Manama – Uganda’s Deputy Speaker of Parliament Thomas Tayebwa has asked the Inter-Parliamentary Union (IPU) member states to remove all non-tariff barriers, saying that they are a hindrance to the entry of goods, especially from developing countries.
Addressing the 146th Assembly of the Inter-Parliamentary Union (IPU) in Manama, Bahrain on Monday, Tayebwa listed bottlenecks that are hampering the growth of some IPU member states.
“We call upon the developed world to remove non-tariff barriers that are blocking the entry of goods, especially from developing countries. Sometimes your supermarket shelves are empty when we have fruits, vegetables, and other agricultural products rotting in our countries,” he said.
Currently, the IPU comprises 178 Member Parliaments and 13 Associate Members.
Non-tariff barriers are such restrictions that result from prohibitions, conditions, or specific market requirements that make the importation or exportation of products difficult and or costly. Such include unjustified state restrictions, a complex regulatory environment in some areas while it does not exist in other areas, and additional trade documents, among others.
Non-tariff barriers arise from different measures taken by governments in form of laws, regulations, policies, conditions, and restrictions that protect domestic industries from foreign competition.
Tayebwa challenged the developed world to work with developing Countries to add value to their products.
In the coffee industry with revenues of $460bn, he said coffee-producing countries earn only $25bn with Africa earning $2.5bn while Uganda which is Africa’s largest coffee exporter earns only $820M annually.
“This hemorrhage of our resources have kept us in poverty, at the mercy of the western world giving us aid and loans. We need more partnerships and fair trade than loans and aid. As parliaments, we can and should ensure this stops,” he added.
Tayebwa also urged Parliaments to review and strengthen laws and policies to protect minority rights and prevent discrimination; establish institutions to protect the rights of minorities but urged them to vehemently resist global pressures and trends that usurp their cultures and beliefs.
“We should make laws that fit in our societies, not societies to fit in our laws. We must not let global pressures and trends usurp our cultures and beliefs. That is why for us in Uganda we are wary of western trends that are in total conflict with our communities. We strongly condemn the promotion of LGBTQ activities targeting our children who are not able at a young age to discern what is good from bad. They are not able to understand that all that glitter is not gold. That is why we are in the process of making a law that protects our children and families from such promoted vices,” the deputy speaker said.
Meanwhile, Tayebwa also held talks with IPU President Duarte Pacheco and stressed the need to put an end to all non-tariff barriers.
He said most of the conflicts especially in Africa are due to poverty surging levels.
“We are concerned as the developing world on unfair trade practices, especially from the developed world. Our products are kept moving as raw materials because when you try to process, you don’t meet the stringent conditions set up by the Europeans and the other western powers,” he said, requesting the IPU President to join Africa in calling for fair trade practices.
Tayebwa also informed him that Uganda plays a key role in the great lakes region especially in overseeing peace and security.
“Uganda is among the countries which are working hard to pacify Somalia and Somalia is now standing on the soldiers of Uganda. We have done the same in South Sudan,” he said, adding that Uganda wants to reassure of its commitment to playing its role as far as promoting peace in the Great Lakes Region and Africa is concerned.
The IPU President, Mr. Duarte Pacheco commended Tayebwa for the active participation of Uganda in the global parliament.
Mr. Pacheco asked Uganda to do all it can to calm the tensions in the eastern Democratic Republic of Congo.
The IPU President also said fair trade is on top of his agenda and said he will do all he can to achieve this before his term ends in October 2023.

JACKSON – Township students were recognized for their writing ability recently for winning an essay contest about Dr. Martin Luther King Jr.
Crawford-Rodriguez Elementary School 5th grade students Brandon Togans and Rose Amato joined Howard C. Johnson Elementary School 5th graders Avery Herch, Emily Modica, Juliana Sclafani and Rosanna Pacheco.
They were lauded at a recent Township Council meeting with Superintendent Nicole Pormilli, Director of Curriculum Theresa Licitra, District Elementary Supervisor of Literacy Dr. Lisa Lane and Howard Johnson School Principal Renee Pagano.
“The essays were highly inspiring and really projected the wonderful life of Dr. Martin Luther King Jr. and what he stood for,” Lane said.
“Congratulations, you did a very good job and hopefully you will bring more honors to your classes,” Council President Martin Flemming said as he presented certificates from Mayor Michael Reina to each of the winners prior to a group photo.
“Those certificates are on behalf of everyone you see in the town as well as myself. We are very proud of what you have done and what you have done in the community. I would be remiss if I didn’t recognize Colin Lewis who inspired everybody to get this done,” Mayor Reina said.

Members of the Council each congratulated the students for their work on the essays and those involved with creating the essay contest.
Open Space Committee Formed
During the evening the Council approved an ordinance to form an Open Space Committee. This committee required further discussion as members of council had requested more say as to the selection of members of this citizens committee.
The purpose of this nine-member board that will meet monthly, is to identify suitable properties in Jackson that could be purchased and added to the rolls of open space preservation and/or recreational opportunities by using the town’s open space funds.
Members will be appointed on a yearly basis and will include one member of the Township Council that will be appointed by the Council, one member of the township administration to be appointed by Mayor Reina, the mayor or a mayor’s representative and six citizens of Jackson that will be appointed by the mayor.

Councilman Nino Borrelli who initially drafted the ordinance said he was pleased to see it move forward. The ordinance was passed unanimously.
“I am excited to be a part of bringing this committee to the residents of Jackson,” Councilwoman Jennifer Kuhn said.
Emergency Services Advisory Board
Also approved was the appointment of several members to the Township Emergency Services Advisory Board. Dennis Lafer, Robert Curtis, Yoel Tesser, Joseph Lamonica and Brian McCarron were each approved.
Police Vehicles Purchased
The Council also approved a resolution to purchase seven police interceptor vehicles at a cost of $291,081 from Nielsen Ford of Morristown Inc.
Councilman Scott Sargent asked about the interceptors. “It doesn’t say what they are. Are they Explorers?”
“We are continuing to purchase Explorers because that is basically what we needed especially in inclement weather,” Mayor Reina explained.
Talking Trash
Councilman Sargent noted “I’ve been driving around town and I’ve noticed how clean the town is and I would say it is because of the leadership in the Public Works Department as well as our not having any snow. The town looks pretty good overall especially in comparison to other towns in the area.”
“We have some streets that need improvement but overall, the town looks pretty good,” he added.
Resident Erik Jones had a different view. “I don’t know what part of town you are driving through but there is garbage everywhere. On ramps, off ramps of 195, County Line Road, there is garbage everywhere. Litter is crazy out there.”
“A lot of that litter comes from people putting an addition on their house. No one is cleaning the job site. Garbage is blowing around everywhere. There are Dumpsters overflowing at an apartment complex. They have three Dumpsters out in front; that isn’t enough,” Jones added.
Jones said “it usually happens in the fall and I don’t know why the town allows this to have them blow all their stuff in the roadway. Leaves and garbage draw rats. It just doesn’t make sense.”
Congrats to coach
Councilwoman Kuhn remarked, “I would also like to congratulate Jackson Memorial High School Wrestling Coach Doug “Dewey” Withstandly on winning Coach of the Year!”

The Chinese government’s influence and presence on the world stage are undeniable. They’ve reached a position from which they’re able to move world events, with many countries looking to them for leadership. Thus, when they complain to the UN, their complaints are not simply ignored. Which is why their recent complaint to the UN about Elon Musk’s Starlink satellites has been a major head-scratcher for the world’s richest man.

South Korea should more explicitly support Ukraine’s fight against Russia, the Ukrainian ambassador to Seoul told VOA, renewing a push for South Korean weapons that could play a pivotal role in helping Ukraine regain lost territory.
In a written exchange with VOA, Ambassador Dmytro Ponomarenko expressed gratitude for the humanitarian aid South Korea has provided but stressed that Ukraine remains in “dire need” of heavy weapons that Seoul could offer.
“Regrettably, South Korea is still reluctant to provide our military with the weapons they need on the frontline,” Ponomarenko said.
Since Russia’s invasion a year ago, Ukraine has regularly made public pleas for South Korea to provide weapons. But the situation has grown more urgent as Russia pushes its offensive in eastern Ukraine, where both sides are seeing ammunition shortages.
“We need uninterrupted and timely deliveries of heavily armored vehicles, artillery and air defense systems, ammunition and equipment of NATO standards to be able to continue counter-offensive operations,” Ponomarenko said.
South Korea is among the world’s largest weapons exporters and has recently aligned itself closer with the West. But Seoul has not approved the sale or donation of weapons to Ukraine, citing domestic laws that strictly regulate sending arms to war zones.
Instead, South Korea has sent Ukraine several batches of non-lethal military aid, such as bulletproof vests, helmets and medical supplies. It recently announced plans to send Ukraine $130 million in humanitarian assistance on top of the $100 million it sent last year.
Ponomarenko urged South Korea to go much further, saying the provision of weapons would be consistent with South Korea’s democratic ideals and status as a “global pivotal state.”
“Sitting on the fence and pretending to be neutral does not help either the one who chooses such a ‘path’ or the cause of peace as a whole,” Ponomarenko said.
South Korea urged to ‘step up’
Pressure on South Korea to do more has intensified as Western countries struggle to produce enough artillery for Ukraine. South Korea is seen as an ideal arms supplier, given its reputation for quickly delivering weapons that are high quality and relatively inexpensive.
During a January visit to Seoul, NATO Secretary-General Jens Stoltenberg pressed South Korea to “step up” its military aid to Ukraine, noting several European countries had changed their weapons export policies following Russia’s invasion.
At a press conference last week marking the one-year anniversary of the war, Ukrainian President Volodymyr Zelenskyy echoed Stoltenberg’s call for South Korea to provide arms.
The same day, Zelenskyy’s senior aide, Mykhailo Podolyak, told South Korea’s Hankook Ilbo newspaper that negotiations are underway for South Korea to provide Ukraine with weapons, though he did not elaborate.
The report has not been confirmed by either side. A spokesperson for South Korea’s defense ministry said Monday that Seoul’s policy on providing lethal aid to Ukraine has not changed.
Finding workarounds
South Korea has instead found indirect ways to help Ukraine’s military, including by approving the sale of massive quantities of South Korean-made weapons to countries that are arming Ukraine.
The most notable example came last year, when Poland, a major arms supplier for Ukraine, agreed to purchase $5.8 billion in South Korean weapons, including tanks, howitzers, and ammunition.
In November, the United States announced plans to purchase 100,000 artillery shells from South Korean arms makers. South Korea’s military insisted the deal was reached “under the premise that the United States was the end user,” but several U.S. media reported the shells were to be delivered to Ukraine.
“It’s becoming difficult for South Korea to argue that its weapons aren’t getting to Ukraine, or that they won’t get there,” said Ramon Pacheco Pardo, a Korea specialist at King’s College London.
In recent months, South Korea has also begun providing Ukraine with direct forms of non-lethal aid that have raised suspicions in Moscow.
In December, South Korea sent Ukraine 100 civilian pickup trucks made by SsangYong, a South Korean carmaker, as part of a humanitarian donation.
Following the donation, the Russian International Affairs Council (RIAC), a research group affiliated with Moscow’s foreign ministry, suggested Ukraine’s military intended to mount rocket launchers on the vehicles for use as what it called “jihad-mobiles.”
Ponomarenko denied those allegations, saying the trucks were given to the State Emergency Service of Ukraine, a non-military agency that focuses on rescue services. “The trucks will be used for demining works but not for carrying rockets or any other lethal weaponry,” he added.
Asked about the possibility of other indirect forms of military aid, Ponomarenko said Ukraine was open to “different forms of cooperation with Korean partners” but declined to elaborate.
Moscow’s response
Even with indirect South Korean support for Ukraine, Russia still is not happy. Last March, Moscow placed Seoul on a list of “unfriendly” nations. In October, Russian President Vladimir Putin warned South Korea that providing arms to Ukraine “will destroy our relations.”
Russia has also condemned South Korea’s decision to join Western-led sanctions on Moscow, saying such moves will hurt bilateral ties and may impact Russia’s involvement in peace efforts with North Korea.
Moscow, though, may lack leverage on those fronts, since it is not one of South Korea’s major trading partners and Pyongyang has already repeatedly ruled out talks with Seoul.
However RIAC, the Kremlin-linked research organization, warned in January that Russia may retaliate by providing arms to North Korea under the guise of humanitarian aid. It specifically mentioned the possibility of Russia exporting large logging trucks, which North Korea could convert into missile-launching vehicles.
Domestic skepticism
But one of the biggest obstacles to South Korea providing weapons to Ukraine is at home.
Only 15% of South Koreans support sending weapons to Ukraine, according to a poll conducted last June by Gallup Korea.
Many of South Korean President Yoon Suk Yeol’s loudest critics in the National Assembly, the country’s legislature, worry about South Korean involvement in Ukraine.
When Zelenskyy last April delivered a virtual speech to the National Assembly to ask for more South Korean help, only around 60 out of 300 lawmakers attended, with some leaving the room during the event.
A Seoul-based diplomat from a NATO country last month told VOA he did not expect a major shift from South Korea anytime soon.
“I hope I’m wrong,” said the diplomat, who asked his name not be used as he was not authorized to speak to the media.
