Gov. Newsom: State will take lead to slash drug prices

The state of California and a nonprofit will be teaming to significantly lower the price of insulin for patients it was announced on Saturday, March 18 by Gov. Gavin Newsom at a press conference in Downey.

Newsom said that the state has secured a 10-year partnership with non-profit Civica that will bring down the cost of insulin about 90 percent, or no more than $30 a vial. That could save patients between $2,000 and $4,000 a year, according to Newsom.

No new prescription will be needed and the insulin will be available with any insurance plan, he said.

Newsom said the $30 will be the “full total cost” of the insulin, which includes production, manufacturing and distribution.

“They’re not looking to make a buck, this is at our cost collectively,” said Newsom of Civica. “That will drive down the cost for everybody else.”

Newsom said that a 10mL vial of insulin will be no more than $30 as opposed to  $300. A box of five pre-filled 3mL pens will cost no more than $55, at a normal cost of $500.

Jennifer Spalding, Civica’s chief commercial officer, general counsel and compliance officer, said Saturday that Civica was formed in 2018 as a nonprofit pharmaceutical to “solve a problem of critical drug shortages in the U.S.”

“We have one overarching principle of Civica, and that is to do what’s in the best interest of patients,” Spalding said. “And because of that mission, we have expanded our efforts outside of the hospital to focus on bringing down the cost of health care for consumers at the pharmacy counter.”

Newsom said the the state is not stopping with insulin.

“We have the opportunity now to explore other manufacturing opportunities and as a consequence, disrupt more markets, lower costs, more costs for real folks,” Newsom said.

Newsom also announced a plan to combat the Fentanyl and opioid crises by empowering the state to manufacture Naloxone.

Naloxone is regarded as a lifesaver by first responders, medical teams and others. According to the National Institute of Health, Naloxone is a medication that “rapidly reverses an opioid overdose,” but it is “not a treatment for opioid use disorder.” It is available as injectable or prepackaged nasal spray forms that have been widely distributed to emergency teams.

The state has invested more than $1 billion in fighting the opioid crises, according to Newsom, to get the drugs off the streets, including efforts to get overdose medication to middle and high schools in California.

In 2023, the state is setting aside $79 million to the Naloxone distribution project, which includes both injectable and spray forms.

“We had 120,000 known reversals last year, in 2022, as it relates to Naloxone distribution project,” Newsom said. “The project is literally saving lives.”

The state is also tackling the opioid issue through combating drug-trafficking organizations through the California National Guard; making Naloxone and fentanyl test strips more available; and youth opioid education through the state’s opioid task force.

In 2020, Newsom announced the creation of Cal Rx, which would create manufacturing partnerships to produce or distribute generic prescriptions drugs. The state will develop, produce and distribute drugs such as insulin to help lower costs. This is turn would make “essential medications affordable and accessible to more patients,” according to Newsom’s office.

Later that year, Newsom also signed SB 852, authored by then State Senator Richard Pan, that would allow the California Health and Human Services Agency (CHHSA) to develop manufacturing partnerships to produce or distribute generic prescription drugs.

At Saturday’s event, Pan, who also is a pediatrician, said he and his physician colleagues “know how frustrating it’s been to get medications to patients.”

“But more importantly, patients themselves are even more frustrated and not feel they have access to their medications,” Pan said. “They need to keep themselves healthy and actually, frankly, save their lives.”

Civica is currently working with the CHHSA to find a California-based manufacturing facility.

In a statement, Los Angeles County Supervisor Janice Hahn praised the “Governor’s ambitious effort and his commitment to taking on the challenges Californians are facing.”

“No one should have to choose between paying for the prescription medicine that keeps them alive and paying their rent or putting food on the table,” said Hahn.

“Reproductive justice.” These are noble sounding words which should denote something noble. But on second thought, the two words do not seem to belong together. Reproduction is the means by which new life is formed, while justice is the ethical, philosophical idea that people are to be treated impartially, fairly, properly, and reasonably by the law, including the punishment of the guilty and remediation for the innocent. So how do we divine the meaning of “reproductive justice?” Shall we try: New life is to be formed impartially, fairly, properly and reasonably. The ideas don’t seem to mix. But the left uses words with no meaning and infuses them with their own invented meaning to use as weapons against their enemies. By such verbal prestidigitation they stand convinced of their moral superiority though they are in fact morally blind.

California: the Golden State of Death

No “human rights” for children March 16, 2023 at 2:39 pm – Reply

I read a news story today, from Lila Rose’s LiveAction, in which a Belgian woman serving a life sentence in prison, for murdering her five children, was suffering psychologically– and requested euthanasia, which was granted for her. Belgium does not allow the Death Penalty. What a contradiction! Liberal-leftists are very strange in their support for euthanasia, but rejection of capital punishment. And all the phony liberal-leftists scream for “human rights”– yet vehemently advocate the false “rights” of mothers to kill their own children by abortion, if they “choose” to do so. A child has no rights, in their evil pholosophy.

To the “downvoter” March 16, 2023 at 3:32 pm – Reply

To the downvoter– are you pro-abortion? Like false Catholics Pres. Joe Biden and Rep. Nancy Pelosi– who is now denied Communion by her Archbishop? Are you also Catholic? Well, you had better not go to Communion at Mass, then– better go right to Confession, ASAP. Catholic teaching states, that all life must be protected, from conception until natural death. Every child deserves the right to life.

Dark matter could be made of black holes | BBC Sky at Night Magazine

This mysterious dark matter, which outweighs normal, visible matter by a factor of 6 to 1, is needed to provide the gravitational heft to form the structure of galaxies and galaxy clusters but must not interact with light.

We need something that is massive, and which is dark.

It’s only natural to think that black holes might be part of the answer.

We know from surveys looking for the effect of passing black holes on background stars that there are not anywhere near enough large black holes in the Universe to make much of a dent in what’s needed.

But could smaller ones exist?

Current physics allows for the possibility that tiny black holes, each weighing about the same as a small asteroid – something like a billion, billion kilograms – may form right at the beginning of the Universe.

The trouble is that we believe black holes evaporate through a weird quantum mechanical process known as Hawking radiation, after Stephen Hawking who discovered it.

For massive specimens, like the 3-million-solar-mass behemoth at the centre of the Milky Way, the slow release of this energy is too small to have any meaningful effects; but for tiny primordial black holes it will be lethal.

They should evaporate away long before the present day, making them useless as candidates for dark matter.

Black holes have a mass, but they also have two other properties that affect their behaviour.

They spin – and results from the LIGO gravitational wave observatory suggest that larger black holes, at least, are spinning – and they might have charge.

In fact, the famous and stupidly-named ‘no-hair theorem’ suggests that these are the only three properties someone on the outside of a black hole could measure – mass, charge and spin.

Spinning, charged black holes, it turns out, might survive for much longer, and perhaps for long enough to be a viable source of dark matter.

What’s more, it turns out that such black holes could be smaller, perhaps the mass of an aircraft carrier, and still be stable.

Such small black holes might fill the cosmos, providing the gravitational glue that shapes everything we see on the largest scales.

Of course, there’s no actual evidence that such small black holes do form in the early Universe or exist today.

With little prospect of new observations sensitive to such elusive beasts, you might think that this work does little more than re-label the problem – ‘dark matter’ replaced with mysterious, hypothetical, weird black holes.

Still, it does make a case for more theoretical work, and it seems possible that whatever process forms these things might also produce more massive examples, which would be detectable.

If we want to understand the Universe’s mysteries, we’re going to have to look.
