Northwest Indiana animal shelters overcrowded

Animal Shelter workers over at Humane Indiana’s Munster shelter felt a sense of relief over the July 4 holiday in that the feared influx of dogs getting loose during all the fireworks extravaganzas didn’t appear to come to fruition.

Animal shelters all over Northwest Indiana posted the warning to their social media pages — “More pets get lost on July 4 than any other day of the year,” read the Whiting Animal Shelter’s, with tips such as “Put them on a leash and walk them in your yard. Don’t leave them unsupervised. Put locks on gates. If you’re having people over, confine them to a room so they don’t run out. Put tags on with address and phone number. Write it on collar if you don’t have tags.” Hopefully, its warning read, pet owners loved their pets enough to want to keep them safe.

The Lake County Animal Control and Adoption page issued a similar warning.

“We are reaching out with an important message regarding our intakes and adoptions!” its July 2 announcement read. “This is a busy time for canines escaping due to fireworks. Currently we are at max capacity for both felines and canines. This is due to the number of strays, unclaimed (owned) animals, and owner surrenders. With more adoptions we will be able to open up for more intakes and help more animals find forever homes.

“Please keep us in mind when looking for a forever pet. An animal adopted not only helps that animal but allows us to help intake more animals.”

If the intake not getting worse Northwest Indiana shelters over the holiday was the good news, it was also small comfort. What does appear to be happening is more complicated and, by all measures, worse. The shelters are seeing alarming numbers of surrenders and strays, mostly because inflation and housing has become a struggle for many.

Jessica Petalas, shelter director for Humane Indiana’s Munster shelter, said their shelter population has “skyrocketed” all summer with the perfect storm of strays and surrenders. Quite a few of the strays do have identifying information for their owners, she said, but they haven’t been as successful as they need to be in reuniting the pets to their people.

But worse, she said, is families having to give up their pets because they can no longer afford to keep them, she said. Families forced to move from their homes — be it through foreclosure or eviction moratoriums catching up — are finding fewer and fewer pet-friendly options in which to go.

“It’s been the highest intake in the last decade, and it’s been worse for adoptions,” Petalas said. “People are surrendering their animals because they’re being forced to move, and when rent is way more than a mortgage, you have a crisis.

“It’s really sad, because we wish we could keep these families together.”

Humane Indiana used to keep a website listing pet-friendly housing, but it’s been harder and harder to find places that are, Petalas said. One apartment-finding website, apartmentguide.com, found three pet-friendly apartment complexes under $1,500 per month, with the lowest starting at $750 per month.

Another site, apartments.com, listed five pet-friendly complexes, of which the least expensive rent started at $950.

Another factor in the high shelter populations is that people believe the COVID-19 pandemic is over, or at least abated enough that they can be out and about more than they want to stay home and train a puppy, she said.

“It’s all causing lower adoptions, and there’s not a lot we can do,” Petalas said. “When people suffer, animals suffer, too.”

Yet there always seems to be a demand for pets, Petalas said, especially puppies. While she can vouch for the many she has at the Munster shelter, she said all shelters will have something to meet everyone’s wants and needs.

“We have puppies available all the time. We’re a no-kill shelter, so we take puppies from kill-shelters,” Petalas said. “There’s something for everyone here that you don’t have to go and buy.”

For people struggling with pet food costs, there a few places who can help. Humane Indiana has a pet food pantry for anyone who needs help, as do several other shelters, Petalas said. Best Buddies Pet Pantry in Chesterton, and the St. John Township Food Pantry are other places that can help.

Oath Keepers Brought Explosives To D.C., Had “Death List” Of Election Officials, Say Prosecutors

Oath Keepers leader Stewart Rhodes may be demanding a public hearing, where he can tell his side of the January 6th story, but it seems that law enforcement has plenty of information on him and his group even without his testimony. Among other things, prosecutors say that they have evidence that Oath Keepers transported explosives along with weapons intended for the attack.

[Photo by Philip Pacheco/Anadolu Agency/Getty Images]

Indictment documents for Rhodes, along with eight other Oath Keepers members (Kelly Meggs, Kenneth Harrelson, Jessica Watkins, Roberto Minuta, Joseph Hackett, David Moerschel, Thomas Caldwell, and Edward Vallejo) carry a long list of allegations, including caching weapons off-site on the outskirts of D.C. with Quick Reaction Forces, or QRFs; planning the attack in advance, including discussing plans for violence; and continuing to plan violent actions after the failed insurrection.

However, that’s not the end of what prosecutors are alleging against the group. According to CNN, a search of Caldwell’s home produced a handwritten “death list,” the names on which included a Georgia election official and a member of that individual’s family. (Caldwell denies being part of any assassination plot.)

That’s not all — the filing also alleges that Oath Keepers members transported explosives to the aforementioned QRFs, and were in possession of documents on bomb-making.

Furthermore, the filing, in portions shared by a CBS Congressional correspondent, also mentions the plan for ongoing violence planned with “government actors,” between the failed insurrection and Joe Biden’s inauguration.

Justice Dept says it has evidence an accused OathKeepers conspirator had “bomb making instructions”, another had “death list” w/ names of Georgia election officials

And another figure had “transported explosives” to DC

“…evidence that certain co-conspirators, including Stewart Rhodes, Kelly Meggs, and Jessica Watkins discussed and prepared for violent conflict with government actors after January 6 and before January 20…”

Note that the original indictment also shows Rhodes purchasing thousands of dollars worth of weapons and gear in the days following January 6th, and in advance of the inauguration.

Daily Report – Bitcoin and Market Update (July 13 2022) – The Birb Nest

HTF 12H:

The middaily chart continues to chop around a mid-range level of 19000 USD.

Following today’s 9.1% CPI YoY June readings, the risk-on markets have reacted sharply to the downside.

The CTF Trailer has adjusted the breakout threshold downwards to the 21118 USD level. For now, this is the main breakout level that needs to be reclaimed by the bulls, in order to recover the control over the rmarket.

Until that happens, BTC is under the bearish pressure and the bears hold the upper hand.

MTF 4H:

The MTF chart displays an invalidated trend line support at 19500 USD, following the CPI news breakdown.

Broken patterns tend to perform stronger in the opposite direction than anticipated just on the breakout itself. That means, that the broken trend line is rather anticipated to indicate more selling pressures in the near future.
Furthermore, relevant support levels rest at $18985 (19000 USD) and $17104 as given by the BPRO. At the same time, the BPRO Level Lines define resistances at following anchors:

28600
21440

These levels could be anticipated to serve as level-to-level references. In other words, when one level is breached, the next one in the direction of the movement

LTF 1H:

The short-term price action gives a closer look into the failed trend line pattern.

The failed breakout typically gets a more violent breakdown, which was additionally triggered by the exogenous price shock from the CPI prints.

Price action wise, the previous support areas indicate technical anchors at $18595, and $17592. Fairly close proximity of those levels may suggest forming a support cluster within the region defined by those boundaries.

A clean break below the upper support may indicate further cascade of sell-offs and following a retest of the range lows for the consolidation pattern, at 70-75% drawdown off the peak.

Short-term traders would rely on the volatility derived from the macroeconomic readings today, and tomorrow for the jobless claims. Both event trading days may increase volatility, and risk, resulting in losses.

FEAR/GREED INDEX:

At 15 points on the scale, the extreme pessimism saga continues.

It will soon have been a full month since BTC entered the depths of the capitulation stage, which does not seem to be confirmed complete just yet.

Typically, there has been 80-90% drawdown off the peaks, to put in the cyclical trough in the price action.

If history is of any lesson, then more pain may be expected, along with the sentiment deterioration.

As behavioral finance learns, the underinformed herds are always wrong at the extremes. This may come out as a brutal claim. However, the practice proves it is correct.

Contrarians may use this approach to scale in with the purchases, when there is “blood in the streets”. Buying into extreme fear has historically yielded better returns than selling into it.

Casper amends proposal to keep nonprofit grant program alive with $2.25M in one-cent funds

CASPER, Wyo. — A grant program supporting nonprofit organizations has been restored to Casper’s latest proposal for use of one-cent optional sales tax dollars over the next four years if voters choose to renew the tax this November.

After a range of nonprofits told the Casper City Council the loss of support from one-cent under city staff’s original proposal could hurt the services they provide to thousands of Casper area families, City Manager Carter Napier presented the City Council during its Tuesday, July 12 work session with a way to keep the grant program alive over the next four-years.

The proposal would direct $2.25 million in one-cent dollars toward the grant program over the next four years. That would be a reduction from the $3.05 million the grant program supporting nonprofits was allocated during the current four-year one-cent cycle.

Other aspects of the city’s overall one-cent proposal need to be changed to support the nonprofit grant program. Part of the reason staff’s initial proposal was to eliminate the grant program was because the list of needs city leaders see for use of one-cent far exceed the $64.5 million it expects the tax will generate if renewed for the next four years. The City of Casper anticipates its share of one-cent optional sales tax revenues will total $64.5 million over the next four years if voters choose to renew the countywide tax this November. The $64.5 million is enough to fund just over half of the $128.8 million in requests Casper department heads identified as top priorities when coming up with an initial proposal for the City Council to consider.

$1 million for the design of a new Fire Station 1 would no longer come from the next one-cent cycle under the proposal Napier presented to the City Council on Tuesday. However, he said it is still important the design get completed and recommended the City Council allow staff to use excess revenues from the current four-year one-cent cycle which staff estimate will total around $5 million.

Councilmember Bruce Knell recommended the city rely on its Opportunity Fund rather than the projected one-cent overages from the current cycle to avoid getting into the practice of funding things based on revenue that has yet to be collected. Napier said he would be comfortable leveraging the Opportunity Fund for the design of the fire station.

An additional $600,000 included in staff’s initial one-cent proposal was money intended to help leverage grants for a fiber optics project. To help make room for the nonprofit grant program, Napier recommended that instead be funded through the Opportunity Fund.

Staff then presented the City Council with two different options to come up with the remaining dollars under the proposed one-cent plan for the nonprofit grant program. Napier said the $1.3 million proposed to help keep swimming pool fees low could be reduced in half.

The other option besides reducing that swimming fee subsidy would be to reduce some funding for facilities maintenance. Parks, Recreation and Public Facilities Director Zulima Lopez walked the City Council through the details of what that reduction could mean during the work session.

After Councilmembers Knell and Lisa Engebretsen spoke against reducing the swimming pool subsidy, the City Council agreed to reduce the funding for facilities maintenance to come up with the remaining funding for the $2.25 million one-cent grant program.

While the City Council talked about how the one-cent grant program would work, Mayor Ray Pacheco suggested Tuesday that discussion be held at a future work session.

Councilmember Jai-Ayla Southerland requested some other modification to the staff proposal relating the the police department’s requests. She recommended directing $150,000 the police department requested for the purchase of an armored vehicle to put toward work at the Metro Animal Shelter. She also asked whether it might be possible to direct some of the $5.35 million the police department asked for toward other vehicle purchases toward Metro Animal Shelter instead.

Napier advocated against modifying the proposed budget for police vehicles or for the armored vehicle, arguing that vehicle was needed for safety. While the Natrona County Sheriff’s Office has an armored vehicle that can be used in emergencies throughout the community, Councilmember Steve Cathey said a second one could have added additional protection for officers responding to situations like a standoff that occurred in Evansville earlier this year.

Knell said he thinks he has been a strong supporter of the police department but that people commenting on social media in response to a story about the police department’s proposed purchase of the armored vehicle seemed mostly against the purchase.

Rather than decide about the armored vehicle, Napier suggested the City Council move $150,000 out of the police department’s police vehicle request toward Metro Animal Shelter.

With the City Council tentatively agreeing to the proposals on Tuesday, staff will begin to prepare a resolution for the City Council’s formal consideration. Passing a resolution establishing projects that could receive one-cent funding over the next four years if voters renew the tax is a way of making a commitment to residents as to how revenues from the tax will be used.

Several on the City Council talked about the importance of being able to make compromises in order for communities to function well together. The City Council’s full discussion of one-cent can be heard starting around the 1 hour, 15 minute mark in the YouTube recording of Tuesday’s work session:
