미국과 중국 간 갈등이 깊어지면서 요즘 미국에선 중국인들이 미국 땅을 못 사게 해야 한다는 주장이 늘고 있습니다. 중국이 감시나 첩보 목적으로 땅을 사는 것 아니냐며, 미국 주민들이 직접 안보를 걱정하고 나섰다는데요. 어찌된 일인지, 이정민 특파원이 취재했습니다.

[리포트]

1년 전 한 중국 기업이 미국 북부 그랜드포크스 시에 사들인 땅입니다.

옥수수 제분 공장 건설용인데, 지금도 텅 비어 있습니다.

얼마 전 시가 건설 계획을 중단시킨 겁니다.

주민들이 제기한 안보 우려 때문이었습니다.

[벤 그레줄레스키/그랜드포크스 주민 : “제일 우려되는 건 역시 안보 문제입니다. 맑은 날에 여기 건물에 올라가면 육안으로도 공군 기지가 보여요.”]

인근 공군 기지는 최신 드론과 우주네트워크센터를 갖춘 기밀 시설입니다.

굳이 가까이 공장을 짓겠다는 게 중국의 첩보 활동 목적이 의심된다는 주민 항의가 이어졌습니다.

미국이냐 중국이냐 선택하라. 공장 부지 주변 곳곳엔 주민들이 만든 이런 푯말들이 세워져 있습니다.

[데이빗 워터맨/그랜드포크스 주민 : “어떻게 그 기업이 중국 공산당과 연결된 중국 기업이란 걸 못 볼 수 있죠?”]

결국 공군이 심각한 안보 위협을 우려한다는 유권해석까지 내리면서 시도 계획을 접을 수밖에 없었습니다.

[브랜던 보첸스키/그랜드포크스 시장 : “중국 경영진들이 지역 사회에 접근할 수 있거나, 더 가까이서 정보를 수집할 수 있었겠죠. 그게 공군이 가장 우려했던 부분이라고 생각합니다.”]

미국 22개 주가 현재 중국 기업이나 개인의 농지 소유를 제한하는 조치를 검토 중입니다.

아직은 미국 전체 농토의 1% 수준이지만, 10년 새 20배나 늘었다는 게 더 주목받습니다.

하지만 이런 조치가 아시아 혐오 감정만 키운다는 우려도 적지 않습니다.

[진 우/텍사스주 하원의원 : “중국계 아시아인들이나 다른 모든 아시아인들을 공격하지 않고서도 안보 위험을 해결할 방법은 얼마든지 있습니다.”]

쌓여가는 미·중 국가 간 갈등이 미국 일반 시민들의 중국에 대한 반감까지 키운 결과라는 평가입니다.

Russland leidet unter der größten Abwanderung von Fachkräften seit Jahrzehnten. Es handelt sich um eine der weniger bekannten Folgen des Ukraine-Kriegs, welche jedoch gravierende Auswirkungen auf Russland und Europa haben wird: Hunderttausende junger russischer Fachkräfte verlassen das Land aufgrund der durch Sanktionen und Putins wachsenden Autoritarismus verursachten Situation.
Die meisten dieser Menschen fliehen nach Dubai, Indien oder Kasachstan… aber Europa macht seine Grenzen für sie dicht, zumindest, was die Erteilung von Arbeitsvisa angeht. Der Grund dafür sind die Sanktionen gegen Russland, bei denen wichtige Details übersehen wurden.
Die Anwerbung russischer Fachkräfte wäre ein schwerer Schlag gegen Putins Regime: Ohne sie kann sich keine Wirtschaft nachhaltig entwickeln. Und: Die Aufnahme dieser intelligenten jungen Arbeitskräfte könnte auch eine große Chance sein, viele der großen wirtschaftlichen Probleme Europas zu lösen.

APHIS plays a vital role in ensuring the free flow of agricultural trade by keeping U.S. agricultural industries free from pests and diseases and certifying that the millions of U.S. agricultural and food products shipped to markets abroad meet the importing countries’ entry requirements. APHIS makes sure that all imported agricultural products shipped to the United States from abroad meet the Agency’s entry requirements to exclude pests and diseases of agriculture.

APHIS also keeps export markets open for American agricultural products by working to eliminate unjustified sanitary or phytosanitary (SPS) barriers – that is, concerns involving plant and animal health – raised by U.S. trading partners. APHIS’ team of technical experts, based in the United States and abroad, includes scientists, veterinarians, pathologists, and entomologists that advocate on behalf of U.S. agriculture. They build relationships with their agricultural health and regulatory counterparts in other countries and use scientific principles to make the case for American agricultural exports, explaining to foreign officials why U.S. commodities are safe to import. APHIS played a direct role in opening new markets and retaining and expanding existing market access for U.S. agricultural products worth billions of dollars annually.
