A bill to allow undocumented immigrants to get driver’s licenses in Massachusetts is all but law Thursday, passing the Senate with a large enough margin to overrule a veto from Gov. Charlie Baker.

The vote was 32 to 8, with five Democrats voting with the chamber’s Republicans against the bill, State House News Service (SHNS) reported. The margin was still more than the two-thirds majority needed to override a veto from the governor.

The Massachusetts House passed a bill allowing undocumented immigrants to obtain driver’s licenses in the state in February by a margin that would override a veto as well, according to SHNS.

Proponents of the bill have touted it as beneficial for road safety, the news service reported, asserting that the approximately 185,000 undocumented immigrants in Massachusetts would be tested before driving.

It could also prevent undocumented immigrants from fleeing police during a traffic stop for the sake of preventing identification as an undocumented immigrant and risking deportation, supporters say, according to SHNS.

“Allowing parents to drive their kids to school, take them to doctor’s appointments or be in charge of carpooling to take their kids to soccer, all without the concern they may be separated if they are pulled over, will allow children of undocumented immigrants to breathe and have a sigh of relief,” Sen. Adam Gomez, a Springfield Democrat and one of the bill’s main sponsors, told the news service.

Democrat Sens. Nick Collins of Boston, Anne Gobi of Spencer, Marc Pacheco of Taunton, Walter Timilty of Milton, and John Velis of Westfield voted against the bill, joining the Senate’s three Republicans, SHNS reported.

Before the bill becomes law, representatives from the House and Senate must reconcile the different language between the two bills, and then it must be signed by Gov. Charlie Baker. If he vetoes the bill, it would go back to the Legislature to see if the veto would be overridden.

Notably, the news service reported, the bill would only allow undocumented immigrants to obtain a standard Massachusetts license, not a Real ID license, which will be required to board domestic flights and enter certain federal buildings about a year from now.

To apply for a standard license under the new bill, an undocumented immigrant would need to show the RMV a foreign passport or a consular identification document, as well as a driver’s license from another state, a foreign driver’s license, a birth certificate, a foreign national ID card, or a marriage certificate from any U.S. territory.

During the debate over the bill Thursday, SHNS reported, the five Democrats and three Republicans argued for having driver’s licenses issued to undocumented immigrants reflect their undocumented status in some form.

“Green card holders are required to explicitly demonstrate lawful presence, OK? We’re talking about a situation now where, under the current statute as I understand it, all the rules associated with determining lawful presence are going to go away. That’s a problem,” Baker said.

“It basically means, in some respects, the Registry is going to be flying blind with respect to what it issues when it issues these licenses. And it puts tremendous pressure on cities and towns to do the cleanup on the back end.”

Sixteen other states already allow undocumented immigrants to acquire licenses.

Despite the overwhelming support from the Legislature, Massachusetts residents are split on allowing undocumented immigrants to get driver’s licenses, a recent poll showed.

A Suffolk University-Boston Globe poll of 800 Massachusetts residents published Monday found that 46.6% of residents oppose the measure, while 46.1% support it. About 7% are undecided.

Tying the conversions to general rehabilitation of those streets might lead to some cost savings, Cathey said.

While there could be some cost savings by doing the conversions along with general rehabilitation, Public Services Director Andrew Beamer said he doesn’t think that would bring costs down substantially. He added that the one-way sections of Wolcott and Durbin are not on the city’s upcoming capital improvements schedule for general rehabilitation and are “at least five years out.”

Councilmember Bruce Knell said he thinks it is important the one-way conversions happen sooner rather than later, particularly with the city investing in improvements to Center Street off of Interstate 25, in part to direct people into the downtown area.

“I think it is imperative it gets done,” Knell said, suggesting that the city keep it as a priority in case the city sees unexpected cost savings on other projects.

Councilmember Jai-Ayla Southerland asked Napier if he could provide more detail about the federal money that may be available for the project. Napier said that the city put out a request through the Wyoming Association of Municipalities to seek how municipalities might have access to Infrastructure Investment and Jobs Act dollars allocated to the state, but that an answer to this question remains “very unclear.”

Travis Almond was commuting home from work Wednesday evening, heading east on Interstate 8 in Mission Valley, when he encountered a patch of slower traffic from a wreck in the median ahead of him.

As he approached, Almond quickly realized it was something more than just a crash when he saw a California Highway Patrol officer and another man struggling for control of the officer’s gun. Both men were standing and all four of their hands were on the weapon.

The officer’s leg was “already soaked in blood,” Almond said.

He immediately pulled over and rushed to help the injured officer, who has since been identified as Tony Pacheco, while other good Samaritans subdued the man with whom the officer had been struggling.

That suspect, 25-year-old San Diego resident Yuhao Du, was scheduled to be arraigned Friday on three felony charges, including attempted murder of a police officer. But Du — a graduate student studying physics at UC San Diego — was not brought to court because of undisclosed medical reasons, and his hearing was postponed until Tuesday.

Pacheco, a San Diego native who has worked for the CHP for seven years, sustained a serious injury to his right thigh, but was in stable condition as of Thursday in a San Diego hospital. The CHP’s San Diego-area commander, Capt. Taylor Cooper, said Pacheco is expected to make a full recovery.

At a news conference Thursday, Cooper thanked the people who stepped up to help.

“In our eyes, they are heroes,” Cooper said. “Without the public, this may have had a different outcome.”

Almond said it wasn’t until later that he gave serious thought to how dangerous the situation could have been.

“You pull up and see something like that, it’s just fight or flight, and you go based upon your moral compass,” Almond said Friday in a phone interview. “It was a surprise, and I learned something about myself.”

Almond said he parked his pickup in a way that would have blocked Du’s wrecked Audi from a possible escape, then ran toward the struggle. As he arrived, the two men had separated and Pacheco fell backward onto the ground.

“He was bleeding out and told me ‘tourniquet,'” Almond recalled, noting the injury appeared to be on the inside of Pacheco’s right thigh. “I grabbed my sweatshirt from the back of my truck and tied it around his leg.”

Almond said the sweatshirt wasn’t stopping the bleeding, but a nurse still dressed in blue scrubs pulled up on a motorcycle, and Pacheco told the men to take off his belt and use that instead. Despite his injury, Pacheco remained calm, according to Almond, who said the officer asked him to call 911.

“It was the officer being calm and telling us what to do that made the difference,” Almond said.

When Almond phoned 911, too many others were already calling, and the line was busy, he said. That’s when he spotted the officer’s gun, out of its holster and on the ground, and he moved it to a spot he thought it would be safe. Then Pacheco asked Almond to grab the officer’s radio and hand it to him.

“He (radioed) in that an officer was down,” Almond said.

Meantime, other drivers who had stopped to help were trying to maintain control of the suspect by bending him backward on the concrete center divider. Almond described him as combative at times and submissive at other times. In a moment that was briefly captured on a witness’s cellphone video, Almond said he walked over and placed his hand on the suspect’s chest, telling him to calm down.

“For whatever reason, he did,” Almond said, describing the suspect as appearing “either heavily in shock or on drugs, or both.” Almond said the man was silent the entire time, with his eyes and mouth open wide.

Within about a minute of Pacheco’s radio call, law enforcement officers arrived.

The backup officers quickly took Du into custody and began helping Pacheco, including providing the nurse with a real tourniquet.

Almond was impressed with the police response, the investigation at the scene and the swift action by his fellow good Samaritans.

“The community came to help,” Almond said. “The officer is risking his life every day for us. It was nice to see the community coming to help him.”
