WALNUT CREEK — As one of the region’s larger school districts, Mount Diablo Unified has seen its share of recent political battles, but a state hearing this week could reopen an especially contentious issue that has drawn comparisons to racial segregationist movements.

The California Board of Education will review a proposal led by families in Walnut Creek’s Northgate neighborhood to split off from the Mount Diablo district and form their own public school district with about 3,700 students and $35 million in state funding for local control.

If the state board grants the proposal – which its staff recommends against – it could clear the way for voters to decide if Northgate High School, Foothill Middle School and Bancroft, Valle Verde and Walnut Acres elementary schools can go their own way.

The proposal before the state is an appeal of the Contra Costa County Board of Education’s 3-2 decision in 2017 to reject the Northgate secession attempt, citing in part that it would discriminate against other ethnicities, namely Latino families, by removing some of the county’s higher-income, white students from the district.

Median household income in Mt. Diablo Unified is $102,575, according to the 2020 American Community Survey data compiled by Census Reporter. By comparison, median household income for the Northgate High School census tract is $179,830.

There’s a long history of Northgate families seeking to leave Mt. Diablo. An effort in 2008 to have the Northgate community annexed into the Walnut Creek K-8 school district and Acalanes Union High School District was unsuccessful. But the last attempt created so much backlash that the secession organizers – Northgate CAPS – doubt they stand a chance of winning the state board’s favor, saying recently on Facebook that the issue has become “too political.”

If the state grants the appeal, all Mount Diablo Unified voters would decide in an election if the Northgate schools can separate from the district, though the secession leaders have made clear they prefer that only voters in the Northgate area have a say.

The split would reshape the demographics of Mount Diablo Unified, which serves around 29,000 K-12 students at campuses in Concord, Walnut Creek, Pleasant Hill, Martinez, Clayton, Pittsburg and Lafayette, as well as the Pacheco, Bay Point and Clyde communities.

Only about 16% of students in the proposed new district would be Hispanic or Latino and 51% would be white, per the state board’s staff report. That’s in stark contrast to the district’s current demographics, in which 45% of the student body is Hispanic or Latino and just under 30% is white.

And while the secession movement is centered around Walnut Creek public schools, it notably excludes two nearby Mount Diablo Unified campuses — Ygnacio Valley High and Oak Grove Middle — where respectively 80% and 85% of the student bodies are Hispanic or Latino, per state data.

The group, which didn’t respond to multiple interview requests, argued in its original 2017 proposal that Mount Diablo Unified’s population had become bloated and that carving out a new district would allow both districts to focus more closely on helping students “reach their potential.”

“Unfortunately, we know what financial distress in MDUSD looks like because we saw it in the last recession – deeper cuts than occurred in any of the neighboring districts, including elimination of sports, music and drama programs, layoffs of valued site-level teachers and staff, and more contentious relationships with educators and parents,” the group’s proposal stated.

Meg Honey, who returned to teach history at Northgate High this summer after leading the anti-secession movement during her last tenure at the school, said the group’s rhetoric feeds into a “deeply shameful” national trend of certain schools seeking to ditch their districts rather than share resources and knowledge.

Studies show that a successful effort by families in 2015 to secede from districts in Alabama increased segregation of Black and Latino students from schools with higher white populations.

The Los Angeles Times reported last year that a drawn-out effort to break off majority-white schools in Malibu from a more diverse joint district in Santa Monica is likely to last for years.

“We have deep concern that if this corner of the district were to break off, we would have no hope for students in other parts of the district to benefit from collective knowledge or collective commitment to improve district programs, services and processes,” Honey said in an interview.

This is just the latest political skirmish in Mount Diablo Unified, where the district’s diverse politics are often laid bare at contentious Board of Trustees meetings. Last year, some families unsuccessfully tried to recall the entire school board after the district took until late March to reopen campuses for in-person learning following a deadly COVID-19 winter surge.

The recall campaign, which died in the petition-gathering stage, had pivoted by the end to lambasting the district’s financial management and transparency. The same cause was championed by Northgate’s secession movement in 2017, which at the time secured more than 6,000 signatures from about 25% of neighborhood voters to force the vote by the county Board of Education.

According to the state education code, the state must consider nine criteria in a secession proposal, including the disruption to educational programs, increased racial segregation or discrimination, and financial burden for Mount Diablo.

County Supervisor Karen Mitchoff, a graduate of Mount Diablo Unified’s College Park High in Pleasant Hill, said the secession effort has always struck her as elitist and exclusionary.

“It feels spurious at best and mean-spirited at worst,” Mitchoff said in an interview. “I am very hopeful that the state board will turn them down.”

RIO DE JANEIRO, BRAZIL – Brazilian President Jair Bolsonaro on Wednesday met with the new presidents of the Chamber of Deputies, Arthur Lira, and of the Senate, Rodrigo Pacheco, to present his ideas on healthcare, economic recovery and state reform, to be debated in Congress.

Lira, from the Progressive Party, and Pacheco, from the Democrats Party, were elected by their peers on Monday, both with Bolsonaro’s support.

“This dialogue did not begin today, it began during the campaign itself. We have suggested guidelines for the presidents of the House and the Senate, and they can be absolutely sure: the climate . . .
