High-Speed Rail Between San Jose, Central Valley Receives Final EIR Certification – CBS San Francisco

SAN JOSE (CBS SF) – High-speed rail between San Jose and the Central Valley took a step closer to becoming reality after the final environmental impact report was certified Thursday.

In a unanimous vote, the High-Speed Rail Authority Board of Directors approved the 90-mile section stretching from Diridon Station in San Jose to Merced.

“Today’s approval represents another major milestone and brings us one step closer to delivering high-speed rail between the Silicon Valley and the Central Valley,” Authority CEO Brian Kelly said in a statement. “The Authority is poised to make the vision of high-speed rail in the Bay Area a reality.”

The approval moves the project closer to being “shovel ready” once funding becomes available, officials said. Currently, construction is underway between Madera County and Bakersfield in the Central Valley.

Once high-speed rail is complete between San Jose and Fresno, officials said the travel time between the two cities would be one hour, compared to three hours by car.

“Completion of this critically important high-speed rail project helps the state expand economic opportunity and affordable housing, two critical goals for all of us,” San Jose Mayor Sam Liccardo said.

In its decision, the board selected “Alternative 4” out of the four alignments studied. As part of the project, the existing rail corridor between San Jose and Gilroy would be electrified, allowing for both high-speed rail and Caltrain service.

From Gilroy, the rail line would head east into the Central Valley, with 15 miles of tunnels through the Pacheco Pass in the Diablo Range.

“Next to San Jose, Gilroy will be the next most significant transit hub on this stretch,” Gilroy Mayor Marie Blankley said, noting the city’s transit center is “very much ready for this to happen.”

Despite years of delays and cost overruns, the project, which aims to connect the Bay Area, Central Valley and Southern California with high-speed trains, continues to have high support. A recent poll by the UC Berkeley Institute of Governmental Studies found Californians back high-speed rail by a five-to-three margin.

According to officials, 400 miles out of the 500 mile alignment of the system have been environmentally cleared. Sections that remain to be cleared include San Francisco to San Jose, Palmdale to Burbank and Los Angeles to Anaheim.

The agency’s board of directors said it would consider final EIR certification for the San Francisco to San Jose segment this summer.

The mystery song Jimi Hendrix dedicated to a pre-fame Stevie Nicks

Jimi Hendrix was truly one in a million. To this day, I struggle to think of a single artist more unique, raw and expressive than Jimi was. Wielding right-handed guitar in his left hand, he was the messiah of the counterculture movement, the embodiment of everything hippies held dear. It’s no surprise, then, that he energised everyone who came into his orbit. What is a surprise is that one of those people was a young Stevie Nicks, to whom Hendrix dedicated a song during one of his concerts in the late 1960s.

Around that time, Nicks was on tour with her pre-fame band Fritz, which also featured Lindsey Buckingham on guitar. Otherwise known as The Fritz Rabyne Memorial Band, the group was Nicks’ first rock outfit and served as a sort of music school, laying the foundations for her era-defining pop career. Fritz formed in the early 1960s, when Bob Aguirre, the drummer of The Castiles – Bruce Springsteen’s early band – invited Javier Pacheco to perform at a high school talent show alongside Cal Roper (bass), Lindsey Buckingham (guitar), and Jody Moreing (vocals & guitar).

By the late 1960s, Fritz were big enough that they were asked to open for Jimi Hendrix. Speaking to Joe Benson on the Ultimate Classic Rock Nights radio show, Nicks opened up about meeting the guitarist during the concert. “I was inspired by Jimi Hendrix from a rock standpoint,” she began, “Because Lindsay and I got to open for him. “It was a big huge show in San Fransisco. There was like 20 bands on; there was you, there was 15 more bands and then there was Jimi Hendrix.”

Motivated by Hendrix’s presence, Fritz went out and played one of the best sets of their career, returning backstage bristling with energy. They remained there to watch Hendrix’s set from the wings, at which point something extraordinary happened. “He actually dedicated a song to me,” Nicks recalled fondly. “He looked over at me and said, ‘This is for you, babe.’ And I’m like, ‘You’re awesome! You are so awesomely cute and handsome and you play so amazing and thank you, Jimi!’”

But it wasn’t just Hendrix’s infectious energy that inspired Nicks; she also fell in love with the guitarist’s sense of style. “I saw him play once and I remember thinking, ‘I want to wear white fringe. I want to tie a beautiful scarf in my hair,’” Nicks told BAM in 1997. Hendrix’s boho style was not only embraced by Nicks but became her signature look. And yet, we still don’t know which song it was that Hendrix dedicated to her back in the late ’60s. I suppose we’ll just have to use our imaginations.

Velingkar’s comment draws flak, Pacheco files complaint

The recent comments made by the convenor of Hindu Raksha Maha Aghadi and former chief of the Rashtriya Swayamsevak Sangh in Goa, Subhash Velingkar, on St. Francis Xavier has drawn flak from various quarters with people and politicians taking strong objection to his statements.

Former MLA Francisco Xavier Pacheco alias Mickky has registered a police complaint at the Colva police station.

In his complaint, Pacheco has called for strict action to be taken against Velingkar. He has said that Velingkar had on Thursday held a press conference wherein remarks were passed against St. Francis Xavier, who is considered as ‘Goencho Saib’.

“On Thursday, Subhash Velingkar, along with some other individuals, under the banner of Hindu Raksha Maha Aghadi, held a press conference and uttered a lot of disturbing comments aimed at creating enmity between communities,” says the complaint.

Pacheco has further said in the complaint that Velingkar said that St. Francis Xavier, who is revered by Goans and people across the world as a saint, cannot be ‘Goencho Saib’.

“He said that Portuguese officials are the ones who set the name ‘Goencho Saib’ and that the true ‘Goencho Saib’ is not St. Francis Xavier but lord Parshuram. He also spewed venom with the sole aim of creating communal disharmony. He has, therefore, committed offences under Sections 153A, 153B, 295 and 505 of IPC and ought to be booked immediately,” said Pacheco in his complaint.

The former legislator has also said that Velingkar is a “threat to national security and appears to be playing at the behest of some enemies to not only create enmity between communities but also create civil unrest to destabilise the nation.”

Leader of the Opposition Michael Lobo, meanwhile, has urged the Chief Minister, Pramod Sawant, to act strongly against those trying to disturb peace and create communal disharmony in the state.

“Goa is known for its deep-rooted love, peace and harmony amongst its people irrespective of caste, creed or religion.

‘Goencho Saib’ St. Francis Xavier is revered not only by Catholics but people of all faiths from within the state as well as the neighbouring states and the world over,” Lobo posted on Twitter, indirectly referring to Velingkar.

 “No amount of ‘awareness campaigns’ will disturb the unity, peace and communal harmony in our state. I urge the CM to act strongly against those trying to disturb peace and create communal disharmony in our peace-loving state of Goa,” he said.

Stating that he is deeply hurt by the statement made by Velingkar, former minister Churchill Alemao said Velingkar is attempting to disturb the communal harmony of the state by making such senseless statements.

“I don’t know whether Velingkar is a Goan. If he is a real Goan, he should have not made such a statement. St. Francis Xavier stayed in Goa, working for the people of Goa. He is a living saint. He is protecting each and every Goan, and Goans crowding for the feast of ‘Goencho Saib’ is a testimony to this. People across the world come here. All Goan politicians, irrespective of their religion, attend the feast of St. Francis Xavier. Velingkar should immediately get admitted in a mental asylum, as he has lost his mental balance,” fumed Alemao.

Fatorda MLA and president of Goa Forward Party Vijai Sardesai said, “The most important thing we should all remember is that we should never, through our words or deeds, shatter the communal harmony and friendship we have in Goa, which is looked upon by other states with admiration; they envy it.”

He further said that we all must take care to see that we do not intrude upon matters of faith and belief, and keep personal spaces out of public debate. “No one can tell anyone who St. Francis Xavier or Lord Parshuram should be to them. No one should venture out to influence or decide for others or shape their thinking, and should leave such things to each Goenkar, who is mature, progressive and pluralistic to lead their own life and make their own decisions. Let’s all look to the future and see how we can as Goans shape it for the betterment of all,” he said.

Aldona MLA Carlos Ferreira said any attempt to malign the harmony of all religions in Goa is deplorable. “It is with great concern that I have seen the statement of Subhash Velingkar, who claims that St. Francis Xavier cannot be called Goencho Saib, and also claims that he will be releasing ‘Goa Files’ to push forward his points,” he said.

He further said, “St. Xavier is revered all over the world, irrespective of any religion and even by those who don’t profess and believe in any religion. St. Xavier is a saint and protector of Goa, and a well-renowned and respected saint all over the world. For any person to try to ascribe anything not attributable to St. Francis Xavier is highly condemnable. Those who try to attack St. Xavier will suffer in due course of time. I only pray that St. Xavier intercedes and prays for their well-being so that they live true Goanness,” the Congress MLA said.

Former Aldona MLA Glenn Souza Ticlo said, “People from all walks of life, communities and religions attend the Feast of Saint Francis Xavier. Previous governments and also the current government have always supported this festival. People believe that Goa is protected by Saint Francis Xavier from different things…natural disasters like tsunami and cyclone.”

“I don’t know on what grounds he made that statement. He should know that in Goa we all are loving people, living in harmony. I believe such statements won’t damage the social fabric of our beautiful state,” Ticlo added.

A Margao businessman from the Hindu community was of the opinion that Velingkar should refrain from talking about other faiths, as it would only create communal tension and disturb the peace of Goans.

Velingkar was also criticised on the social media for hurting religious sentiments, with many people demanding his apology. A member of the Congress party, Gina Pereira, said on a social media platform, “His statements are not worth responding to. But I do, because he should not think that we people tolerate it. He should immediately take back his statements.”

SAN DIEGO — CHP Officer Antonio Pacheco is on the road to recovery thanks to fast-acting good Samaritans, including a nurse who fashioned a makeshift tourniquet. New cellphone video shows the chaotic moments after Pacheco was shot on Wednesday by a motorist. 

The incident began along a San Diego highway when Pacheco stopped to help a single-vehicle crash, NBC San Diego reported. According to CHP, the driver suddenly attacked Pacheco and tried to take the officer’s service weapon. The gun went off, striking Pacheco in the leg. 

Several passing motorists immediately pulled over to help. Video shows two people restraining the suspect until police arrive. Several more people are crowded around Pacheco, who is lying on the ground and bleeding heavily. One man wearing blue scrubs applies pressure to the wound on Pacheco’s thigh. 

“Does anyone have a proper tourniquet?” he asks. According to CBS8, that man is a nurse who was on his way to work when he saw the shooting. He ended up making a tourniquet out of the straps on his backpack.

The woman who filmed the video, Lilia Pineda, said she was particularly affected by the scene. 

“I saw the officer on the [ground] and that impacted me because my brother recently applied for the sheriff’s department and I thought, ‘That could be my brother,’” Pineda told NBC San Diego. 

Pacheco is in stable condition and is expected to survive, according to CBS8. 

In a news conference, CHP Chief Scott Parker thanked the citizens who helped Pacheco. 

“I am extremely grateful for the members of the public who put themselves in harm’s way to help our officer after he was shot in the leg,” Parker said. “This incident could have ended in a greater tragedy had those individuals not intervened. CHP officers put themselves at risk every day they come to work. Our thoughts and prayers are with the officer and his family as he recovers from his injuries.” 

The suspect, 25-year-old Yuhao Du, is facing several charges including attempted murder of a peace officer.

Prices for meat, fruit, and other key food items in the Bay Area skyrocketed in February, at a time when coronavirus-linked business shutdowns persisted, government officials reported Wednesday.

The overall cost of living in the Bay Area as measured by the consumer price index remains tame, but costs for certain essential products such as food have rocketed higher, the U.S. Bureau of Labor Statistics reported.

Tiffany Pacheco, who submitted $240K in false COVID jobless claims while working for Dept. of Unemployment Assistance, sentenced to three and a half years in prison – masslive.com

A former employee of the Massachusetts Department of Unemployment Assistance was sentenced three and a half years in prison after pleading guilty to to fraud and identity theft charges for falsely requesting more than $240,000 in claims for Pandemic Unemployment Assistance funds, the U.S. Attorney’s Office said.

Tiffany Pacheco, 36, formerly of New Bedford, pleaded guilty to charges of wire fraud, conspiracy to commit wire fraud and aggravated identity theft on Aug. 30, 2021.

She was ordered to three years of supervision upon her release by U.S. District Court Judge Indira Talwani. She was also ordered to pay restitution in the amount of $199,555 and to forfeit $17,181, officials said.

Tiffany Pacheco was hired by the DUA in April of 2020 shortly after being released from federal prison following a conviction of aggravated identity theft. During her employment with the DUA, Tifanny Pacheco abused her position to submit fraudulent PUA claim information on behalf of herself and her husband, Arthur Pacheco, who was incarcerated in Texas until Sept. 4, 2020, and therefore ineligible for PUA funds, prosecutors said.

In June 2020, PUA claims submitted for Tiffany Pacheco and her husband said their 2019 income was $0 and that they had no dependents. Tiffany Pacheco later accessed the PUA computer system and changed claim information for herself and her husband to increase the amount of money they would receive.

“For example, Tiffany Pacheco increased the amount of 2019 income for her and Arthur Pacheco to more than $240,000 and increased the number of their dependents to seven,” officials said.

Tiffany Pacheco then further used her access to the PUA system to verify the increased 2019 income on both claims without the required income verification documents, prosecutors said.

In November 2020, Arthur Pacheco called the DUA and told them that he had been not incarcerated leading up to September 2020 and that he was only incarcerated for approximately one month, which was not true, officials said. Tiffany Pacheco also lied about the period of time that her husband had been incarcerated to the DUA.

Authorities said Tiffany Pacheco also instructed a friend of hers, Donna Wasson, who resided in Texas, to use the DUA customer portal to access PUA claims for two of the fraudulent claims Tiffany Pacheco had submitted using stolen personal identifying information. Tiffany Pacheco further instructed Wasson to pose as a claimant and directed Wasson to a Google Drive account that contained the images of driver’s licenses and other documents under certain stolen identities. As a result, Wasson accessed unemployment claims under multiple stolen identities to fraudulently obtain benefits to which she was not entitled, officials said.

In September 2020, authorities also conducted a search of the Pacheco’s New Bedford apartment and found various tools of identity fraud including an ID laminator, 100 blank ID cards, 68 hologram overlays, 150 card lamination sheets and 649 sheets of blank checks.

Law enforcement also seized approximately $17,000 in cash and a notebook that they thought contained the personal identifying information of various individuals A driver’s license found during the search matched the name of a victim Tiffany Pacheco used to submit another fraudulent PUA claim, prosecutors said.

She was fired from the DUA on Sept. 23, 2020.

Arthur Pacheco was sentenced on Nov. 18, 2021 by Judge Talwani to one year in prison and three years of supervised release. He was also ordered to pay restitution and forfeiture in the amount of $7,491.

On March 8, Wasson was sentenced by U.S. District Court Chief Judge F. Dennis Saylor IV to 18 months in prison and two years of supervised release. Wasson was also ordered to pay restitution and forfeiture in the amount of $5,437.

“Ms. Pacheco violated the public’s trust by egregiously abusing her position as a DUA employee to perpetrate a fraud scheme that stole personal information from innocent victims and stole money from hardworking taxpayers,” said United States Attorney Rachael S. Rollins. “COVID-related assistance is intended to help hardworking American workers most affected by the pandemic. To take from these funds is to take from those experiencing legitimate hardship and genuine need. Adding insult to injury, Ms. Pacheco’s job at DUA presented an opportunity for new beginnings following her previous felony conviction. However, she ruined that opportunity by engaging in criminal behavior and refusing to change. Now she will be held responsible.”
