Bay Area storm: High winds and heavy rains force new evacuation orders

The latest round in a gauntlet of high-powered storms made its way to the Bay Area early Monday, bringing new evaucation orders as local waterways filled — cresting over flood stage in some locations — and wind gusts reached more than 40 miles per hour, the National Weather Service said.

A high wind warning was in effect throughout the Bay Area overnight and was scheduled to end at 10 a.m. Wind gusts hit 44 mph in Oakland and 38 mph in San Francisco, risking damage in the form of fallen trees and branches. According to a frequently updated Pacific Gas and Electric Company outage map, thousands of customers were without power during the late Sunday and early Monday morning hours.

It’s going to get windier soon – Here’s a look at the timing of strong winds coming thru overnight with strongest winds occurring between 12-8 am. Be cautious of downed trees and powerlines, especially given the saturated soils. #CAwx pic.twitter.com/pNnxhFO561

While dangers from high winds were expected to calm after Monday morning, the region was forecasts for heavy-to-moderate rains throughout the day. Forecasts showed between one-half and three-quarter inches of rain headed to San Jose and San Francisco on Monday, and as much as one inch in Walnut Creek.

Saturated soils from prior storms increased chances of flooding near several Bay Area rivers and creeks. In an early Monday morning bulletin, the NWS warned of flood dangers at the Alameda Creek near Niles, Arroyo de la Laguna at Verona, Guadalupe River above highway 101 in San Jose, Coyote Creek above Highway 237 in Milpitas and in Edenvale, Pacheco Creek near Dunneville and the San Lorenzo River.

The agency warned of potential urban flooding on the Santa Cruz coast. Expected rainfall totals between one-half and two inches could flood areas with poor drainage, leading to a flood advisory in effect until 8:15 a.m.

The Santa Cruz County Sheriff’s Office issued an evacuation order for the lower-lying areas near Soquel Creek throughout the county. The Capitola Police Department ordered evacuations in the low-lying residences along lower Riverview and Capitola Village, which was heavily damaged after a storm last week.

With the San Lorenzo River at flood stage, evacuations have begun in the Felton Grove and Paradise Park areas. Soquel Creek has reached action stage. Check your zone at https://t.co/s5GvnC3vMN.

The Monterey County Sheriff’s Office issued an evacuation order Monday morning for low-lying areas of the Carmel River near Carmel-by-the-Sea. The county opened an emergency shelter for evacuated residents in the Monterey County Fairgrounds located at 2004 Fairground Road.

Storm warnings were enough to prompt a response from the White House. Late Sunday night, President Joe Biden declared an emergency in the State of California, ordering federal assistance to assist with response efforts for damage resulting from storms. The declaration authorized the Department of Homeland Security and the Federal Emergency Management Agency to coordinate disaster relief efforts in 17 California counties, including San Mateo, Santa Clara and Santa Cruz counties.

Pro-Bolsonaro protesters storm Brazil’s Congress, high court, presidential offices

RIO DE JANEIRO — Supporters of former Brazilian President Jair Bolsonaro who refuse to accept his election defeat stormed Congress, the Supreme Court and presidential palace in the capital on Sunday, a week after the inauguration of his leftist rival, President Luiz Inácio Lula da Silva.

Thousands of demonstrators bypassed security barricades, climbed on roofs, broke windows and invaded all three buildings, which are connected by the vast Three Powers Square in Brasilia. Some called for a military intervention to either restore the far-right Bolsonaro to power, or oust Lula from the presidency.

TV channel Globo News showed protesters roaming the presidential palace, many wearing the green and yellow colors of the national flag that also have come to symbolize the nation’s conservative movement, coopted by Bolsonaro.

The former president, who flew to the U.S. ahead of Lula’s inauguration, has not commented on Sunday’s events. The social media channels of his three lawmaker sons also were silent.

About 5:30 p.m. local time, less than three hours after the storming, security forces seemed to be regaining control of the presidential palace and Supreme Court’s surroundings, while thousands of protesters remained around Congress and on its roof.

The incidents recalled the Jan. 6, 2021, assault on the U.S. Capitol by supporters of then-President Donald Trump. Political analysts have warned for months that a similar storming was a possibility in Brazil, given that Bolsonaro has sown doubt about the reliability of the nation’s electronic voting system — without any evidence. The results were recognized as legitimate by politicians from across the spectrum, as well as dozens of foreign governments.

Unlike the 2021 attack in the U.S., it is likely that few officials were working in the Brazilian Congress and Supreme Court on a Sunday.

Videos on social media showed a limited presence of the capital’s military police; one showed officers standing by as people flooded into Congress, with one using his phone to record images. The capital’s security secretariat didn’t immediately respond to a request from The Associated Press for comment about the relative absence of the police.

“Brazilian authorities had two years to learn the lessons from the Capitol invasion and to prepare themselves for something similar in Brazil,” said Maurício Santoro, political science professor at the State University of Rio de Janeiro. “Local security forces in Brasilia failed in a systematic way to prevent and to respond to extremist actions in the city. And the new federal authorities, such as the ministers of justice and of defense, were not able to act in a decisive way.”

Federal District Gov. Ibaneis Rocha confirmed on Twitter that he had fired the capital city’s head of public security, Anderson Torres.

Bolsonaro supporters have been protesting Lula’s electoral win since Oct. 30, blocking roads, setting vehicles on fire and gathering outside military buildings, seeking the armed forces to intervene. Many of them alleged that election results were fraudulent or unreliable.

“This absurd attempt to impose their will by force will not prevail,” tweeted Justice Minister Flavio Dino. “The government of the Federal District has ensured there will be reinforcements. And the forces at our disposal are at work.”

Lower House Speaker Arthur Lira said on Twitter: “Congress has never denied a voice to those who want to demonstrate peacefully. But it will never give room for turmoil, destruction and vandalism.”

Senate President Rodrigo Pacheco said he was in permanent contact with Brasilia’s governor, Ibaneis Rocha, and that the entire police apparatus had been mobilized to control the situation.

Bolsonaro, who flew to the U.S. ahead of Lula’s inauguration, has not yet condemned or commented on the ongoing situation.

RIO DE JANEIRO — Supporters of former Brazilian President Jair Bolsonaro who refuse to accept his electoral defeat stormed Congress, the Supreme Court and presidential palace in the capital Sunday, just a week after the inauguration of his leftist rival, President Luiz Inácio Lula da Silva.

Thousands of demonstrators bypassed security barricades, climbed on the roofs, broke windows and invaded all three buildings, which are connected through the vast Three Powers square in Brasilia. Some are calling for a military intervention to restore the far-right Bolsonaro to power.

Images on TV channel Globo News showed protesters roaming the presidential palace, many wearing green and yellow, the colors of the flag that have also come to symbolize the Bolsonaro government.

The incidents recalled the Jan. 6 invasion of the U.S. Capitol, something many political analysts and the judiciary Bolsonaro have warned about for months. But in this case it is likely that Congress and the Supreme Court had limited personnel inside the buildings on a Sunday.

Bolsonaro supporters have been protesting against Lula’s electoral win since Oct. 30, blocking roads, setting vehicles on fires and gathering outside military buildings, asking armed forces to intervene. Many believed election results were fraudulent or unreliable.
