Abbott caves on truck inspections at TX border after Psaki blames his measures for price increases  | Daily Mail Online

Texas Governor Greg Abbott walked back his tighter inspection measures for truckers at a key border crossing after White House Press Secretary Jen Psaki on Wednesday blamed him for driving up already runaway prices caused by record-high inflation.

Abbott, 64, had ordered trucks to undergo ‘enhanced safety inspections’ on April 6 to curb human trafficking and the flow of drugs across the Texas-Mexico border.

The move was part of ‘unprecedented actions’ he vowed in response to the Biden administration announcement that next month it will end Title 42, a public health law that has limited asylum-seekers in the name of preventing the spread of COVID-19.

Psaki, 43, said at a press conference on Wednesday that Abbott’s inspections were ‘unnecessary’ and driving up the 8.5 percent inflation rate – the highest it’s been in 40 years.

‘Governor Abbott’s unnecessary and redundant inspections of trucks transiting ports of entry between Texas and Mexico are causing significant disruptions to the food and automobile supply chains, delaying manufacturing, impacting jobs, and raising prices for families in Texas and across the country,’ she said.

‘These actions are impacting people’s jobs and the livelihoods of hardworking families in Texas and across the country. It’s not a political statement. That’s a statement of fact.’

White House Press Secretary Jen Psaki, 43, slammed Texas Governor Greg Abbott’s truck inspections at the Mexico border, calling the hours-long lines that are spoiling ‘millions’ of dollars of produce as ‘unnecessary’

On Wednesday evening, Abbott announced that he would stop the inspections at the Laredo-Colombia bridge after meeting with Nuevo Leon Governor Samuel García. He said others would follow with more ‘collaboration’ with Mexico to increase inspections on the Mexican side

One entry point, at the Pharr-Reynosa International Bridge, saw wait times increase from 63 minutes to 320 minutes and traffic through the port drop 35 percent as 2,000 to 3,000 trucks waited back-to-back at the bridge, according to the Washington Post.

The extended delays were spoiling millions of dollars worth of produce, Psaki said, as some truckers have waited in line for up to 30 hours.

Psaki called Abbott’s inspections a ‘political stunt’ that is causing ‘significant delays which are resulting in a drop of commercial traffic up to 60 to 70 percent in some ports.’

On Wednesday evening, Abbott clarified that he will ease his inspection mandate at just one bridge but will not rescind his order at other crossings until he gets more assurances of security.

The two-term Republican said he was only ending enhanced inspections at the Laredo-Colombia bridge because Nuevo Leon Governor Samuel García, whose Mexican state is across the border from Laredo, agreed to tighter security measures on the Mexico side.

‘Clogged bridges can end only through the type of collaboration that we are demonstrating today between Texas and Nuevo León,’ Abbott said Wednesday night.

Trucks line up back-to-back at the Santa Teresa Port on Tuesday as wait time up to 30 hours

But that would not bring relief to idling truckers stacked up elsewhere along Texas’ 1,200-mile border, including in cities where backups have lasted for more than 12 hours and frustrated truckers have blocked bridges in protest.

That includes the Pharr-Reynosa International Bridge, which has been effectively closed since Monday by trucker protests.

Abbott said he hoped officials in the three other Mexican states that border Texas would follow Nuevo Leon and also promise more security.

‘I understand the concerns that businesses have trying to move product across the border,’ Abbott said in Laredo, where he was joined by García. ‘But I also know well the frustration of my fellow Texans and my fellow Americans caused by the Biden administration not securing our border.’

Pressure on Abbott has come even from allies of the two-term governor.

The Texas Trucking Association, which has endorsed Abbott for reelection, said that the current situation ‘cannot be sustained’ as the delays postponed deliveries and threatened to empty store shelves.

The Mexican governors of Coahuila and Tamaulipas, which both border Texas, also sent Abbott a letter calling the inspections overzealous and said they are ‘creating havoc and economic pain’ on both sides of the border.

Mexico’s federal government has said Abbott’s order is causing ‘serious damage’ to trade, and that cross-border traffic had plummeted to a third of normal levels.

Critics question how the inspections are meeting Abbott’s objective, while business owners and experts complain of financial losses and warn US grocery shoppers could notice shortages as soon as this week.

Frustration is also spreading within members of Abbott’s own party: Texas Agriculture Commissioner Sid Miller, a Republican, called the inspections a ‘catastrophic policy’ that is forcing some trucks to reroute hundreds of miles to Arizona.

‘I do describe it as a crisis, because this is not the normal way of doing business,’ said Hidalgo County Judge Richard Cortez, whose county includes the bridge in Pharr. ‘You’re talking about billions of dollars. When you stop that process, I mean, there are many, many, many, many people that are affected.’

The shutdowns and slowdowns have set off some of widest backlash to date of Abbott’s multibillion-dollar border operation, which the two-term governor has made the cornerstone of his administration. Texas has thousands of state troopers and National Guard members on the border and has converted prisons into jails for migrants arrested on state trespassing charges.

Truckers line up in four rows at the Zaragoza International Bridge on Tuesday. Some port traffic has dropped up to 60 to 70 percent, according to Psaki

Truckers are begging to get the line moving as ‘millions’ of dollars of produce are perishing

The disruptions at some of the world’s busiest international trade ports could pose economic and political threats to Abbott, who is seeking a third term in November. Democrat Beto O’Rourke, the former presidential candidate who is running against Abbott, said during a stop in Pharr on Tuesday that the inspections were doing nothing to halt the flow of migrants and were worsening supply chain issues.

An estimated 3,000 trucks cross the Pharr bridge on a normal day, according to the National Freight Transportation Chamber. The bridge is the largest land port for produce entering the US.

Mexico supplies about two-thirds of the produce sold in Texas.

The additional inspections are conducted by the Texas Department of Public Safety, which said that as of Monday, it had inspected more than 3,400 commercial vehicles and placed more than 800 ‘out of service’ for violations that included defective brakes, tires and lighting. It made no mention of whether the inspections turned up migrants or drugs.

Jerry Pacheco, executive director of the International Business Accelerator and president of the Border Industrial Association, said the protests were costing businesses millions of dollars a day.

‘It’s going to affect all of us, all of us in the United States. Your car parts are going to be delivered late, your computer — if you ordered a Dell or HP tablet, those are going to be disrupted.’

Ed Anderson, a professor at the McCombs School of Business at the University of Texas at Austin, compared the disruptions to those caused by February’s trucker blockade in Canada that forced auto plants on both sides of the border to shut down or scale back production.

Anderson said consumers would likely begin noticing the effects before the end of this week.

‘Either prices are going to spike or shelves are going to be low,’ he said.

“Interagency Collaboration” by Tabitha L. Pacheco, Robert L. Morgan et al.

Collaboration by professionals across agencies has been identified as a research-based practice associated with successful post-school outcomes for students with disabilities. Succesful post-school outcomes include community employment, postsecondary education (such as involvement in two- or four-year college programs), and independent living for young adults with disabilities. Vocational rehabilitation counselors, special educators, and community rehabilitation providers (CRPs) must collaborate to increase the probability of successful outcomes, particularly given the advent of Pre-Employment Transition Services (Pre-ETS). Five core areas of Pre-ETS include: (a) job exploration counseling, (b) work-based learning experiences, (c) counseling, (d) workplace readiness training to develop social skills and independent living, and (e) instruction in self-advocacy. The purpose of this study was to gather qualitative data on the current status and future directions of relationships between high school special education teachers and CRPs regarding transition service delivery. In this study, focus groups were used to gather information specific to interagency collaboration. Three primary themes were generated: (a) barriers to effective interagency collaboration, (b) collaboration needs, and (c) recommendations to improve collaboration. Barrier included (a) communication, (b) community, (c) school, and (d) student and family factors. Both special education teachers and CRP professionals offered information regarding needs and recommendations to improve collaboration. Specific recommendations were identified to improve collaboration, such as improving the intake and discovery process by interviewing the special education teacher prior to the Individualized Education Program (IEP) meeting and creating a roles and responsibility chart including methods for communication and follow up, among others.

Plain Language Summary

Students with disabilities have more success when educators work together. Working together is called collaboration. When educators collaborate, students with disabilities are more likely to get jobs. Students are also more likely to continue with education after high school and live on their own in communities. Legislation states that teachers and other professionals should collaborate. There is a recent law called for “pre-employment transition services,” or PRE-ETS. This law is a part of the Workforce Innovation Opportunity Act. This law requires that students with disabilities explore possible jobs with a counselor. The law also states that students should learn job skills at community employment sites. PRE-ETS requires educators collaborate as they work with students with disabilities. The purpose of this study was to gather information about collaboration from educators. The educators were special education teachers and other professionals who help students with disabilities get jobs (called Community Rehabilitation Professionals, or CRPs). We held “focus groups,” which means teachers and CRPs met online with an interviewer. We asked questions about how much teachers and CRPs collaborated. The teachers and CRPs told us there were problems that limited collaboration. Teachers and CRPs made several recommendations to improve collaboration. We describe problems preventing collaboration in this article. Also, we describe the recommendations made by teachers and CRPs.

MMA Pound-for-Pound Rankings: Alexander Volkanovski breaks up ‘Three Kings’ stranglehold, vaults into top 3

UFC 273: Volkanovski v The Korean Zombie

Welcome to the latest update to the MMA Fighting pound-for-pound rankings, where every month our esteemed panel of experts sort through the noise to answer one question: Who are the best overall male and female MMA fighters in the world?

Alexander Volkanovski is finally starting to get his respect. The UFC featherweight champion’s monster win over “The Korean Zombie” at UFC 272 headlined a month flush with action from many of the sport’s most talented athletes. We saw statement wins, controversial finishes, and even a few “y’all must’ve forgot” moments from fighters out to prove a point.

So how did April affect the global pound-for-pound landscape? Let’s take a look.

Don’t forget to listen to the newest episode of the MMA Fighting Rankings Show, where the panel debated the MVP of April and the craziness unfolding at light heavyweight, predicted the breakout name of an action-packed May, made a few long overdue mea culpas, and much more.

Quickly, a refresher on some ground rules before we dive in:

  • The eight-person voting panel consists of MMA Fighting staffers Shaun Al-Shatti, Alexander K. Lee, Guilherme Cruz, Mike Heck, E. Casey Leydon, Steven Marrocco, Damon Martin and Jed Meshew.
  • Fighters will be removed from the rankings if they do not compete within 18 months of their most recent bout.
  • Updates to the rankings will be completed at the start of every month.
  • Holding a promotion’s title does not guarantee that fighter will be viewed as the best in their promotion.

As a reminder, the notion of pound-for-pound supremacy is always going to inherently be subjective. When you’re debating whether someone like Stipe Miocic should be ranked below someone like Max Holloway, there is no true right answer. So while our MMA Fighting Global Rankings serve some sort of actual, functional purpose — pound-for-pound lists? They’re just here for a good time. In other words: It’s not serious business, folks.

Thoughts? Questions? Concerns? Make your voice heard in the comments below.

MEN’S POUND-FOR-POUND

The “Three Kings” no longer have a stranglehold over the pound-for-pound top 3.

Alexander Volkanovski made sure of that. The UFC featherweight champion soared into the No. 3 spot on this month’s pound-for-pound list following his rout of “The Korean Zombie” at UFC 272. It was a flawless performance for Volkanovski, one that kept his undefeated 11-0 octagon record intact and finally pushed several of our panelists to recognize the talent of the best featherweight in the sport. The UFC’s three African-born champions remain a dominant force atop these rankings, but Volkanovski is a deserving name near the summit.

There were two other champions who made giant leaps this month as well: The eternally disrespected Aljamain Sterling, who vaulted seven spots up to a No. 8 ranking following his revenge win over Petr Yan at UFC 272, and the eternally overlooked Patricio “Pitbull” Freire, who climbed eight spots up to a No. 10 ranking after stopping the hype train of A.J. McKee at Bellator 277. Freire is now the highest-ranked male fighter on our pound-for-pound list — could a trilogy bout with No. 18 ranked McKee be next up on his docket?

Looking ahead to May, all eyes will soon turn toward the lightweights when No. 5 ranked Charles Oliveira attempts to defend his UFC lightweight title against No. 16 ranked Justin Gaethje at UFC 274 in one of the most anticipated fights of 2022.

April results for ranked fighters (previous ranking shown): No. 5 Alexander Volkanovski def. Chan Sung Jung, No. 15 Aljamain Sterling def. No. 10 Petr Yan, No. 18 (tied) Patricio Freire def. No. 12 A.J. McKee

May bouts featuring ranked fighters: No. 5 Charles Oliveira vs. No. 16 (tied) Justin Gaethje (UFC 274, May 7), No. 19 (tied) Jan Blachowicz vs. Aleksandar Rakic (UFC Vegas 54, May 14),

Fighters also receiving votes (number of ballot appearances shown): Colby Covington (5), Jose Aldo (2), Ciryl Gane (2), Demetrious Johnson (2), Islam Makhachev (2), Adriano Moraes (2), Sergio Pettis (1), Ryan Bader (1)

WOMEN’S POUND-FOR-POUND

While the top of this month’s list remains unchanged following No. 4 ranked Cris Cyborg’s victory over Arlene Blencowe at Bellator 279, two other outcomes had a dramatic effect on the women’s pound-for-pound ranks. First was the controversial come-from-behind finish over Juliana Velasquez that not only forever enshrined Liz Carmouche as a champion at Bellator 278, but also propelled the new flyweight titleholder into a No. 11 pound-for-pound ranking. The second was an outcome that took place outside of the cage, as Germaine de Randamie forfeited her No. 8 ranking after crossing the 18-month threshold for inactivity.

De Randamie’s exit spawned a flurry of green arrows for the women ranked below her, and it’s still unclear when exactly “The Iron Lady” will fight again.

As for what’s next, May is set to deliver a trio of bouts with pound-for-pound implications on the women’s side, but none are more important than UFC 274’s co-main event, which features the long-awaited rematch between No. 3 ranked Rose Namajunas and No. 8 ranked Carla Esparza more than seven years after the two TUF alums introduced the strawweight division to the masses with the UFC’s inaugural 115-pound title bout.

April results for ranked fighters (previous ranking shown): No. 4 Cris Cyborg def. Arlene Blencowe, No. 7 Jessica Andrade def. Amanda Lemos, No. 17 Liz Carmouche def. No. 12 Juliana Velasquez, No. 16 Seika Izawa def. No. 18 Ayaka Hamasaki

May bouts featuring ranked fighters: No. 3 Rose Namajunas vs. No. 8 Carla Esparza (UFC 274, May 7), No. 9 Holly Holm vs. Ketlen Vieira (UFC Vegas 55, May 21), No. 12 Katlyn Chookagian vs. Amanda Ribas (UFC Vegas 54, May 14)

Fighters also receiving votes (number of ballot appearances shown): Taila Santos (4), Julia Budd (2), Sarah Kaufman (2), Ketlen Vieira (2), Ilima-Lei Macfarlane (1), Raquel Pennington (1), Larissa Pacheco (1), Leslie Smith (1), Michelle Waterson (1), Xiong Jing Nan (1), Yan Xiaonan (1)

“Political theater”: Abbott’s border stunt could raise food prices after causing $240M in damages | Salon.com

In Texas, Gov. Greg Abbott — who is running for reelection in the 2022 midterms — made it much more difficult for goods and produce to enter the United States from Mexico when he ordered “enhanced safety inspections” of commercial vehicles at the Texas/Mexico border. Former Rep. Beto O’Rourke, the Democratic gubernatorial nominee running against Abbott, has slammed the Republican governor’s political stunt as bad for business. And journalists Alicia Wallace and Vanessa Yurkevich, reporting for CNN in an article published on April 16, describe some of the difficulties that Abbott has inflicted on the supply chain.

“A week-long protest by Texas Gov. Greg Abbott against President Biden’s recent immigration policy reached a resolution on Friday, (April 15), but the gridlock it created has resulted in hundreds of millions of lost dollars and delays in shipments of everything from avocados to automobile parts that will have a longer-term impact,” Wallace and Yurkevich explain. “On Friday, Abbott reversed course on an order he put in place last week that required lengthier ‘enhanced safety inspections’ of commercial vehicles entering Texas. The efforts, he said, were to help stop the flow of illegal contraband and human trafficking.”

The CNN reporters add, “Abbott’s move, which Texas Agriculture Commissioner Sid Miller criticized as ‘political theater,’ ultimately created a logjam of trucks between the U.S. and its largest goods trading partner. Vegetable producers say their produce is spoiling in idling trucks and they are losing hundreds of millions of dollars.”

On Tuesday, April 12, O’Rourke held a news conference at an empty warehouse in Pharr, Texas, blaming Abbott for the fact that it was empty and telling reporters, “This should be full of produce and imports that are going to be picked up by U.S. truckers to be taken deeper into this country. But as you can see, right now, it is empty. It’s going to make it harder to keep people employed, to hire people and to keep this economy going here locally and across the state of Texas.”

O’Rourke and Miller aren’t the only ones who are criticizing Abbott’s political stunt. Dante L. Galeazzi, CEO and president of the Texas International Produce Association, told CNN that Abbott used businesses and goods “as bargaining chips,” resulting in 30-hour waits for some commercial trucks entering Texas from Mexico — and causing a lot of fruits and vegetables to spoil.

Galeazzi told CNN, “It could take a week or longer, up to probably three weeks, before the supply chain realigns.”

According to Lance Jungmeyer, president of the Fresh Produce Association of the Americas, losses for fruit and vegetable producers are estimated to exceed $240 million thanks to Abbott — and Americans can expect to spend more on strawberries, avocados and asparagus.

Jerry Pacheco, president and chief executive officer of the Border Industrial Association in New Mexico, told CNN, “This is not just a localized issue. It’s going to hit you in St. Louis or up in Seattle. We’re connected to a global supply chain…. It’s a bad time to be adding this to consumers’ pockets to pay out their pocketbook.”

The COVID-19 pandemic has been a major headache for the world’s supply chain, aggravating inflation in the U.S. and other countries. And while Abbott’s stunt at the Texas/Mexico border was obviously designed to rally the MAGA base and benefit him politically, it was terrible from a business and economic standpoint.

Matthew Hockenberry, an assistant professor at Fordham University in The Bronx, told CNN, “There’s so much supply instability right now…. The amount of supply uncertainty is so high that to add another straw here to the camel’s back is a dangerous proposition.”
