals issues.

“I’m taking a whole holistic approach at it, my main emphasis is the mental aspect, but why are officers having a lot of mental issues? One of them is, myself, your body starts breaking down, you have several injuries, you have chronic pain which leads to mental issues that you’re trying to hide, can’t do what you used to be able to do. There’s exterior issues, what’s going on in the community.”

Brown talked about the statistics as it relates to police officers and how they are more likely to commit suicide and have heart attacks sooner at 49 as opposed to most people being over 65.

There also several medical experts that Brown said the police department is consulting to assess the health and wellness of their officers.

Fire Chief Thomas Solberg spoke to council about the unique issues that firefighters deal with, how they, unlike police officers, are able to talk with one another after dealing with fires, and the use of a peer support program.

Council member Amber Pollock asked Solberg about the use of the peer support program, who said that people are using the program, but that there is still some stigma associated with it.

​Tracey Belser, Support Services Director for the city, said that there are several mental health services available for city employees, and that virtual appointments that employees can make helps to improve usage of those services.

Belser said that it can be hard, especially among male dominated departments, for people to open up to have conversations about these difficult topics.

Vice Mayor Ray Pacheco said the council wants to do what it can to support the police department with any tools they may need.

Mayor Steve Freel said some people may not understand the stress that law enforcement and first responders deal with that leads to mental issues.

“When you make the call to them, you’re generally at your weakest time, you’re showing weakness and needing their help. They all come to you, and they know you can’t show weakness, they gotta take of what your problem is. And they leave that and, especially in law enforcement, leave that to take care of the next person and the next person and it builds up over time.”

A watery manure concoction wouldn’t be a horse’s first choice of a drink, but it has proven effective in helping hospitalized equines overcome severe diarrhea.

The watery cocktail, given via a nasal tube into the stomach, delivered a fecal microbial transplant to the unwell horses, hastening their recovery, researchers report.

Those who received the treatment also showed evidence of greater normalization of their gut microbiome than a control group.

Normalization of the microbiome is critical to attaining gastrointestinal health. The microbiome plays an important role in digestion, development of the gut immune system through mucus production and anti-inflammatory signaling, and maintaining metabolic function.

The study team from Tufts University in Massachusetts, reporting in the open-access journal PLOS ONE, described their experiment to assess fecal microbial transplantation as a clinical treatment and regulator of fecal microbiota in hospitalized horses with colitis.

Caroline McKinney and her fellow researchers noted that colitis — inflammation of the gut lining — continues to be a leading cause of critical illness in horses, with an estimated mortality rate of 25% to 35%.

The condition is accompanied by risks for severe complications, such as laminitis, blood clotting problems and cardiovascular issues, which often require intensive care and prolonged hospital stays.

Their study centered on 22 horses with moderate to severe diarrhea, consistent with a diagnosis of colitis, who were enrolled at two referral hospitals.

Twelve horses were admitted to one hospital, and 10 to the other.

In all cases, the horses were either admitted with diarrhea, or it developed within 48 hours of admission, indicating it was related to their presenting complaint.

For all horses, their diarrhea ranged from a pudding quality to watery.

The 12 horses at the first institution all received fecal microbial transplantation on three consecutive days, while those at the other hospital received standard care without the transplants.

The transplantation involved collecting 2.5 pounds of fresh manure from a healthy donor horse and mixing it was four liters of lukewarm water. The mixture was subsequently strained and given within 15 minutes via a nasogastric tube to the recipient horse.

Manure was collected for analysis once daily for four days from the rectum in all colitis horses, before the transplant procedure for horses at the first institution, and from each manure sample used for transplants.

Fecal samples from 10 clinically healthy control horses housed at the second hospital, and 30 healthy horses located at 5 barns near the first hospital, were also obtained to characterize the regional healthy equine microbiome.

As expected, healthy horses at both locations showed a greater alpha-diversity and lower beta-diversity compared to horses with colitis.

The fecal microbiome of healthy horses clustered by location, with horses at the first institution showing a higher prevalence of Kiritimatiellaeota.

Improved manure consistency (a lower diarrhea score) was associated with a greater alpha-diversity in horses with colitis at both locations.

Fecal transplant recipients demonstrated a greater overall reduction in diarrhea score, compared to untreated horses, with a higher incidence in day-over-day improvement in diarrhea.

The horses that received the transplants delivered test results indicating greater normalization of their microbiome than those who received conventional treatment.

“In summary, this study supports the use of fecal microbial transplantation as a treatment to reduce diarrhea severity in horses with colitis and to improve microbiome diversity,” the authors concluded.

“Diarrheic horses undergoing serial fecal microbial transplantation showed a greater improvement in diarrhea severity compared to non-treated horses, and their microbiome became more phylogenetically similar to that of their donors.”

They said that while the results support the usefulness of the technique, further studies are needed to better establish treatment efficacy.

“Evidence of intestinal colonization by transplanted microbiota support the need to identify novel probiotics to accelerate re-establishment of a healthy microbiome.

“Additionally, with increasing support for the use of fecal microbial transplantation, a need to further investigate the treatment’s mechanism of action, to standardize and streamline administration protocols, develop veterinary stool banks, and explore effective storage options, may expand the accessibility of this treatment to equine practitioners.”

The study team comprised McKinney, Daniela Bedenice, Bruno Oliveira, Mary-Rose Paradis, Melissa Mazan and Giovanni Widmer, all with the Cummings School of Veterinary Medicine at Tufts University; and Ana Pacheco, with the Carlson College of Veterinary Medicine at Oregon State University.

The Takeaway: The DeWalt DCD999 is one of the most powerful cordless drills we’ve tested. It’s an excellent choice for heavy construction jobs that involve drilling big holes, making multiple holes, and driving large threaded fasteners like lag screws. Its hammer function allows you to drill into masonry with ease.

Our cordless drill test is a rugged process, but the DeWalt DCD999 was more than a match for it. We use a methodology we developed years ago. Into each drill we chuck a 1-inch Irwin Speedbor bit. This is the classic, fast-cutting spade bit. It even lacks a lead screw to pull the bit through the wood, relying solely on its sharpness. First, we make 25 holes with the spade bit, then we switch to driving 1⁄4-inch lag screws that are 2 inches long. After letting the drill and battery cool down for a few minutes, we go back to drilling holes until the battery dies. Our test material is Douglas fir framing lumber. With heavy-duty drills, we don’t avoid knots.

At the outset of this test, we really didn’t appreciate how difficult it was going to be. By the time we got done testing the DeWalt and a batch of other new-to-market cordless drills, our endurance was tested more severely than the drills. They were so powerful that we ended up making 1,510 holes and driving 375 lag screws. The 20-volt DeWalt DCD999 was among the most stubborn and unrelenting—in a good way. It and its 6-amp-hour battery were responsible for 306 of those holes. And it was fast, punching out hole after hole until its battery was spent.

Normally, in this test we have to stop during the second battery of holes to allow the drill to again cool. Not so with the DeWalt. It goes on and on, boring holes. All we could do was hang in there until the battery died.

Power and Control

The DCD999 is emblematic of the new breed of cordless drills–tools that are so powerful, you have to be careful that you don’t over-drill with them or snap the head off the fastener you seek to drive. Fortunately, for both you and the wear and tear on the tool itself, the DeWalt controls its prodigious output via a transmission and an 11-position clutch ring that cuts off torque when the torque setting established on the clutch ring is reached. The higher the number indicated on the clutch ring (1-11), the more torque the drill provides before it cuts out. The clutch is an important feature on a drill this powerful because it prevents you driving a screw right through the wood you’re trying to fasten.

Powering the DeWalt is the combination of a massive battery and a whopping 20-volt brushless motor. Motor torque is transmitted to the chuck via a transmission with three settings: 0-450 rpm, 0-1,300 rpm, and 0-2,000 rpm. These features, combined with the clutch ring, allow you to drill and drive with precision in wood, metal, and masonry.

Although we didn’t test the hammer function as rigorously as we tested the tool’s general hole-making and screwdriving abilities, we did find that it’s more than adequate for typical work in concrete using Tapcon or other fasteners. For all but the largest and deepest holes in concrete, you don’t need a rotary hammer—the DCD999 will handle the job.

One of the most important features of any drill this powerful is that it grip any bit so securely that you get the full effect of the drill’s power and its control. It’s obvious that if the bit slips in the course of drilling, then the tool’s power is wasted. The DCD999’s three-jaw chuck has a half-inch capacity and is a ratcheting type. Insert the bit, spin the jaws down, and twist the ratcheting collar to firmly clamp down on the drill or drive bit. Carbide inserts in the jaws are far more wear-resistant than hardened steel jaws. The inserts actually bite into the bit, firmly locking it in the chuck.
