Busing Issues Addressed at First Montclair BOE meeting – Montclair Local

Austin Pacheco via Unsplash

At the first Board of Education meeting of the 2023-2024 school year, the Board wasted no time addressing the transportation issues many parents and students faced on the first day of school. Many students started the year without a bus assignment or route listed in Genesis.

BOE President Allison Silverstein said, “It was unfortunate that this was an issue even before I was on the Board of Education, I would stand there at that podium, discuss transportation of our students, especially our special education students, and year after year, there are issues.”

Silverstein said her child was one of the students who went without a bus assignment. Superintendent, Dr. Jonathan Ponds, addressed the issue and stated that the district takes full accountability and will not make any excuses for the mishap.

Supervisor of Transportation Sheila Maurice apologized and explained that over the summer the district upgraded their transportation system from Routefinder Pro to Routefinder Plus, and said some of the transportation information did not transfer over from the student’s database to the parent’s. Maurice said parents can expect the issue to be resolved by noon Friday. Next year, Maurice said parents will receive student transportation assignments before September 1.

The Board also approved the first reading of The School Threat Assessment Teams. With this policy, every school in the district will assist faculty and staff to identify students of concern and assess students at risk for engaging in violence or other harmful activities. The threat assessment team is expected to include: a school employee with expertise in student counseling such as a school counselor, school social worker, or school counselor; a teaching staff member; a Principal or other senior school administrator; a school resource offer or school employee who serves as liaison to law enforcement; and the school safety specialist.

The next Board of Education meeting will take place on Monday, September 18.

A Closed Door, Slightly Ajar – This Week’s Links

We’re in for a busy weekend of comics events, and, coming from a relatively tiny country, that you can drive across in a matter of hours, I have to assume that you could fairly easily have planned a trip that would allow you to travel between the Small Press Expo and Baltimore Comic-Con, having spent the last couple of days at the National Cartoonist Society’s Reuben events in New Jersey, on a single tank of petrol and still be home in time for tea after taking in the sights – if that isn’t the case, well, then there’s this week’s links, below, instead.

This week’s reviews.

TCJ

Nicholas Burman reviews the major themes of Alec Robbins’ Mr. Boop – “Humor is only part of the picture, however, as a lot of the time there’s actually quite a wholesome quality to everything. It’s lewd and strange, but the general sentiment is that this couple is genuinely head over heels for each other – they talk things out, and they work on their problems together. It’s all quite sex-positive, which is maybe the biggest twist on the Betty Boop character that one could do.”

This week’s features and longreads.

• Here at TCJ, Austin Price writes on personal history with Masami Kurumada’s Saint Seiya, time spent captured in the series’ orbit, and returning to it at a remove now it is readily available once more – “To dismiss as impossible the idea that a work—let alone a genre—might be both cynical and earnest at the same time is to misunderstand what earnestness means and what it is used to represent. Because earnestness is not a measure of the “honesty” of a work or a metric for determining some quotient of truth. Similarly so sincerity. They are poses, suggestions, affects that rely on an aggressive enthusiasm to stand in as an empty signifier for a “truth” they can prove in no other way.”

• For The Beat, Heidi MacDonald continues a look at the state of the direct market in 2023, with comments from Comichron’s John Jackson Miller, and the current difficulties in accurately assessing sales figures.

• Elizabeth Sandifer’s Last War in Albion returns, as Alan Moore’s plans for work post-Watchmen result in a dive into the history of the shopping mall, with The Mandelbrot Set/Big Numbers looming.

• For Australia’s ABC, Matt Neal writes on 60 years of the X-Men, and the themes of diversity and inclusion that have come to embody the various series featuring Marvel’s mutants over the decades.

• Shelfdust’s retrospective on Si Spurrier and Matias Bergara’s John Constantine: Hellblazer continues, as this week Mo Ali looks back at issue ten of the series, and the fractured aspects of its engagement with the magic of identity.

• For Women Write About Comics, Dayn Broder has an essay on the history of DC comics’ Barbara Gordon, the evolution of the character, accurate depictions of wheelchair use, and portrayals of disability in superhero comics thus far.

• Over at Broken Frontier, Simon Russell starts a new series of behind-the-scenes features, looking at comics works in progress, this week profiling Myfanwy Tristram and the making of The Noisy Valley.

• Another new series, starting at House to Astonish, as Paul O’Brien surveys the back catalogue of one Matthew Murdoch, in an attempt to more fully catalogue the various villains of Daredevil.

• From the world of open-access academia, Ellen Kirkpatrick’s book Recovering the Radical Promise of Superheroes: Un/Making Worlds is available to read for free, speculating on the (sometimes thwarted) questions posed by superhero narratives.

• In the Journal of Graphic Novels and Comics, Dan Santos and Anna-Sophie Jürgens write on Stjepan Šejić’s Harleen, and the manner in which DC comics have utilised Quinzel’s background as a scientist in the character’s eventual transformation into Harley Quinn.

• Mike Peterson rounds up the week’s editorial beat, over at The Daily Cartoonist, as upcoming elections, Labor Day breaks, the passing of Jimmy Buffet, and ageing politicians all fell under the spotlight.

Months after release at Martinez refinery, county prepares final health assessment

Contra Costa Health is asking for the public to offer comments on the findings from a third-party analysis of the allegedly hazardous materials released from the Martinez Refining Company last November.

The refinery released spent catalyst on Nov. 24 and 25, 2022.

There will be a public hearing on the report — which has not yet been officially accepted by the Contra Costa County Board of Supervisors — from 6 to 8 p.m. Sept. 25 at the county administration building.

CCH announced in June an independent toxicologist found the release did not increase public health risks from exposure to nearby soil.

But the analysis didn’t take into account any health effects to the public during the release, which lasted from Thanksgiving night until the next day and released an estimated 20 to 24 tons of material into the community.

The refinery didn’t alert the county or the community warning system as required by law, and residents found cars and homes covered in dust, samples of which showed elevated levels of aluminum, barium, chromium, nickel, vanadium, and zinc, all of which can cause respiratory problems. CCH found out about the release via social media reports a day-and-a-half after it started.

Investigation ongoing

The Contra Costa County District Attorney’s Office is still investigating MRC for failing to notify authorities about the release.

County supervisors put together an oversight committee, including residents from affected areas, to investigate whether the release increased risk of health problems in the community due to environmental contamination. The panel is also looking at what caused the release.

Health officials stress the report is not an investigation into the spent catalyst release. The report includes results of soil sampling and evaluation of the levels of metals found in the samples compared to published sources of soil health standards and regional background levels for naturally occurring metals found in the catalyst dust.

At the Sept. 25 meeting, Contra Costa County’s Hazardous Material Programs will discuss the findings from the evaluation and receive public comment about the report, CCH said in a statement.

The public comment period remains open until Oct. 12.

Comments on the report can be sent to [email protected]. Comments can be mailed to Michael Dossey at Contra Costa Health Hazardous Materials Programs, 4585 Pacheco Blvd., Suite 100, Martinez, CA 94553.

DTI exec placed on ‘floating status’

A case filed with the Ombudsman has prompted the transfer of Trade Undersecretary Ruth Castelo from the Consumer Protection Group to the Office of the Secretary, resulting in her being on “floating status,” a source at the Department of Trade and Industry, or DTI, said Saturday.

“Castelo was reassigned to the OSEC. In the meantime, the informant told Daily Tribune, “ Assistant Secretary Jean Pacheco was designated OIC (officer in charge) of the CPG so as not to impede its operations,” the informant told Daily Tribune.

Castelo’s reassignment stemmed from a case that was filed against her and other high-ranking officials of the DTI, the source said, “as Secretary Alfredo Pascual does not want to be accused of not playing fair by any party.”

“If Usec. Ruth stays with the CPG, there might be allegations of unduly influencing or manipulating certain documents included in the complaint. The secretary wanted to be impartial and fair,” according to the source.

She said Castelo remains an undersecretary but does not have any portfolio.

Steelmaker filed case

Last month, Castelo, along with DTI-Bureau of Philippine Standards Director Neil Catajay, DTI-BPS officer-in-charge Ferdinand Manfoste, DTI-BPS Enforcement Team chief Engineer John Steven Magboo, staffers Sarah Jane Arella, Alyssa Marie Frayre and Phillip Sawali, and five members of the DTI-FTEB Enforcement Team were sued before the Office of the Ombudsman-Mindanao by Davao TYT Lucky Steel Corp., represented by its president and manager Jennifer “Wingki” Qua.

They were accused of violating Section 3(e) of Republic Act 3019, or the Anti-Graft and Corrupt Practices Act, as well as of grave misconduct, serious dishonesty, grave abuse of authority, and conduct prejudicial to the best interest of the service.

The complaint stemmed from Sawali’s alleged order, approved by Castelo on 9 June, authorizing a raid on Davao TYT Lucky Steel Corp. last 22 June.

The DTI team stormed the company’s warehouse in Barangay San Isidro, Bunawan District, Davao City, and seized 176,497 pieces of Lucky Fence Tube that the company had imported.

The raid was questioned by Qua in a letter to Secretary Pascual on 23 June that stated that there was no deception in connection with the presence of threads on the ends of Lucky Fence Tubes.

“Presently, there is no applicable standard for fence tubes. PNS 2145:2000 is not yet in effect, and its implementation is scheduled for July 2024. Therefore, until this standard comes into force, there can be no violation of selling tubes with threads. Due to these reasons, the monitoring and enforcement actions undertaken by Castelo and her raiding team were downright illegal,” Qua said in her letter to Pascual.
