A second bus carrying immigrants from Texas arrived in Philadelphia on Monday morning, a twice-in-six-days sequel that propelled the city to offer fresh welcome to more weary, uncertain travelers from the border.

Immigration advocates said the bus with an estimated 48 Spanish-speaking passengers was sent by Gov. Greg Abbott. The bus landed outside 30th Street Station in freezing temperatures, welcomed by more than 20 immigrant leaders, city officials and volunteers, some of whom had waited hours to help provide a greeting.

They immediately handed out blankets and, to a toddler, a puffy winter coat.

Shortly after the bus arrived at 9:45 a.m., Abbott tweeted that “Texas has bused over 13,500 migrants to sanctuary cities” — and ticked off the numbers, including 8,400 to Washington, D.C.; 3,800 to New York City; 1,200 to Chicago; and as of Monday, almost 100 to Philadelphia.

Local advocates believe that more buses could be coming soon and say they’re ready to provide a warm, safe welcome.

Most of the arrivals on Monday were men. All aboard had crossed the border from Mexico into Texas, and all have permission to be in the United States, at least for now. The travelers originally came from Nicaragua, Cuba, Ecuador, Peru and the Dominican Republic.

About 30 riders were quickly transferred to a waiting Southeastern Pennsylvania Transportation Authority bus, to be moved to a city welcome center in North Philadelphia. There they would be offered additional drinks, food, medical screenings and temporary shelter.

Passengers Mayra and Kevin Arvoledo described a harrowing two-month journey from Ecuador. Some others making similar treks died along the way, they said.

The couple and their 3-year-old daughter, Sofia, are headed to Connecticut to be with family. As volunteers zipped Sofia into a warm jacket, Kevin described being overwhelmed by the kindness he’s been shown in Philadelphia.

“All these organizations have really made us feel welcome,” he said in Spanish as his family waited for relatives to pick them up.

Kevin Torres, with Casa de Venezuela, said those on the bus were in good spirits and had no emergency medical needs. One man reported having a broken leg but wanted to go to the welcome center before seeking medical help.

“He’s just thankful,” said Torres. “He just wanted a blanket and a cup of coffee.”

This bus, like the first, departed from Del Rio, a small border city 150 miles west of San Antonio.

The first arrived on Wednesday, sent by Abbott in what he said was an effort to bring “much-needed relief” to Texas’ border communities — and that Mayor Jim Kenney called a despicable political stunt, one that used immigrant families as pawns to push a “warped political agenda.”

Abbott announced that he had added Philadelphia to his target list of destinations.

Volunteers at the welcome center said most if not all of those aboard the second bus were seeking asylum — a legal means of staying in the United States for people who may be persecuted in their homelands.

Passengers told volunteers that in Texas they had been offered free bus rides to Philadelphia and other cities.

City officials and immigrant leaders reiterated on Monday that they were preparing for more buses from Texas, without knowing when they might arrive or how many people they might carry.

“We’re ready,” said Blanca Pacheco, co-director with Peter Pedemonti of New Sanctuary Movement of Philadelphia.

Amy Eusebio, executive director of the city Office of Immigrant Affairs, said officials were involved in short-term and long-term planning for more arrivals. The city expects to seek financial assistance to support the effort from the state and federal governments, though it wasn’t immediately clear what monies might be available.

Since the summer, the Office of Immigrant Affairs and the Office of Emergency Management have been preparing for the potential arrival of migrants on unscheduled, unanticipated bus routes from Southern states. Those agencies met regularly with 15 local community-based organizations, including Juntos, HIAS Pennsylvania, the Pennsylvania Immigration and Citizenship Coalition, and Nationalities Service Center.

At the welcome center on Monday, volunteers greeted the new arrivals with familiar foods, including arepas and empanadas, and helped them connect with family and legal resources. Most migrants did not plan to stay in Philadelphia, but to move on to join family members in other states.

Immigrant leaders wondered if the arrival of two buses in quick succession meant that more would be coming this week.

“We might end up Thanksgiving Day welcoming people at the train station,” said Casa de Venezuela founder Emilio Buitrago. “We don’t know.”

John Allen, a Democrat, has been elected sheriff of Bernalillo County, beating out Republican Paul Pacheco and Libertarian Kaelan Ashby Dreyer.

The 47-year-old said he is proud to be the first Black sheriff elected in the county.

Journal Pollster Brian Sanderoff called the race for Allen a little after 9 p.m.

With all vote centers reporting late Tuesday, unofficial results showed Allen had 54% of the vote, Pacheco had 42% and Dreyer had 4%.

Allen spent the evening at an election event alongside his cousin, Laura Montoya, who was winning her race for State Treasurer.

“I feel awesome, I’m excited,” Allen, a former Bernalillo County Sheriff’s Office deputy, said Tuesday night. “I have the honor and privilege of taking the seat. It’s about the citizens of Bernalillo County so for them to afford their trust in me means the world to me.”

After campaigning on the need to reform the sheriff’s office and contending that he was pushed out for disagreeing with sitting Sheriff Manual Gonzales, Allen said he’s ready to bring needed change, starting immediately. Gonzales could not seek reelection because of term limits.

“We’re a victim, all of us, of this crime and, as the chief law enforcement officer, that’s something I need to address immediately — not on Jan. 1,” Allen said. “That starts tomorrow. That’s something we will be working on and making plans for.”

Both Allen and Pacheco are veteran law enforcement officers who grew up in Albuquerque.

Allen spent 19 years with BCSO and four with New Mexico State Police and is a lead instructor at the Central New Mexico Community College law enforcement academy.

Pacheco, 58, was with the Albuquerque Police Department for 27 years before being elected to the New Mexico House of Representatives in 2013. In 2017, he was appointed deputy Cabinet secretary for the Corrections Department and then became deputy director of the Security Threat Intelligence Unit.

Dreyer — a 21-year-old activist and farmer — has never served in law enforcement and told the Journal he was running as a protest candidate.

In an incident that made national news last year, Dreyer was arrested amidst a scuffle over a so-called “Dongcopter” — a drone with a phallic object attached to it — during a mayoral campaign event for Sheriff Gonzales.

Dreyer’s friends had interrupted the event with the offending drone. Then, when it was grabbed out of the sky by the establishment’s owner, Dreyer tried to get it back, landing a glancing blow on Gonzales’ arm. He was charged with petty misdemeanor battery and misdemeanor resisting an officer, but the case was dismissed when prosecutors did not appear for hearings.

The race for Bernalillo County sheriff had grown contentious in its final stretch, with Pacheco airing ads calling Allen a “dirty cop” and Allen accusing Pacheco of colluding with Sheriff Gonzales.

Allen had been sued for an unlawful search when he was a rookie officer with State Police — an incident he has said he learned from.

In June, Gonzales submitted seven misconduct reports to the Law Enforcement Academy board appearing to allege that Allen had committed overtime abuse as a sergeant several years ago. However, a Department of Public Safety spokesman said that, because the allegations were older than 90 days and details were limited, the board could not investigate.
