PMGEN VICENTE D DANAO JR, Chief, NCRPO applauds the Marikina City Police Station, Eastern Police District for the successful apprehension of Station’s No. 1 Most Wanted Person for 1st Quarter along No. 64 B Plaridel 1, Mabini St., Brgy. Malbanias, Angeles City, Pampanga at around 5:50 PM of January 27, 2021.

Based on the report submitted, the arrested accused was identified as Marlon Miguel y Parado, 34 years old and presently residing at Brgy. Tumana, Marikina City. He has a pending warrant of arrest issued by HON. ACEREY C PACHECO, Presiding Judge of RTC Br. 165, Marikina City for the crime of MURDER with CC No. 2020-20102-MK with NO BAIL recommended.

The arrest was plotted after the joint operatives of tracker team of Marikina CPS Intelligence Section together with the Intelligence Operatives of 2nd Mobile Force Company – Regional Mobile Force Company, NCRPO conducted a manhunt operation that resulted to the arrest of the suspect.

The above-mentioned accused was properly appraised of his Constitutional Rights and currently detained at Marikina City Police Station Jail Facility for proper disposition while awaiting commitment order from issuing court.

Simultaneously, on the same date along the Barangay Hall of Brgy. Salapan, San Juan City at around 10:15 AM San Juan City Police Station, Eastern Police District arrested the Station’s No. 3 Top Most Wanted Person.

The said accused was identified as JAKE DUCARNOY y MOCLON, 29 years old, residing at Brgy. San Perfecto, San Juan City and with a pending warrant of arrest for the crime of ROBBERY WITH HOMICIDE under criminal case no. 149596, Regional Trial Court Branch 160, San Juan City issued by Hon. Myrna V. Lim-Verano, Judge issued on July 04, 2013 with NO BAIL recommended.

The arrest ensued through a conduct of long manhunt operation of joint operatives of Warrant and Subpoena, Follow-up, SANCAR Sections and Intelligence Section which resulted in the arrest.

The said accused is presently detained at Custodial Facility of San Juan City Police Station for proper disposition.

“I commend the operatives of Eastern Police District for the series of operations which once again prove the true commitment of TEAM NCRPO to free the Metropolis from highly dangerous individual who inflict harm and compromise the peace and order in the community,” PMGEN DANAO stated.###

An 18-year-old woman shot by a Long Beach school safety officer was on life support Wednesday as friends questioned why the officer opened fire on the car she was riding in.

The woman, identified by family members as Mona Rodriguez, is the mother of a 5-month-old boy.

Rodriguez was involved in a fight with a 15-year-old girl in a parking lot near Millikan High School on Monday afternoon, then got into a gray sedan with two teenage males, said Arantxa Chavarria of the Long Beach Police Department.

As the sedan sped away with Rodriguez in the passenger seat, the officer began shooting.

Chavarria said Rodriguez was hit in the upper body, but her family says it was the back of the head.

The safety officer was driving in the area when he saw the two females fighting, Chavarria said.

Detectives believe that the two knew each other and that the older one initiated the assault. No evidence has emerged that anyone involved in the fight was armed.

Video on social media showed the sedan exiting the parking lot and nearly clipping the safety officer.

The officer, who has not been identified, is on paid administrative leave, as is protocol after a shooting, Long Beach Unified School District officials said.

District spokesman Chris Eftychiou said it is standard practice for school safety officers to carry firearms.

School police departments have become increasingly controversial amid a nationwide focus on police reform after the killing of George Floyd by Minneapolis police in May 2020.

In February, the Los Angeles County Board of Education approved a plan to cut a third of its school police officers, with activists arguing that Black and Latino children disproportionately experienced harsh tactics like pepper-spraying.

The Oakland Unified School District board voted to eliminate its school police department in June.

In a racial equity report after Floyd’s murder, the city of Long Beach proposed working with the school district to “reduce the use of school police and review alternative models.”

Rodriguez was not a student at Millikan High, and no students were injured, district officials said.

At a news conference in front of Long Beach Medical Center on Wednesday, friends said Rodriguez was brain dead.

A friend, Mikey Pacheco, 21, said that Rodriguez’s mother and brother were at her bedside and that she would remain on life support until all her loved ones had a chance to say goodbye.

Rafeul Chowdhury, 20, the father of Rodriguez’s child, said he was in the car with her when she was shot. His 16-year-old brother, Shahriear Chowdhury, was also in the car.

“I don’t think my girlfriend deserved this,” Rafeul Chowdhury said with tears in his eyes. “It was all for no reason. … The way he shot at us wasn’t right.”

Chowdhury said he and Rodriguez had been together for two years.

“I just want justice for my girl, my baby mama, the love of my life that I can’t get back ever again,” he said.

In a statement Tuesday, Supt. Jill Baker said she had a “heavy heart” after the shooting, which occurred about a block from the school.

The school day ends about 2:40 p.m., and Long Beach police arrived at the scene about 3:15 p.m.

The Long Beach Police Department and the Los Angeles County District Attorney’s office are investigating the shooting.

There was “no justification” for opening fire when no one in the car appeared to be armed, civil rights activist Najee Ali said at the news conference.

Rodriguez’s family has created a GoFundMe to help with funeral and legal expenses as well as childcare for her son, Isael.

“She was smart, beautiful, loving and anyone who knew her knew how big her heart was, how full of life she was and how much she loved her family but most especially her son who was her entire life, pride and joy,” family member Yessica Loza wrote.

Two NPA rebels were killed while another was wounded following a series of clashes between government forces and the NPA rebels in the mountains bordering the provinces of Bukidnon and Agusan del Norte on December 29-30, 2020. The wounded rebel was airlifted by the military to Camp Evangelista in Cagayan de Oro for treatment.

In a report from the Philippine Information Agency (PIA), killed during an encounter in the outskirts of Brgy Silo-o, Malitbog, Bukidnon on December 29, 2020 was an NPA combatant identified as Leonido Pacheco alias Macdong of Special Partisan Unit (SPARU) of the Sub-Regional Committee 1 (SRC1). The captured rebel was identified as Aman Bilayong alias Neri of Platoon Ryan, Motorola of SRC1 both under the North Central Mindanao Regional Committee (NCMRC). The military seized two (2) M16 rifles, one (1) KG-9 with magazines, ammunitions and subversive documents afetr the skirmish.

The next day, December 30, 2020, troops of the 23rd Infantry Batallion figured in a five (5) minute firefight against remnants of the Guerilla Front 4A (GF4A) of NCMRC, at KM6, Purok 26, Sitio Lawaan, Brgy Tungao, Butuan City that resulted to the killing of one rebel identified as alias Alas/Aylon and seized the following: one (1) M14 rifle, one (1) .45 caliber pistol, one (1) magazine each for M14 and M16 rifle, two (2) motorcycles, one (1) cellphone, one (1) generator, assorted food supplies, and subversive documents.

Barack Obama expressed confidence at U.N. climate talks Monday that the Biden administration will ultimately get its $555 billion climate package through Congress, and faulted U.S. rivals China and Russia for what he called a “dangerous lack of urgency” in cutting their own climate-wrecking emissions.

As nations complained of lagging trust and progress in the climate talks, Mr Obama, one of the leaders who paved the way for the historic 2015 Paris climate deal, threw in a touch of his trademark hope but admitted that “images of dystopia” were creeping into his dreams.

“There are times where the future seems somewhat bleak. There are times where I am doubtful that humanity can get its act together before it’s too late,” Mr Obama said at the two-week-long negotiations. “(But) we can’t afford hopelessness.”

His comments came as conference leaders acknowledged Monday that many key sticking points exist after a week of talks. A trust gap between rich and poor nations has once again emerged and developing countries used the word “disappointing” when leaders talked Monday about the progress to date in the talks.

The U.N. climate conference in Glasgow, Scotland, is the former American president’s first since he helped deliver the triumph of the 2015 Paris climate accord, when nations committed to cutting fossil fuel and agricultural emissions fast enough to keep the Earth’s warming below catastrophic levels of 1.5 degrees Celsius (2.7 degrees Fahrenheit).

That celebration has been replaced by worry. Donald Trump pulled the U.S. out of the Paris accord. And while President Joe Biden put America back in the climate deal the Trump move set back U.S. efforts. Other top polluters — including China, India and Russia — are moving far more slowly on fighting climate change than scientists say is needed.

“1.5 C is on life support now, it’s in ICU,” said Alden Meyer of E3G, an environmental think tank.

Obama’s appearance sought to remind governments of the elation that surrounded the Paris accord and urge them to announce more immediate, concrete steps to put the 2015 deal into action. Optimism and unity is required to save the planet, he said.

“It doesn’t matter if you’re a Republican or a Democrat if your Florida house is flooded by rising seas, or your crops fail in the Dakotas, or your California house is burning. Nature, physics, science – they don’t care about party affiliation,” Mr Obama said. “We need everybody – even if we disagree on other things.”

Ugandan climate activist Vanessa Nakate wrote Monday on Twitter that she was 13 when Mr Obama was part of rich nations who promised $100 billion a year to poor countries to help them fight global warming, but said those nations broke the promise. Nakate told The Associated Press that she wasn’t attacking the former president “but that is me speaking the truth.”

“This money was promised, but it hasn’t been delivered,” she said, adding that the $100 billion a year was the “bare minimum” for climate finance.

Despite opposition within Biden’s own Democratic party that has blocked the president’s climate-fighting legislation, Mr Obama was confident that some version of Biden’s ambitious climate bill will pass and be “historic.”

“It will set the United States on course to meet its new climate targets,” he said.

And while the rapport between U.S. and Chinese negotiators paved the way to the Paris accord, Mr Obama on Monday criticized Chinese President Xi Jinping and Russian President Vladimir Putin for not joining other leaders at the climate talks in Glasgow.

“It was particularly discouraging to see the leaders of two of the world’s largest emitters, China and Russia, decline to even attend the proceedings, and their national plans reflect what appears to be a dangerous lack of urgency,” Mr Obama said.

Mr Obama spoke earlier Monday to a session on Pacific Island nations, including ones whose existence is threatened by rising oceans.

“All of us have a part to play. All of us have work to do. All of us have sacrifices to make” on climate, he said. “But those of us who live in wealthy nations, those of us who helped to precipitate the problem … we have an added burden.”

No deals have been made yet on three main goals of the U.N. conference. Those are pledges to cut emissions in half by 2030 to keep the Paris climate deal’s 1.5 degree Celsius temperature limit goal alive; the need for $100 billion annually in financial help from rich countries to poor ones; and the idea that half of that money goes to adapting to global warming’s worst effects. Several other issues, including trading carbon and the transparency of national emissions commitments, also weren’t solved yet.

Representatives of 77 developing nations, along with China, said until this climate conference produces financing to help poor nations the talks can’t be considered successful.

“There is a history of broken promises and unfulfilled commitments by developed countries,” said Diego Pacheco Balanza of Bolivia.

Scientists say the Earth is only a few years away from the point where it becomes impossible to meet the goals set in the Paris accord, due to mounting damage from coal, petroleum, agriculture and other pollution sources. The last few days have seen huge protests in Glasgow and around Europe by young people and others demanding faster action from nations in fighting global warming.

Mr Obama met later Monday with a dozen climate activists, many in their 20s, and urged them to keep up the public pressure despite any frustrations they may feel at governments’ inaction.

“The question is, where are the countries that really met our expectations? And it turns out, those are the places where there was pressure, where there was political mobilization, where there were activists,” a shirtsleeves-clad Obama said.

San Bernardino leaders censured Mayor John Valdivia on Wednesday, Dec. 1, saying he misused public funds and resources for political and personal purposes.

All seven council members favored the move.

“This man has been advised and asked and been given all the opportunities,” Council Member Fred Shorett said before the vote, “and he has never believed that he has to operate or should operate according to the rules.”

Valdivia is the first elected official in 20 years to be censured by the San Bernardino City Council.

Valdivia’s personal attorney, former Riverside County District Attorney Rod Pacheco, defended him against the allegations, saying, in part, “He is the mayor of the city of San Bernardino and he has a right to interact with people in this community.”

While the move does not remove Valdivia from office, it conveys to the public that the elected body finds his behavior unacceptable.

Valdivia’s term ends in December 2022.

“We must purge City Hall of all corruption and members who choose to do the exact opposite of the oath we’ve voluntarily taken,” Council Member Kimberly Calvin said ahead of the vote.

Wednesday’s proceedings capped a months-long, independent investigation into a VIP reception Valdivia held at Hilltop Restaurant following his State of the City Address on June 15.

Valdivia declined to participate in the probe.

In a report prepared for the City Council before Wednesday’s hearing, Kendra L. Carney Mehr, an attorney with Costa Mesa-based Garcia Rainey Blank & Bowerbank, found Valdivia violated state mass mailing prohibitions and misused city funds and resources in crafting and distributing invitations to the exclusive event.

Additionally, Valdivia failed to report a $5,000 contribution from the Inland Empire Health Plan to be paid to the city for the purpose of securing tickets to and offsetting the costs of the VIP reception, Mehr wrote.

Lastly, Mehr found Valdivia commingled out-of-town campaign fundraising events with possible city business, submitting several requests for reimbursements between September 2019 and April 2021 without disclosing the person or people he dined with and/or the reason for the travel.

In the time he was afforded Wednesday to respond to the allegations, Pacheco first questioned the council’s authority to censure.

“Nowhere in the city charter,” he said, “does it authorize the city council to hear a resolution of this nature against one of your own, the mayor included.”

Secondly, Pacheco argued that certain exceptions to state law allowed Valdivia to promote his post-State of the City reception on the taxpayers’ dime, forgo submitting the proper documentation for Inland Empire Health Plan’s $5,000 donation and blend activities on business trips.

“A political assassination of this mayor,” Pacheco called the objective of the meeting.

“Without a basis in law,” he added, “what other reason could there be?”

Norma García Guillén, an attorney and founding partner of Garcia Rainey Blank & Bowerbank, contested each of Pacheco’s assertions, claiming the attorney attempted to mislead the council as far as its power to censure.

Pacheco also manipulated the exceptions he cited, García contended.

The VIP reception was not a public event as Pacheco argued, García said, and the $5,000 donation was not for the use of a public project, which would exempt an elected official from reporting it.

Furthermore, García added, in all his expense reports between September 2019 and April 2021, Valdivia failed to properly note the business purpose of a meeting and who he met with only when the meeting overlapped with campaign and fundraising events.

“Mayor Valdivia knew exactly what he was doing when he chose not to write down exactly what he was required to under board policy,” García said, adding: “We all know poverty all too well. … It is the reason why safeguarding public funds in a city like San Bernardino is more critical, more important, and it doesn’t matter, $1, $10,000, $5,000, it is city funds and it is the law not to deviate from safeguarding those tax funds and from safeguarding the integrity of public office.”

Several who spoke at the hearing commended the council for bringing the action forward Wednesday, calling the move to censure Valdivia a first step toward promoting accountability and transparency.

Some urged Valdivia to resign.

Speaking before the council, former City Attorney Gary Saenz said the city “cannot tolerate corruption,” adding that “corruption is one of the worst things San Bernardino has endured for decades.”

A handful of public speakers supported Valdivia, asserting he has brought businesses to town in his three years and generated jobs and sales tax dollars.

Other supporters called the proceedings “politics,” “a total waste of time and resources” and “political shenanigans.”

“This is not politics at all, not politics at all,” Shorett responded later in the evening. “We are holding a member of this body accountable for misusing public funds and not really doing what he was elected to do by the city of San Bernardino.”
