Ukraine attack prompts North Korea’s nuclear push | CTV News

If North Korea was looking for another excuse to forge ahead with its nuclear weapons program, it just found one in Russia’s invasion of Ukraine.

That one of the very few countries to have voluntarily given up a nuclear arsenal is now under attack from the same country it gave its warheads to will not be lost on Pyongyang.

In fact, analysts say, Moscow’s actions have gifted the reclusive Asian nation a “perfect storm” of conditions under which to ramp its program up.

Not only will North Korea use Ukraine’s plight to bolster its narrative that it needs nukes to guarantee its survival, but leader Kim Jong Un may find that, with all eyes on the war in Europe, he can get away with more than ever.

Divided over Ukraine, the international community will likely have little appetite for sanctions on the hermit kingdom; indeed, even unified condemnation of a recent North Korean ICBM test remains elusive. What’s more, the boycott of Russian oil and gas could even open the door to cut-price energy deals between Pyongyang and Moscow — ideological allies whose friendship harks back to the Korean war of the 1950s.

In the worst-case scenario, experts even wonder whether this is the start of a once unthinkable chain of events that could end with a return to inter-Korean conflict, perhaps even with the North invading the South — though most see this as highly unlikely.

As professor Andrei Lankov of Kookmin University puts it, the lesson North Korea has learned from Russia’s war in Ukraine, is simple:

“Never, ever surrender your nuclear weapons.”

A NUCLEAR LESSON, FROM UKRAINE TO SADDAM AND GADDAFI

Moscow’s invasion of its neighbour has reinforced a message that has been playing on Pyongyang’s mind for decades, Lankov said.

When Ukraine was part of the USSR, it hosted thousands of nuclear warheads. It voluntarily handed these over to Russia after the Soviet Union collapsed in 1991, as part of a 1994 deal with the United States, United Kingdom and Russia which would guarantee Ukraine’s security, a deal known as the Budapest Memorandum.

Ukraine now finds itself under brutal attack from the very same country that signed the deal to protect its sovereignty — one that now repeatedly refers to its nuclear arsenal to warn the West off intervention.

Would Moscow have invaded if Ukraine had kept its warheads?

Most experts — and most likely Pyongyang too — think not.

“Now (the North Koreans) have got yet another confirmation (of this lesson) after Iraq, after Libya,” Lankov said.

Pyongyang regularly uses the experiences of Saddam Hussein and Moammar Gaddafi, the former leaders of Iraq and Libya, to justify its nuclear program, both to its own people and the world. Both strongmen leaders lost their grips on power — and ultimately their own lives — after their own nuclear ambitions came grinding to a halt.

The Russian invasion will bolster that narrative, but in doing so it could also have a “very negative impact” on the mind of North Korea’s own strongman leader, according to Lee Sang-hyun, president and senior research fellow of the Sejong Institute.

He says Kim is likely to respond in only one way: by becoming “even more obsessed with his nuclear weapons and missile capabilities.”

PYONGYANG’S CARTE BLANCHE

Even before the invasion, North Korea had shown signs of ramping up its nuclear ambitions.

On Saturday, it held its 14th missile launch of the year — up from just four tests in 2020 and eight in 2021. One of the missiles tested this year was believed to be an ICBM (intercontinental ballistic missile) that is assumed capable of hitting the mainland U.S. That was the first ICBM test since 2017 and was widely seen as a harbinger of tests to come.

Kim made clear his intention to go full speed ahead with his nuclear program at a military parade on April 25.

And commercial satellite images suggest Pyongyang is trying to restore access to its Punggye-ri underground testing site, according to South Korean officials and think-tanks.

U.S. officials tell CNN North Korea could be ready to resume nuclear testing later this month.

Against this background the Russian invasion — and the international sanctions that followed — have created a “perfect storm” of conditions for Pyongyang to operate in, analysts say.

“There are some interesting, perhaps unintended consequences for the Western response against Russia in particular, which is that a Russia that has been completely isolated from the global economy and put under tremendous sanctions pressure. I think it has very few incentives to enforce sanctions against North Korea,” said Ankit Panda, a senior fellow in the Nuclear Policy Program at the Carnegie Endowment for International Peace.

A clear split among United Nations Security Council permanent members — Russia and China on one side, the U.K., U.S. and France on the other — means any unified decision to punish North Korea is impossible.

“It’s quite clear that China and Russia will block additional sanctions and frankly it’s not quite clear, what else can you possibly sanction,” Lankov said.

Even a seventh nuclear test may not provoke the usual negative response from Beijing, “China is not going to be happy enough about nuclear tests, but they will swallow it,” Lankov said.

CASHING IN WITH AN OLD FRIEND

If anything, North Korea may even benefit financially as other countries boycott Russian oil and gas. The cash-strapped country would be more than happy to take up some of the slack, potentially at a discount, and deal with a Russia no longer constrained by U.S.-led sanctions against the North.

“I think that Russia is going to provide more economic support and energy support to North Korea,” said Ramon Pacheco Pardo, the KF-VUB Korea chair at the Institute for European Studies of Vrije Universiteit Brussel.

“Oil and gas, certainly but it could also include food… fertilizers, it could be all sorts of economic aid North Korea wants.”

That Pyongyang would side with Moscow in a new world order is not a surprise.

Relations between the two countries were forged by the Korean War of 1950-1953, and they shared a communist ideology for decades.

The former Soviet Union was a major benefactor to North Korea, financially propping the Kim regime up. While that task has now transferred to China, the return of Russia to strongman rule under President Vladimir Putin has put a new shine on the relationship.

“(Pyongyang) were sort of disgusted about the democratic and liberal or semi-democratic, semi-liberal Russia which used to exist, and they basically greeted Vladimir Putin as a leader who was driving the country into the right direction,” Lankov said.

Kim’s fleeting dance with the U.S. — holding three meetings with former U.S. president Donald Trump that ultimately yielded little — only reminded him his more natural and lucrative allegiances remain with China and Russia.

Pyongyang for its part has made clear where it places the blame for the war in Ukraine. “The root cause of the Ukraine crisis lies totally in the hegemonic policy of the U.S. and the West which indulge themselves in high-handedness and arbitrariness towards other countries,” its Foreign Ministry said.

WOULD NORTH KOREA INVADE THE SOUTH?

Since Russia’s invasion, North Korea’s rhetoric towards South Korea has changed.

Last month Kim’s sister, Kim Yo Jong, warned that if South Korea was to confront the North militarily its army would “face a miserable fate little short of total destruction and ruin.”

Threatening language from Pyongyang is nothing new — a U.S. official once described being insulted publicly by North Korea as like a “badge of honour.”

What is new is that since the invasion, experts like Lankov have been asking whether North Korea would consider an invasion of the South again — more than seven decades after its invasion in 1950 sparked the Korean War.

That question has for years been dismissed out of hand. Most experts still see the changes as negligible, but the fact it is even being discussed is noteworthy.

“North Koreans are probably dreaming again about something that (they) used to take seriously, but in recent decades nearly forgot. That is conquest of the South,” Lankov said.

For now, the idea seems fanciful. But the future is another matter.

“Maybe, just maybe, the American President of the year 2045 or 2055 will not risk San Francisco in order to save Seoul,” Lankov said. “(By then) North Koreans could use ICBMs, maybe nuclear armed submarines to (terrify) Americans, to blackmail Americans out of the conflict.”

AUSTIN, Texas — One of the busiest trade ports on the U.S.-Mexico border remained effectively closed Wednesday as frustration and traffic snarls mounted over orders by Texas Gov. Greg Abbott requiring extra inspections of commercial trucks as part of the Republican’s sprawling border security operation.

Since Monday, Mexican truckers have blocked the Pharr-Reynosa International Bridge in protest after Abbott last week directed state troopers to stop and inspect trucks coming into Texas. Unusually long backups — some lasting 12 hours or longer — have stacked up elsewhere along Texas’ roughly 1,200-mile border.

The Mexican government said that Abbott’s order was causing “serious damage” to trade, and that cross-border traffic had plummeted to a third of normal levels. On Wednesday, White House spokeswoman Jen Psaki called Abbott’s order “unnecessary and redundant.”

The gridlock is the fallout of an initiative that Abbott says is needed to curb human trafficking and the flow of drugs. Abbott ordered the inspections as part of “unprecedented actions” he promised in response to the Biden administration winding down a public health law that has limited asylum-seekers in the name of preventing the spread of COVID-19.

But critics question how the inspections are meeting Abbott’s objective, while business owners and experts complain of financial losses and warn U.S. grocery shoppers could notice shortages as soon as this week.

Frustration is also spreading within members of Abbott’s own party: Texas Agriculture Commissioner Sid Miller, a Republican, called the inspections a “catastrophic policy” that is forcing some trucks to reroute hundreds of miles to Arizona.

“I do describe it as a crisis, because this is not the normal way of doing business,” said Hidalgo County Judge Richard Cortez, whose county includes the bridge in Pharr. “You’re talking about billions of dollars. When you stop that process, I mean, there are many, many, many, many people that are affected.”

The shutdowns and slowdowns have set off some of widest backlash to date of Abbott’s multibillion-dollar border operation, which the two-term governor has made the cornerstone of his administration. Texas has thousands of state troopers and National Guard members on the border and has converted prisons into jails for migrants arrested on state trespassing charges.

Abbott warned last week that inspections would “dramatically slow” border traffic, but he hasn’t addressed the backups or port shutdowns since then. The governor planned a press conference for Wednesday afternoon in Laredo.

In a video posted to Instagram, Nuevo Leon Gov. Samuel García said he planned to meet with Abbott on Wednesday and reassure him that “he has no reason to worry over drugs, nor migration.” The video showed aerial shots of the Colombia port of entry upriver from Nuevo Laredo and images of Mexico authorities inspecting trucks. He said Mexico would implement “specific checkpoints” on Thursday “to show that there is not a single trailer carrying any of the two issues that we know worry him.”

The disruptions at some of the world’s busiest international trade ports could pose economic and political threats to Abbott, who is seeking a third term in November. Democrat Beto O’Rourke, the former presidential candidate who is running against Abbott, said during a stop in Pharr on Tuesday that the inspections were doing nothing to halt the flow of migrants and were worsening supply chain issues.

He was joined by Joe Arevalo, owner of Keystone Cold, a cold-storage warehouse on the border. He said that although Texas troopers have always inspected some trucks crossing the border “they’ve never, ever, ever held up a complete system or a complete supply chain.”

An estimated 3,000 trucks cross the Pharr bridge on a normal day, according to the National Freight Transportation Chamber. The bridge is the largest land port for produce, such as leafy green vegetables, entering the U.S.

Mexico supplies about two-thirds of the produce sold in Texas.

“We’re living through a nightmare, and we’re already suffering through a very delicate supply chain from the pandemic and to try to regrow the business,” Arevalo said.

The additional inspections are conducted by the Texas Department of Public Safety, which said that as of Monday, it had inspected more than 3,400 commercial vehicles and placed more than 800 “out of service” for violations that included defective brakes, tires and lighting. It made no mention of whether the inspections turned up migrants or drugs.

Jerry Pacheco, executive director of the International Business Accelerator and president of the Border Industrial Association, said the protests were costing businesses millions of dollars a day.

“It’s going to affect all of us, all of us in the United States. Your car parts are going to be delivered late, your computer — if you ordered a Dell or HP tablet, those are going to be disrupted.”

Ed Anderson, a professor at the McCombs School of Business at the University of Texas at Austin, compared the disruptions to those caused by February’s trucker blockade in Canada that forced auto plants on both sides of the border to shut down or scale back production.

Anderson said consumers would likely begin noticing the effects by the end of this week, if not sooner.

“Either prices are going to spike or shelves are going to be low,” he said.

UCSD student accused in shooting of CHP officer pleads not guilty by reason of insanity

A UC San Diego physics graduate student pleaded not guilty by reason of insanity Tuesday to attempted murder of a peace officer stemming from an incident last month when a CHP officer was shot during a struggle over his gun along a busy freeway in Mission Valley.

Yuhao Du, 25, also entered a standard not guilty plea during his brief arraignment in San Diego Superior Court, with his mother — Xiuqin Li, a physician who flew in from China to attend — in the courtroom.

After the hearing, Li read a statement, translated by her son’s defense attorney Anna Demidchik.

“Yuhao has always been a very good, responsible, hardworking kid with big dreams. That’s why we supported his desire to study physics in the United States. It breaks my heart to see him in this situation,” Li said.

“But I trust the American justice system to get to the bottom of the problem and to come to the right resolution of this issue.”

Du, who is in the United States on a student visa, could face life in prison if convicted.

Officer Tony Pacheco is recovering from a gunshot to his right thigh. He was released from the hospital days after the shooting.

It is not common for a defendant to plead not guilty by reason of insanity in San Diego, and it is rarely done at the initial arraignment when the case is still in its infancy.

Since 2010, the District Attorney’s Office has filed more than 450,000 cases, data from the office show. Defendants pleaded not guilty by reason of insanity in just 87 of those cases. Among those cases, 13 people were found not guilty by reason of insanity.

“It was a difficult decision for us to make to take this plea, and we discussed it with Mr. Du extensively but we believe under the circumstances it’s the best way to go,” Demidchek said after the hearing.

She declined to discuss whether Du has been diagnosed with a mental illness, or his state of mind, but did say he has received medication while in jail.

No new details of the freeway incident were shared during Du’s brief arraignment, which had twice been delayed since his arrest after the April 17 incident in evening rush hour traffic.

Authorities say Pacheco stopped to helped Du, who had crashed his car into the center divide along Interstate 8 under an Interstate 805 overpass about 6:20 p.m. As soon as Pacheco arrived, they said, Du lunged at him.

People in the slowed traffic saw the struggle, and some rushed to help the wounded officer and restrain Du. The aftermath of the incident was captured in several cellphone videos.

It’s not clear if the struggle or shooting was caught on camera. CHP officers don’t generally wear body cameras, and authorities have not said the incident was recorded on his dashboard camera.

Demidchek said Du came to the U.S. in 2015, and earned two undergraduate degrees — one in physics, and one in math. He continued his physics studies in graduate school.

“He’s in love with physics,” Du’s attorney said. “He finds it to be a beautiful thing. He’s been in love with physics since he was 14 years old.”

She said Du’s family is “shocked and heartbroken” by the situation, and are determined to support their son through it.

In her statement after the hearing, Du’s mother also offered sympathies from herself and her husband to Pacheco and his family, and wishes for a fast recovery.

“What happened must be extremely traumatizing not just for the officer to get hurt in the line of duty, but also to his family,” Li said. “It must be heartbreaking for the officer’s wife, who is carrying his child, to go through this and also to take care of their children.”

Aside from attempted murder of a peace officer, Du is charged with assault on a peace officer with a semi-automatic firearm and attempting to take a firearm from a peace officer.

The criminal complaint includes several allegations, including intentional and personal use of the gun.

Superior Court Judge Laura Halgren ordered Du to remain jailed without bail. He is due back in court in July.
